The Cabinet Secretary for North Wales (Welsh : Ysgrifennydd y Cabinet dros Ogledd Cymru) [lower-alpha 1] is a member of the cabinet in the Welsh Government. The current officeholder is Ken Skates since March 2024.
The establishment of a role focusing on North Wales was first raised in 2009, but was established by Mark Drakeford in 2018. It was established over concerns of how devolution was centred on South Wales. A Plaid Cymru MS disputed the role's existence, while some argue for a directly elected mayor instead.

In her leadership bid for the 2009 Welsh Labour leadership election, Edwina Hart, stated she would establish a "Minister for North Wales", if she won and set up the next Welsh Assembly Government. [7]
In 2010, the Welsh Assembly Government opened a local assembly office in Llandudno Junction, Conwy, to decentralise government and the civil service, as well as spread the "benefits [of] devolution" to North Wales. [8] Prior to this, only 23% of Welsh Government posts were outside Cardiff. [8] The Llandudno Junction building later became very underused by 2011 for its purpose, and was costing £1 million annually. [9]
On 19 July 2011, the opposition Welsh Conservatives, gave specific responsibilities to a shadow minister over "North Wales". The responsibilities were passed to Mark Isherwood, the Shadow Minister for Housing and Social Justice, who would have additional responsibilities concerning North Wales alongside his usual shadow ministerial responsibilities. On 27 July 2011, the Welsh Assembly Government held its first cabinet meeting in North Wales, with First Minister of Wales, Carwyn Jones, stating he plans his government to have a "significant presence" in North Wales. [11]
In 2017, a Chief Regional Officer role for North Wales was established by the Welsh Government. [2]
In his campaign to become leader of Welsh Labour, for the 2018 Welsh Labour leadership election, Mark Drakeford announced that if he were to win the leadership contest, he would set up a ministerial post dedicated to the interests of North Wales. [1] [12] Drakeford repeated the plans he had for a North Wales post, for his first cabinet, after winning the leadership contest. [13]
The post was established on 14 December 2018, with Ken Skates as the inaugural holder. [3] It is the first ministerial post in the Welsh Government dedicated to North Wales. [2]
In April 2024, Plaid Cymru MS Llyr Gruffydd disputed whether the role should exist, stating all ministers should represent all of Wales, which includes North Wales. Gruffydd also claimed the role would be viewed as "tokenistic" by some, and that if there was a role for North Wales, where are the roles for other regions of Wales, such as West Wales and Mid Wales. [14] While the Welsh Conservatives have shadow ministers with these roles. [15]
Following the Welsh Government roads review, where all of the major road projects in North Wales were cancelled in February 2023. There were calls to establish a "metro mayor", comparable to the directly elected mayors in England, for North Wales. Proposers argued that the area is being ignored, that it was an example of a North-South divide in Wales, and that the devolved post would be a "real Minister for North Wales", but would still be accountable to the Welsh Government. The Welsh Government responded to calls stating they already have a Minister for North Wales in their cabinet, which would "champion[...] the north and it’s many strengths and opportunities". The minister would be responsible on overseeing issues relating to North Wales, and would be the chair of the Cabinet Sub Committee for North Wales. [19] [20]
As a Welsh Minister, the holder is to have an annual salary of £105,701 for 2020–2021. [21]
The Senedd, officially known as the Welsh Parliament in English and Senedd Cymru in Welsh, is the devolved, unicameral legislature of Wales. A democratically elected body, it makes laws for Wales, agrees to certain taxes, and scrutinises the Welsh Government. It is a bilingual institution, with both Welsh and English being the official languages of its business. From its creation in May 1999 until May 2020, the Senedd was officially known as the National Assembly for Wales and often simply called the Welsh Assembly.
The Welsh Government is the devolved government of Wales. The government consists of ministers and deputy ministers. It is led by the first minister, usually the leader of the largest party in the Senedd, who selects ministers and deputy ministers with the approval of the Senedd. The government is responsible for tabling policy in devolved areas for consideration by the Senedd and implementing policy that has been approved by it.
The First Minister of Wales, known as First Secretary of Wales from 1999 until 2000, is the leader of the Welsh Government and keeper of the Welsh Seal. Jane Elizabeth Hutt is a Welsh Labour Party politician serving as Welsh Government Chief Whip since 2023 and Trefnydd of the Senedd since 2024. She has served as the Member of the Senedd (MS) for the Vale of Glamorgan since 1999.

Susan Lesley Griffiths, known as Lesley Griffiths, is a Welsh Labour politician serving as Cabinet Secretary for Culture and Social Justice since 2024. She previously served as Trefnydd of the Senedd and Minister for North Wales from 2021 to 2024, and Minister for Rural Affairs from 2016 to 2024. She worked as a secretary to John Marek and the constituency assistant to Ian Lucas, successive Members of Parliament for Wrexham, and was elected to the Senedd from the Wrexham constituency in 2007. She has held a number of cabinet positions in the Welsh Government. In December 2009 she was appointed Deputy Minister for Science, Innovation and Skills.
Janet Elizabeth Finch-Saunders is a Welsh Conservative Party politician. She is the Member of the Senedd for the Aberconwy constituency.
Humphrey Vaughan ap David Gething is a Welsh Labour and Co-operative politician who has served as First Minister of Wales and the leader of Welsh Labour since 2024. He previously served as the Minister for Health and Social Services from 2016 to 2021 and Minister for the Economy from 2021 to 2024. He has been the Member of the Senedd (MS) for Cardiff South and Penarth since 2011.
Jeremy Miles is a Welsh Labour Co-op politician, serving as Cabinet Secretary for Economy, Energy and Welsh Language since 2024. He previously served in the Welsh Government as Counsel General for Wales from 2017 to 2021, Brexit Minister from 2018 to 2021, and the Minister for coordinating Wales’ recovery from the COVID-19 pandemic from 2020 to 2021. Miles has been the Member of the Senedd (MS) for Neath since 2016.
Mark Drakeford is a Welsh politician who served as First Minister of Wales and Leader of Welsh Labour from 2018 to 2024. He previously served in the Welsh Government as Cabinet Secretary for Finance from 2016 to 2018 and Minister for Health and Social Services from 2013 to 2016. Drakeford was first elected as the Member of the Senedd (MS) for Cardiff West in 2011 and is considered to be on the soft left of Labour.
Rebecca Mary Evans is a Welsh Labour and Co-operative politician who has served as Cabinet Secretary for Finance, Constitution and Cabinet Office since 2024. She was previously Minister for Finance from 2018 to 2024. Evans has served as the Member of the Senedd (MS) for Gower since 2016, and a Member for Mid and West Wales from 2011 to 2016.
The First Drakeford government was a Labour-led government formed after the resignation of Carwyn Jones as First Minister of Wales on 12 December 2018, and the subsequent appointment of Mark Drakeford in his place following a leadership contest. The government was also supported by the sole Welsh Liberal Democrat MS Kirsty Williams and the independent MS Dafydd Elis-Thomas. Drakeford's first term as First Minister is known for his handling of the COVID-19 pandemic.
In Welsh politics, the term clear red water refers to the Welsh Labour strategy of distancing itself from the UK Labour Party and adopting both more progressive and more distinctly Welsh policies. The strategy was first formulated in the early 2000s, with the Rhodri Morgan-led Welsh government using it to distinguish itself from Tony Blair's New Labour. The term itself is credited to Mark Drakeford AM.
There have been calls for further Welsh devolution, increasing the autonomy for Wales, since the Welsh legislature of the Senedd was founded following the 1997 Welsh devolution referendum.
In December 2021, the Welsh Labour government and Plaid Cymru signed a three-year co-operation agreement, where the two parties agreed to work together in 46 policy areas. The agreement is not a coalition or confidence and supply agreement; Plaid Cymru remain in opposition but can appoint advisers to offices of the Welsh Government.
