Corruption in France describes the prevention and occurrence of corruption in France.
France has ratified several important international anti-corruption conventions such as the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions and the United Nations Convention against Corruption. In general, investors do not consider corruption a problem for doing business in France, and companies operating in France generally have a good reputation of corporate social responsibility. [1]
The French National Assembly have proved two bills for combating tax evasion. However, in recent years there are several corruption scandals involving high-ranking public officials. Public works and the defence industry are considered the most affected by corruption. [2]
Transparency International's 2022 Corruption Perceptions Index scored France at 72 on a scale from 0 ("highly corrupt") to 100 ("very clean"). When ranked by score, France ranked 21st among the 180 countries in the Index, where the country ranked first is perceived to have the most honest public sector. [3] For comparison, the best score was 90 (ranked 1), the worst score was 12 (ranked 180), and the average was 43. [4]
In 2011, Transparency International concluded in its annual report for 2011 that France does not do enough to stop corruption. [5] A TNS Sofres poll in October 2011 indicated that 72% of the French public had the perception that politicians are corrupt. [6]
In France in 2009 all major foreign investors and exporters and more than 80 per cent of surveyed executives admitted to 'not being familiar at all' with one of the most important legal frameworks in global business. A cartel constitutes a crime punishable by imprisonment and/or fines. Staff and budgets for public enforcement of securities regulation was a one third in France compared to UK in 2008. [7]
Political corruption studies include the presidential campaign 2007 finance investigation in the value of €150,000 from Liliane Bettencourt to Nicolas Sarkozy. The maximum individual support is €4,600. Jacques Chirac was accused of using public funds for his election campaign in Paris in the 1990s. [8] On 15 December 2011, Chirac was found guilty and given a suspended sentence of two years. [9] He was convicted of diverting public funds, abuse of trust and illegal conflict of interest.
The suspended sentence meant he did not have to go to prison and took account of his age, health, and status as a former head of state. [10] He did not attend his trial since medical doctors deemed that his neurological problems damaged his memory. [9]
Bribery investigations from Africa to France are ongoing, including bribery claims of Jacques Chirac, Dominique de Villepin and Jean-Marie Le Pen bribery claim from Gabon ex-president Omar Bongo. In September 2011 was judged Bernard Granie of 300 000 bribery from Provence Recyclage. [8]
Alstom has been under investigation in France and Switzerland for allegedly making improper payments of US$200 million for contracts for Brazil's Itá hydroelectric plant, for São Paulo's subway expansion and for other major works in Venezuela, Singapore and Indonesia. The Mexican government has penalised Alstom and in 2007 the European Commission's antitrust authority fined Alstom €65 million for price fixing with competitors. [7]

The Philippines suffers from widespread corruption, which developed during the Spanish colonial period. According to GAN Integrity's Philippines Corruption Report updated May 2020, the Philippines suffers from many incidents of corruption and crime in many aspects of civic life and in various sectors. Such corruption risks are rampant throughout the state's judicial system, police service, public services, land administration, and natural resources. Examples of corruption in the Philippines include graft, bribery, favouritism, nepotism, impunity, embezzlement, extortion, racketeering, fraud, tax evasion, lack of transparency, lack of sufficient enforcement of laws and government policies, and consistent lack of support for human rights.

While hard data on corruption is difficult to collect, corruption in Indonesia is clearly seen through public opinion, collated through surveys as well as observation of how each system runs.
Corruption in Albania is a very serious problem. According to Global Corruption Barometer 2013, 66% of respondents indicated that level of corruption has increased in Albania.
Corruption in Italy is a major problem. In Transparency International's annual surveys, Italy has consistently been regarded as one of the most corrupt countries in the Eurozone. Political corruption remains a major problem particularly in Lombardy, Campania and Sicily where corruption perception is at a high level. Political parties are ranked the most corrupt institution in Italy, closely followed by public officials and Parliament, according to Transparency International. But in the 2013 Global Corruption Barometer report, Italy is in 17th position in front of the United Kingdom (18th), Switzerland (21st) and the United States (22nd).
Corruption in Turkey is an issue affecting the accession of Turkey to the European Union. Transparency International's Corruption Perception Index scores 180 countries according to their perceived level of public sector corruption on a scale of 0 to 100. Since the current scale was introduced in 2012, Turkey's score has fallen from its highest score of 50 (2013) to its lowest, current score of 36 (2022). When the 180 countries in the Index were ranked by their score, Turkey ranked 101 in 2022.
Corruption in Romania has decreased in recent years. In particular since 2014, Romania undertook a significant anti-corruption effort that included the investigation and prosecution of medium- and high-level political, judicial and administrative officials by the National Anticorruption Directorate. The National Anticorruption Directorate was established in 2002 by the Romanian government to investigate and prosecute medium and high-level corruption related offenses, using a model of organization inspired by similar structures in Norway, Belgium and Spain. Adrian Zuckerman, the US Ambassador in Romania, has stated in 2021 that "the rule of law has been strengthened in Romania". Since 2022, the effectiveness of the investigation and sanctioning of high-level corruption further improved, including by advancing on cases that had been pending for years for procedural reasons.
Corruption in Poland is below the world average but not insignificant. Within Poland, surveys of Polish citizens reveal that it is perceived to be a major problem.
Corruption in Sweden has been defined as "the abuse of power" by Swedish National Council for Crime Prevention (Brå). By receiving bribes, bribe takers abuse their position of power, which is consistent with how the National Anti-Corruption Unit of the Swedish Prosecution Authority specifies the term. Although bribes and improper rewards are central in the definition of corruption in Sweden, corruption in the sense of "abuse of power" can also manifest itself in other crimes such as misuse of office, embezzlement, fraud and breach of trust against a principal.
Corruption in Denmark is amongst the lowest in the world. According to the 2022 Corruption Perceptions Index from Transparency International, Denmark scored 90 on a scale from 0 to 100. When ranked by score, Denmark held first place among the 180 countries in the Index, where the country ranked first are perceived to have the most honest public sector. For comparison, the worst score was 12 and the average was 43. The International Consortium of Investigative Journalists reported in 2014 that Denmark has consistently been in the top-4 since the publication of the first Corruption Perceptions Index report in 1995.

In 2013, a report by Transparency International revealed that political parties, Parliament, the judiciary and the military are the most corrupt institutions in Portugal. Transparency International's 2022 Corruption Perceptions Index ranks the country in 33rd place out of 180 countries in the Index.

Petty and grand corruption is a growing problem within Morocco. A leaked report by a US diplomat stated in 2009 that corruption had become much more institutionalized under King Mohammed VI, and that the royal family had been using public institutions to coerce and solicit bribes.
