A crowned republic, also known as a monarchical republic, is an informal term that has been used to refer to a system of monarchy where the monarch's role may be seen as almost entirely ceremonial and where nearly all of the royal prerogatives are exercised in such a way that the monarch personally has little power over executive and constitutional issues. The term has been used by a small number of authors (below) to informally describe governments such as Australia and the United Kingdom, although these countries are classified as constitutional monarchies. The term "crowned republic" may also refer to historical republics which had a doge as their head of state, most particularly Venice and Genoa, and is sometimes used to describe the current Republic of San Marino.
As an informal term, "crowned republic" lacks any set definition as to its meaning, and the precise difference between a constitutional monarchy and a "crowned republic" remains vague. Different individuals have described various states as crowned republics for varied reasons. For example, James Bryce wrote in 1921:
"By Monarchy I understand the thing not the Name i.e. not any State the head of which is called King or Emperor, but one in which the personal will of the monarch is constantly effective, and in the last resort predominant, factor of government. Thus, while such a monarchy as that of Norway is really a Crowned Republic, and indeed a democratic republic, monarchy was in Russia before 1917, and in Turkey before 1905, and to a less degree in Germany and the Austro-Hungarian Monarchy until 1918, an appreciable force in the conduct of affairs". [1]
In 1763, John Adams argued that the British Empire was a form of republic:
"[T]he British constitution is much more like a republic than an empire. They define a republic to be a government of laws, and not of men. If this definition be just, the British constitution is nothing more nor less than a republic, in which the king is first magistrate. This office being hereditary, and being possessed of such ample and splendid prerogatives, is no objection to the government’s being a republic, as long as it is bound by fixed laws, which the people have a voice in making, and a right to defend. An empire is a despotism, and an emperor a despot, bound by no law or limitation but his own will; it is a stretch of tyranny beyond absolute monarchy." [2]
The Australian Republic Advisory Committee described the country as a "crowned republic" and stated it was "a state in which sovereignty resides in its people, and in which all public offices, except that at the very apex of the system, are filled by persons deriving their authority directly or indirectly from the people" so "it may be appropriate to regard Australia as a crowned republic". [3] Australian founding father Richard Chaffey Baker did not use the term "crowned republic" but has been identified as one of the first to articulate this view. He "proudly proclaimed his loyalty to the Queen in the same breath as he declared himself a republican", holding that republicanism did not solely revolve around absence of monarchy. [4]
H. G. Wells (1866–1946) used the term in his book A Short History of the World to describe the United Kingdom, [5] as did Alfred, Lord Tennyson in 1873 in an epilogue to Idylls of the King . [6] In referring to the UK as a crowned republic, the Australian Republic Advisory Committee stated "Britain has not been a constitutional monarchy since probably the late 18th century." [3]
In the Kingdom of Greece, the term Βασιλευομένη Δημοκρατία (Vasilevoméni Dimokratía, literally crowned democracy or crowned republic) became popular after the 23 October 1862 Revolution, which resulted in the introduction of the 1864 constitution. [7] The Constitution of 1952 enshrined the concept into law by declaring the form of government that of a Crowned Republic. [8] This is sometimes translated as "Crowned Democracy". [9]
In 2021, the concept of a crowned republic was proposed in the context of the European Union as a possible means to bridge the differences between the federal and confederal aspects of the EU's framework. [10] The idea was elaborated in the book The Crowned Republic: A Roman-Inspired Constitution for the European Union. [11]
In 1987, Patrick Collinson argued that the government of Elizabethan England (1558–1603) can be described as a "monarchical republic", because there were serious limits on the queen's independent authority, and some privy councillors sponsored a scheme to allow a brief interregnum if the queen should be killed by her Catholic enemies. [12] Many historians have accepted and expanded upon this theory. [13] However, in 2019, Jonathan McGovern suggested that this formulation is an exaggeration, and has been treated too seriously by subsequent historians. [14]
Constitutional monarchy, also known as limited monarchy, parliamentary monarchy or democratic monarchy, is a form of monarchy in which the monarch exercises their authority in accordance with a constitution and is not alone in making decisions. Constitutional monarchies differ from absolute monarchies in that they are bound to exercise powers and authorities within limits prescribed by an established legal framework.
The governor-general of Australia is the federal representative of the monarch of Australia, currently Charles III. The governor-general has many constitutional and ceremonial roles in the Australian political system, in which they have independent agency. However, they are generally bound by convention to act on the advice of the prime minister and the Federal Executive Council. They also have a significant community role, through recognising meritorious individuals and groups, and representing the nation as a whole. The current governor-general is Sam Mostyn.
A head of state is the public persona of a state or sovereign state. The specific naming of the head of state depends on the country's form of government and separation of powers; the head of state may be a ceremonial figurehead or concurrently the head of government and more.
A monarchy is a form of government in which a person, the monarch, reigns as head of state for life or until abdication. The extent of the authority of the monarch may vary from restricted and largely symbolic, to fully autocratic, and may have representational, executive, legislative, and judicial functions.
A republic, based on the Latin phrase res publica, is a state in which political power rests with the public through their representatives—in contrast to a monarchy.
A Commonwealth realm is a sovereign state within the Commonwealth of Nations that has Charles III as its monarch and head of state. All the realms are independent of each other, although one person, resident in the United Kingdom, acts as monarch of each. Except for the UK, in each of the realms the monarch is represented by a governor-general. The phrase Commonwealth realm is an informal description not used in any law.
The abolition of monarchy is a legislative or revolutionary movement to abolish monarchical elements in government, usually hereditary. The abolition of an absolute monarchy in favour of limited government under a constitutional monarchy is a less radical form of anti-monarchism that has succeeded in some nations that still retain monarchs, such as Sweden, Spain, and Thailand.
A dynasty is a sequence of rulers from the same family, usually in the context of a monarchical system, but sometimes also appearing in republics. A dynasty may also be referred to as a "house", "family" or "clan", among others.
Canadian monarchism is a movement for raising awareness of Canada's constitutional monarchy among the Canadian public, and advocating for its retention, countering republican and anti-monarchical reform as being generally revisionist, idealistic, and ultimately impracticable. Generally, Canadian monarchism runs counter to anti-monarchist republicanism, but not necessarily to the classical form of republicanism itself, as most monarchists in Canada support the constitutional variety of monarchy, sometimes referred to as a crowned republic. These beliefs can be expressed either individually—generally in academic circles—or through what are known as loyal societies, which include the Monarchist League of Canada, legions, historical groups, ethnic organizations, and sometimes police and scout bodies. Though there may be overlap, this concept should not be confused with royalism, the support of a particular monarch or dynasty; Canadian monarchists may appreciate the monarchy without thinking highly of the monarch. There have also been, from time to time, suggestions in favour of a uniquely Canadian monarch, either one headed by a descendant of the present monarch and resident in Canada or one based on a First Nations royal house.

A dominion was any of several largely self-governing countries of the British Empire, once known collectively as the British Commonwealth of Nations. Progressing from colonies, their degrees of colonial self-governance increased unevenly over the late 19th century through the 1930s. Vestiges of empire lasted in some dominions well into the late 20th century. With the evolution of the British Empire following the 1945 conclusion of the Second World War into the modern Commonwealth of Nations, finalised in 1949, the dominions became independent states, either as Commonwealth republics or Commonwealth realms.
A non-sovereign monarchy, subnational monarchy or constituent monarchy is one in which the head of the monarchical polity, and the polity itself, are subject to a temporal authority higher than their own. The constituent states of the German Empire or the princely states of the Indian Empire during British rule provide historical examples; while the Zulu king, whose power derives from the Constitution of South Africa, is a contemporary one.
The Australian head of state dispute is a debate as to who is considered to be the head of state of Australia—the monarch, the governor-general, or both. Both are described in official sources as "head of state" but the Australian constitution does not mention the term. A number of writers, most notably Sir David Smith, have argued that the term is better used to describe the governor-general. The difference of opinion has mainly been discussed in the context of Australia becoming a republic, and was prominently debated in the lead-up to the republic referendum in 1999.
Monarchism is the advocacy of the system of monarchy or monarchical rule. A monarchist is an individual who supports this form of government independently of any specific monarch, whereas one who supports a particular monarch is a royalist. Conversely, the opposition to monarchical rule is referred to as republicanism.
Elizabeth II was Queen of Tanganyika from 1961 to 1962, when Tanganyika was an independent sovereign state and a constitutional monarchy. She was also the monarch of other sovereign states, including the United Kingdom. Her constitutional roles in Tanganyika were mostly delegated to the governor-general of Tanganyika.
Through the Constitution of 1864, constitutional monarchy, or, as it had been described, 'crowned democracy', or 'democratic monarchy', was consolidated as the form of government in Greece.
Article 21: The Form of Government of Greece is that of a Crowned Republic. All powers stem from the Nation and are exercised in accordance with the Constitution.
