Fifteen-inch gauge railways were pioneered by Sir Arthur Percival Heywood who was interested in what he termed a minimum gauge railway for use as estate railways or to be easy to lay on, for instance, a battlefield. [1] In 1874, he described the principle behind it as used for his Duffield Bank Railway, distinguishing it from a "narrow-gauge" railway. Having previously built a small railway of 9 in (229 mm) gauge, he settled on 15 in (381 mm) gauge as the minimum that he felt was practical.

Railtown 1897 State Historic Park, and its operating entity, the Sierra Railway, is known as "The Movie Railroad." Both entities are a heritage railway and are a unit of the California State Park System. Railtown 1897 is located in Jamestown, California. The entire park preserves the historic core of the original Sierra Railway of California. The railway's Jamestown locomotive and rolling stock maintenance facilities are remarkably intact and continue to function much as they have for over 100 years. The maintenance facilities are listed on the National Register of Historic Places as the Sierra Railway Shops Historic District.

Perrygrove Railway is a minimum-gauge railway of 15 in gauge. It is located at Perrygrove Farm in the Forest of Dean, near Coleford, Gloucestershire, England. Trains travel at frequent intervals on a round trip of 1+1⁄2 miles (2.4 km) between four stations. Passengers can ride on the train to use activities including a Treetop Adventure, a covered picnic and play area at Foxy Hollow, an Indoor Village with secret passages, and a den-building area in the woods.

A children's railway or pioneer railway is an extracurricular educational institution, where children interested in rail transport can learn railway professions. This phenomenon originated in the USSR and was greatly developed in Soviet times. The world's first children's railway was opened in Gorky Park, Moscow, in 1932. At the breakup of the USSR, 52 children's railways existed in the country.
The Eaton Hall Railway was an early 15 in gauge minimum gauge estate railway built in 1896 at Eaton Hall in Cheshire. The line, which connected the Grosvenor estate with sidings at Balderton on the GWR Shrewsbury to Chester Line about 3 miles (4.8 km) away, opened in 1896. It was built for the Duke of Westminster by Sir Arthur Percival Heywood, who had pioneered the use of 15 in gauge with his Duffield Bank Railway at his house at Duffield, Derbyshire in 1874.
