International waste is any organic waste product that is deemed unsafe to be released into the environment or standard municipal solid waste stream that has originated from an external country, and sometimes territory. [1] Such waste must be treated before it can be disposed of in the municipal solid waste stream to prevent sickness and environmental damage. [2] [3] If not managed properly, regulated garbage can have detrimental impacts on agriculture, livestock, and crops.

Regulations and Rules

United States

The United States requires that all international waste must be sterilized through incineration or an autoclave. The rules and regulations for international waste and regulated garbage are determined by USDA's APHIS and US Customs and Border Protection. Regulated garbage includes international waste, which is defined as any organic material that originates outside of the United States, with the exception of Canada. Typically, such waste is not permitted for import into the United States, but exceptions for ships and airplanes landing in US ports can be made. Regulations must be followed for any company handling IW, such as recording when garbage was received and subsequently destroyed. Waste being transported to a treatment facility must avoid all rural areas, and if it must travel through a rural area, it must be ensured that the garbage is stored in a secure leak proof fashion, [4] using approved agents for cleaning spills, and filing paperwork when waste needs to be transported between states. [5] [6] [7]

Canada

Unlike the United States, Canada does not make an exception for international waste entering from the United States. Rules and restrictions are managed by Canadian Food Inspection Agency (CFIA) and the Canada Border Services Agency (CBSA). [8] Regulations require that this type of waste must be placed in an orange bag. Along with autoclaving and incineration, Canada also allows international waste to be buried in a landfill, however the landfill must be approved the waste must be buried. The landfill must be 0.5 km from any livestock, precautions must be taken to prevent animals from entering, and the waste must be buried under 1.8 km of non-international waste. [9] [10]

United Kingdom

Known as "international catering waste" in the United Kingdom, specific regulations must be followed. This waste must be stored in "covered", "leak-proof", and "clearly labelled 'Category 1 – for disposal only'". Similar to Canada, disposing of the waste in a deep authorized landfill is acceptable. Additionally, along with incineration and autoclaving, processing the waste into biodiesel is acceptable. [11] [12]

Criticism

Strict regulations in Canada have made it difficult to establish an international marine terminal in Cape Breton, Nova Scotia. International waste from Marine terminals needed to be disposed of, and the only approves sites were both located in Dartmouth, on the other side of the province, meaning that the cost of disposal would be too high to allow foreign ships to enter the terminal. Industrial plants for waste incineration are commonly referred to as waste-to-energy facilities. Incineration and other high-temperature waste treatment systems are described as "thermal treatment". Incineration of waste materials converts the waste into ash, flue gas and heat. The ash is mostly formed by the inorganic constituents of the waste and may take the form of solid lumps or particulates carried by the flue gas. The flue gases must be cleaned of gaseous and particulate pollutants before they are dispersed into the atmosphere. In some cases, the heat that is generated by incineration can be used to generate electric power.

<span class="mw-page-title-main">Toxic waste</span> Any unwanted material which can cause harm

Toxic waste is any unwanted material in all forms that can cause harm. Mostly generated by industry, consumer products like televisions, computers, and phones contain toxic chemicals that can pollute the air and contaminate soil and water. Disposing of such waste is a major public health issue.

The Resource Conservation and Recovery Act (RCRA), enacted in 1976, is the principal federal law in the United States governing the disposal of solid waste and hazardous waste.

Illegal dumping, also called fly dumping or fly tipping (UK), is the dumping of waste illegally instead of using an authorized method such as curbside collection or using an authorized rubbish dump. It is the illegal deposit of any waste onto land, including waste dumped or tipped on a site with no license to accept waste. The United States Environmental Protection Agency developed a “profile” of the typical illegal dumper. Characteristics of offenders include local residents, construction and landscaping contractors, waste removers, scrap yard operators, and automobile and tire repair shops.

Municipal solid waste (MSW), commonly known as trash or garbage in the United States and rubbish in Britain, is a waste type consisting of everyday items that are discarded by the public. "Garbage" can also refer specifically to food waste, as in a garbage disposal; the two are sometimes collected separately. In the European Union, the semantic definition is 'mixed municipal waste,' given waste code 20 03 01 in the European Waste Catalog. Although the waste may originate from a number of sources that has nothing to do with a municipality, the traditional role of municipalities in collecting and managing these kinds of waste have produced the particular etymology 'municipal.'

<span class="mw-page-title-main">Sharps waste</span>

Sharps waste is a form of biomedical waste composed of used "sharps", which includes any device or object used to puncture or lacerate the skin. Sharps waste is classified as biohazardous waste and must be carefully handled. Common medical materials treated as sharps waste are hypodermic needles, disposable scalpels and blades, contaminated glass and certain plastics, and guidewires used in surgery.

Waste diversion or landfill diversion is the process of diverting waste from landfills. The success of landfill diversion can be measured by comparison of the size of the landfill from one year to the next. If the landfill grows minimally or remains the same, then policies covering landfill diversion are successful. For example, currently in the United States there are 3000 landfills. A measure of the success of landfill diversion would be if that number remains the same or is reduced. In 2015 it was recorded that the national average of landfill diversion in the United States was 33.8%, while San Francisco had implemented the most effective policies and had recorded a landfill diversion rate of 77%.

Biomedical waste or hospital waste is any kind of waste containing infectious materials generated during the treatment of humans or animals as well as during research involving biologics. It may also include waste associated with the generation of biomedical waste that visually appears to be of medical or laboratory origin, as well research laboratory waste containing biomolecules or organisms that are mainly restricted from environmental release. As detailed below, discarded sharps are considered biomedical waste whether they are contaminated or not, due to the possibility of being contaminated with blood and their propensity to cause injury when not properly contained and disposed. Biomedical waste is a type of biowaste.

Waste management in Japan today emphasizes not just the efficient and sanitary collection of waste, but also reduction in waste produced and recycling of waste when possible. This has been influenced by its history, particularly periods of significant economic expansion, as well as its geography as a mountainous country with limited space for landfills. Important forms of waste disposal include incineration, recycling and, to a smaller extent, landfills and land reclamation. Although Japan has made progress since the 1990s in reducing waste produced and encouraging recycling, there is still further progress to be made in reducing reliance on incinerators and the garbage sent to landfills. Challenges also exist in the processing of electronic waste and debris left after natural disasters.

A by-product, by contrast is a joint product of relatively minor economic value. A waste converter is a machine used for the treatment and recycling of solid and liquid refuse material. A converter is a self-contained system capable of performing the following functions: pasteurization of organic waste; sterilization of pathogenic or biohazard waste; grinding and pulverization of refuse into unrecognizable output; trash compaction; dehydration. Because of the wide variety of functions available on converters, this technology has found application in diverse waste-producing industrial segments. Hospitals, clinics, municipal waste facilities, farms, slaughterhouses, supermarkets, ports, sea vessels, and airports are the primary beneficiaries of on-site waste conversion.

Municipal solid waste (MSW) – more commonly known as trash or garbage – consists of everyday items people use and then throw away, such as product packaging, grass clippings, furniture, clothing, bottles, food scraps and papers. In 2018, Americans generated about 292.4 million short tons (265.3 Mt) of trash. In the United States, landfills are regulated by the Environmental Protection Agency (EPA) and the states' environmental agencies. Municipal solid waste landfills (MSWLF) are required to be designed to protect the environment from contaminants that may be present in the solid waste stream.

Waste management laws govern the transport, treatment, storage, and disposal of all manner of waste, including municipal solid waste, hazardous waste, and nuclear waste, among many other types. Waste laws are generally designed to minimize or eliminate the uncontrolled dispersal of waste materials into the environment in a manner that may cause ecological or biological harm, and include laws designed to reduce the generation of waste and promote or mandate waste recycling. Regulatory efforts include identifying and categorizing waste types and mandating transport, treatment, storage, and disposal practices.

Solid waste policy in the United States is aimed at developing and implementing proper mechanisms to effectively manage solid waste. For solid waste policy to be effective, inputs should come from stakeholders, including citizens, businesses, community-based organizations, non-governmental organizations, government agencies, universities, and other research organizations. These inputs form the basis of policy frameworks that influence solid waste management decisions. In the United States, the Environmental Protection Agency (EPA) regulates household, industrial, manufacturing, and commercial solid and hazardous wastes under the 1976 Resource Conservation and Recovery Act (RCRA). Effective solid waste management is a cooperative effort involving federal, state, regional, and local entities. Thus, the RCRA's Solid Waste program section D encourages the environmental departments of each state to develop comprehensive plans to manage nonhazardous industrial and municipal solid waste.

<span class="mw-page-title-main">Drug disposal</span> Safe disposal of unused drugs

Drug disposal is the discarding of drugs. Individuals commonly dispose of unused drugs that remain after the end of medical treatment. Health care organizations dispose of drugs on a larger scale for a range of reasons, including having leftover drugs after treating patients and discarding of expired drugs. Failure to properly dispose of drugs creates opportunities for others to take them inappropriately. Inappropriate disposal of drugs can also cause drug pollution.
