The Shanghai Municipal People's Government is the local administrative agency of Shanghai. [1] It is officially elected by the Shanghai Municipal People's Congress and is formally responsible to the SMPC and its Standing Committee. [1] The municipal government is headed by a mayor, currently Gong Zheng. [2] Under the country's Leninist system, the mayor is subordinate to the secretary of the Shanghai Municipal Committee of the Chinese Communist Party. [3]

The Shanghai clique, also referred to as the Shanghai gang, Jiang clique, or Jiang faction, refers to an informal group of Chinese Communist Party (CCP) officials who rose to prominence under former CCP General Secretary Jiang Zemin while he served as the party chief and mayor of Shanghai.
Han Zheng is a Chinese politician who since 2023 has served as the vice president of China. He previously served as the first-ranking vice premier of China between 2018 and 2023, and as a member of the Politburo Standing Committee of the Chinese Communist Party (CCP) between 2017 and 2022.

Li Qiang is a Chinese politician. Li was the party secretary for Shanghai City from 2017 to 2022 where he pursued pro-business policies and handled the response to the COVID-19 pandemic.
The January Storm, formally known as the January Revolution, was a coup d'état in Shanghai that occurred during the Cultural Revolution in between 5 January to 23 February 1967. The coup, precipitated by the Sixteen Articles and unexpected local resistance towards Maoism in Shanghai, was launched by Maoist rebel factions towards the city's party leadership under the directives of the Cultural Revolution Group (CRG) through Maoist leaders such as Zhang Chunqiao, Wang Hongwen and Yao Wenyuan, with backing from Mao Zedong, Kang Sheng, and Jiang Qing. The coup culminated in the overthrow of the Shanghai Municipal Committee of Chen Pixian and Cao Diqiu, and led to the creation of the Shanghai People's Commune on 5 February 1967.
Chen Yixin is a Chinese politician who is the current Minister of State Security.
Zheng Yanfen was a Chinese-born politician affiliated with the Kuomintang. He worked with the League of Nations and supported the Nationalist government. After the government of the Republic of China moved to Taiwan, Zheng led the Overseas Chinese Affairs Commission, was the Minister of Justice, and served as Secretary-General to the President.
Jiang Zhuoqing is a Chinese politician who served as the chairperson of the Shanghai Municipal People's Congress from 2020 to 2023.
Gong Jianhua is a former Chinese politician who spent his entire career in his home-province Jiangxi. He surrendered himself to and is cooperating with the Central Commission for Discipline Inspection (CCDI) and National Supervisory Commission for investigation of "suspected violations of disciplines and laws" on 29 November 2021. Previously he served as vice chairman of the Standing Committee of Jiangxi Provincial People's Congress. Gong is the fourth vice-provincial level official in Jiangxi to be targeted by China's top anticorruption watchdog since the 19th National Congress of the Chinese Communist Party, behind Li Yihuang, Shi Wenqing and Xiao Yi.
Chen Rugui is a Chinese politician who is the current vice chairman of Guangdong People's Congress. Previously he served as mayor of Shenzhen. He was a representative of the 19th National Congress of the Chinese Communist Party and is a delegate to the 13th National People's Congress. He was investigated by China's top anti-graft agency in June 2022.

It was elected at the Chinese Communist Party (CCP)'s 20th National Congress on 22 October 2022, and its term lasts until the election of the 21st Central Committee at the 21st National Congress, which is planned for 2027. The Central Committee is the party's highest decision-making body in a given period, is not a permanent body, and convenes for an unspecified number of times.

The committee secretary is the highest ranking post in the city and outranks the mayor, who is generally the deputy secretary of the committee. The current secretary is Chen Jining, a member of the CCP Politburo, who replaced Li Qiang on 28 October 2022.
