Political fragmentation is the division of the political landscape into different parties and groups. [1] Political fragmentation can apply to political parties, political groups or other political organisations. It is most often operationalized using the effective number of parliamentary parties. [2]
Scholars, journalists, and politicians have theorized about a number of potential effects of political fragmentation. For example, it has been argued that higher fragmentation allows voters to better represent their political spectrum of political positions. The length of government coalition formation has also been argued to increase with number of parties and decreases with preexisting political groups. [3] The strength of these effects has been hypothesized to depend on whether it is the government or the opposition that are fragmented. [4] However, the political fragmentation of parliaments has little causal effect on a number of dimensions of the quality of democracy. [5] The veto player theory predicts that higher fragmentation relates to gridlock, [6] but other literature does not observe increased gridlock. [7]
While one-party states are authoritarian, dominant-party systems can be democratic. [8]
The political fragmentation, represented by effective number of parties, is roughly estimated with the seat product model, [9] [10] and increases with district magnitude and assembly size. The political fragmentation tends to move towards an equilibrium, depending on the voting system. [11] Duverger's law predicts majoritarian elections with district magnitude of one favor a two-party system and proportional representation increases the number of parties. In proportional representation, higher electoral thresholds tend to reduce the number of parties since voters voting for smaller parties have a higher risk of having their votes wasted. [12]
Strong autocrats can prefer a fragmented political system, while weaker autocrats can prefer a low level of party fragmentation. [13]
Proportional representation (PR) refers to any type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to political divisions among voters. The essence of such systems is that all votes cast – or almost all votes cast – contribute to the result and are effectively used to help elect someone. Under other election systems, a bare plurality or a scant majority are all that are used to elect candidates. PR systems provide balanced representation to different factions, reflecting how votes are cast.
Party-list proportional representation (list-PR) is a system of proportional representation based on preregistered political parties, with each party being allocated a certain number of seats roughly proportional to their share of the vote.
A political party is an organization that coordinates candidates to compete in a particular country's elections. It is common for the members of a party to hold similar ideas about politics, and parties may promote specific ideological or policy goals.
The electoral threshold, or election threshold, is the minimum share of votes that a candidate or political party requires before they become entitled to representation or additional seats in a legislature.
Mixed-member proportional representation is a type of representation provided by some mixed electoral systems which combine local winner-take-all elections with a compensatory tier with party lists, in a way that produces proportional representation overall. Like proportional representation, MMP is not a single system, but a principle and goal of several similar systems. Some systems designed to achieve proportionality are still called mixed-member proportional, even if they generally fall short of full proportionality. In this case, they provide semi-proportional representation.
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is an apportionment method for allocating seats in parliaments among federal states, or in proportional representation among political parties. It belongs to the class of highest-averages methods. Compared to ideal proportional representation, the D'Hondt method reduces somewhat the political fragmentation for smaller electoral district sizes, where it favors larger political parties over small parties.
In political science, parallel voting or superposition refers to the use of two or more electoral systems to elect different members of a legislature. More precisely, an electoral system is a superposition if it is a mixture of at least two tiers, which do not interact with each other in any way; one part of a legislature is elected using one method, while another part is elected using a different method, with all voters participating in both. Thus, the final results can be found by calculating the results for each system separately based on the votes alone, then adding them together. A system is called fusion or majority bonus, another independent mixture of two system but without two tiers. Superposition is also not the same as "coexistence", which when different districts in the same election use different systems. Superposition, fusion and coexistence are distinct from dependent mixed electoral systems like compensatory (corrective) and conditional systems.
In political science, voter turnout is the participation rate of a given election. This is typically either the percentage of registered voters, eligible voters, or all voting-age people. According to Stanford University political scientists Adam Bonica and Michael McFaul, there is a consensus among political scientists that "democracies perform better when more people vote."
An electoraldistrict, sometimes called a constituency, riding, or ward, is a subdivision of a larger state created to provide its population with representation in the larger state's legislature. That body, or the state's constitution or a body established for that purpose, determines each district's boundaries and whether each will be represented by a single member or multiple members. Generally, only voters (constituents) who reside within the district are permitted to vote in an election held there. District representatives may be elected by a first-past-the-post system, a proportional representative system, or another voting method. They may be selected by a direct election under universal suffrage, an indirect election, or another form of suffrage.
The term "illiberal democracy" describes a governing system that hides its "nondemocratic practices behind formally democratic institutions and procedures". There is a lack of consensus among experts about the exact definition of illiberal democracy or whether it even exists.

In electoral systems, a wasted vote is any vote cast that is not "used" to elect a winner, and so is not represented in the outcome. However, the term is vague and ill-defined, having been used to refer to a wide variety of unrelated concepts and metrics. The precise definition of a wasted vote can have a major impact on the conclusions of an analysis. For example, under the narrowest possible definition of a wasted vote, the single transferable vote (STV) can be considered to waste zero votes. However, if the wasted vote definition is expanded even slightly, it is possible for up to 100% of STV votes to be classified as wasted because STV fails the unanimity criterion; that is, it is possible to elect a legislature that every single voter agrees is worse than some alternative.
In politics, gridlock or deadlock or political stalemate is a situation when there is difficulty passing laws that satisfy the needs of the people. A government is gridlocked when the ratio between bills passed and the agenda of the legislature decreases. Gridlock can occur when two legislative houses, or the executive branch and the legislature are controlled by different political parties, or otherwise cannot agree.
The Royal Commission on the Electoral System was formed in New Zealand in 1985 and reported in 1986. The decision to form the Royal Commission was taken by the Fourth Labour government, after the Labour Party had received more votes, yet it won fewer seats than the National Party in both the 1978 and 1981 elections. It was also a reaction to the power displayed by Prime Minister Robert Muldoon, whose action of illegally abolishing the Superannuation scheme in 1975 without any repercussions highlighted the need to distribute power in a more democratic way. The Royal Commission's report Towards a Better Democracy was instrumental in effecting New Zealand to change its electoral system from first-past-the-post to mixed member proportional.
Matthew Søberg Shugart is an American political scientist. He is a Distinguished Professor of political science at the University of California, Davis. He is also an Affiliated Professor at the University of Haifa. Shugart specializes in electoral systems, party systems, and the design of political institutions, primarily through empirical studies of political systems across large numbers of countries. Shugart is also an orchardist, and runs the Fruits and Votes blog on electoral systems and fruit growing.
In political science, the effective number of parties is a diversity index introduced by Laakso and Rein Taagepera (1979), which provides for an adjusted number of political parties in a country's party system, weighted by their relative size. The measure is especially useful when comparing party systems across countries.
In voting theory, the micromega rule holds that, when political parties choose electoral systems, "the large prefer the small and the small prefer the large". The term "micromega" references Micromégas, a tale by Voltaire in which dwarfs and giants dialogue.
Anocracy, or semi-democracy, is a form of government that is loosely defined as part democracy and part dictatorship, or as a "regime that mixes democratic with autocratic features". Another definition classifies anocracy as "a regime that permits some means of participation through opposition group behavior but that has incomplete development of mechanisms to redress grievances." The term "semi-democratic" is reserved for stable regimes that combine democratic and authoritarian elements. Scholars distinguish anocracies from autocracies and democracies in their capability to maintain authority, political dynamics, and policy agendas. Anocratic regimes have democratic institutions that allow for nominal amounts of competition. Such regimes are particularly susceptible to outbreaks of armed conflict and unexpected or adverse changes in leadership.
A hybrid regime is a type of political system often created as a result of an incomplete democratic transition from an authoritarian regime to a democratic one. Hybrid regimes are categorized as having a combination of autocratic features with democratic ones and can simultaneously hold political repressions and regular elections. Hybrid regimes are commonly found in developing countries with abundant natural resources such as petro-states. Although these regimes experience civil unrest, they may be relatively stable and tenacious for decades at a time. There has been a rise in hybrid regimes since the end of the Cold War.
Democratic backsliding is a process of regime change toward autocracy in which the exercise of political power becomes more arbitrary and repressive. The process typically restricts the space for public contest and political participation in the process of government selection. Democratic decline involves the weakening of democratic institutions, such as the peaceful transition of power or free and fair elections, or the violation of individual rights that underpin democracies, especially freedom of expression. Democratic backsliding is the opposite of democratization.
