United Nations Security Council Resolution 1874 was adopted unanimously by the United Nations Security Council on 12 June 2009. [1] The resolution, passed under Chapter VII, Article 41, of the UN Charter, imposes further economic and commercial sanctions on the Democratic People's Republic of Korea (the DPRK, or North Korea) and encourages UN member states to search North Korean cargo, in the aftermath of an underground nuclear test conducted on 25 May 2009.
The provisions of the resolution include:
Adopting the resolution unanimously, the Council condemned the nuclear test which was in "violation and flagrant disregard" of previous Council resolutions 1695 and 1718. [1] The resolution is now binding under international law. [2]
An official newspaper said that the country would consider any new sanctions imposed as a "declaration of war". [15] In response, a statement from the Foreign Ministry, carried by the official Korean Central News Agency (KCNA), said that the country would "weaponize all plutonium" and had reprocessed more than "one-third of our spent nuclear fuel rods". [16] [17] It also announced it would start uranium enrichment. [16] The statement considered any attempt at a blockade as an "act of war that will be met with a decisive military response", and would "counter 'sanctions' with retaliation and 'confrontation' with all-out confrontation", accusing the resolution of being a product of a U.S.-led offensive against the country. The U.S. and Japan, not content with this "resolution", are hatching dirty plots to add their own "sanctions" to the existing ones against the DPRK by framing up the fictional issues of "counterfeit money" and "drug trafficking". The U.S. incited the United Nations Security Council to get more deeply embroiled in its attempt to stifle the DPRK, which resulted in the creation of an unprecedentedly acute tension on the Korean Peninsula.

Had any other country found itself in the situation of the DPRK, it would have clearly realized that the DPRK has never chosen but was compelled to go nuclear in the face of the U.S. hostile policy and its nuclear threats. It has become an absolutely impossible option for the DPRK to even think about giving up its nuclear weapons. It makes no difference to the DPRK whether its nuclear status is recognized or not. [20]
A commentary in the Rodong Sinmun newspaper alleged the United States had 1,000 nuclear weapons in South Korea ready to strike North Korea, with the Tongbil Sinmun warning that nuclear war could break out on the Korean peninsula. [21] A U.S. military spokesman described the allegations as "baseless", adding that the weapons were removed under a 1991 treaty.[ citation needed ]
On June 15, the North Korean government organized a "mammoth" 100,000-strong protest in Pyongyang's Kim Il-sung Square against Resolution 1874. Secretary of the Central Committee Workers' Party of Korea Kim Ki Nam blamed the United States for pushing through the sanctions, adding that they would not weaken the DPRK. [22] [23]
The South Korean-based Hyundai Economic Research Institute estimated that if the sanctions are enforced by all UN member states, North Korea could lose between US$1.5–3.7 billion, [24] whereas other estimates suggest US$4 billion. [25] However, a Congressional Research Service report for the United States Congress notes that this is only possible if the sanctions are applied forcefully. [26] The United States is targeting access by North Korea to foreign banks used by its trading companies. [27] On 16 July 2009, a UN sanctions committee designated for sanctions three North Korean trading companies, an Iran-based company and North Korea's General Bureau of Atomic Energy. [28]
Luxury consumer goods, such as alcohol, computers, motorcycles, yachts, and luxury foods, for the North Korean elite, were primarily sourced from Europe and China, the latter of which reported a high demand by top North Korean officials. [29] The exports of luxury goods by China in particular is around US$100–160 million, which has caused concern for the United States as to how China is implementing the sanctions. [26]
A number of North Korean ships have been seized or searched under the terms of Resolution 1874.
The resolution is vague on how to implement sanctions on North Korean air cargo, in contrast to the provisions for sea cargo. [26] However, it is alleged that North Korea uses air traffic more than sea traffic to transport or exchange weapons technology. [45] The Congressional Research Service report identifies the Pyongyang–Tehran air route as a matter of concern, as most of the US$1.5 billion North Korea earns in weapons sales comes from Iran. [46] [47] In addition to this, the report claims the air route is also used for the exchange and collaboration of WMD technology, as well as a route for visits by scientists, technicians and nuclear and ballistics officials. [26] Most of the route passes over China, and a U.S. delegation held talks with Chinese officials over how to implement the resolution regarding the aircraft which regularly refuel at Chinese airports, [48] but did not report on the response. [27]
The Agreed Framework between the United States of America and the Democratic People's Republic of Korea (북미제네바기본합의서) was signed on 21 October 1994, between North Korea (DPRK) and the United States. The objective of the agreement was the freezing and replacement of North Korea's indigenous nuclear power plant program with more nuclear proliferation resistant light water reactor power plants, and the step-by-step normalization of relations between the U.S. and the DPRK. Implementation of the agreement was troubled from the start, but its key elements were being implemented until it effectively broke down in 2003.
Two rounds of North Korean missile tests were conducted on July 5, 2006. The Democratic People's Republic of Korea reportedly fired at least seven separate missiles. These included one long-range Taepodong-2 missile and short-range Scud derived missiles including the enlarged Nodong missile. The Taepodong-2 was estimated by United States intelligence agencies as having a potential range reaching as far as Alaska, although this missile failed after about 42 seconds of flight.
United Nations Security Council resolution 825, adopted on 11 May 1993, called upon the Democratic People's Republic of Korea to reconsider its decision to withdraw from the Treaty on the Non-Proliferation of Nuclear Weapons and allow weapons inspectors from the International Atomic Energy Agency (IAEA) into the country, after it had previously refused entry.
United Nations Security Council Resolution 1695, adopted unanimously on July 15, 2006, after recalling resolutions 825 (1993) and 1540 (2004) concerning North Korea and the non-proliferation of weapons of mass destruction respectively, the Council banned the selling of material that would further the ability of the Democratic People's Republic of Korea to bolster its ballistic missiles programme.

This chronology of the North Korean nuclear program has its roots in the 1950s and begins in earnest in 1989 with the end of the Cold War and the collapse of the Soviet Union, the main economic ally of North Korea. The chronology mainly addresses the conflict between the United States and North Korea, while including the influences of the other members of the six-party talks: China, Russia, South Korea, and Japan.
North Korea–Russia relations are the bilateral relations between Russia and North Korea. The Soviet Union was the first to recognize North Korea on October 12, 1948, shortly after the proclamation, as the sole legitimate authority in all of Korea. The Soviet Union supported North Korea during the Korean War. North Korea was founded as part of the Communist bloc, and received major Soviet military and political support. The comprehensive personality cult around North Korea's ruling family was heavily influenced by Stalinism. China and the Soviet Union competed for influence in North Korea during the Sino-Soviet split in the 1960s, as North Korea tried to maintain good relations with both countries.
The bilateral relations between the People's Republic of China (PRC) and the Democratic People's Republic of Korea (DPRK) have been generally friendly, although they have been somewhat strained in recent years because of North Korea's nuclear program. They have a close special relationship. China and North Korea have a mutual aid and co-operation treaty, signed in 1961, which is currently the only defense treaty China has with any nation. China's relationship with North Korea is its only formal alliance.
Kwangmyŏngsŏng-2 was a satellite launched by North Korea on April 5, 2009.
Two rounds of North Korean missile tests were conducted in July 2009. On July 4, 2009, the Democratic People's Republic of Korea launched seven short range missiles into the Sea of Japan, after previously launching four missiles two days earlier on July 2. The missiles were launched in violation of United Nations Security Council Resolution 1874.
The 2009 North Korean nuclear test was the underground detonation of a nuclear device conducted on Monday, 25 May 2009 by the Democratic People's Republic of Korea. This was its second nuclear test, the first test having taken place in October 2006. Following the nuclear test, Pyongyang also conducted several missile tests. A scientific paper later estimated the yield as 2.35 kilotons.
Kwangmyŏngsŏng-3 was a North Korean Earth observation satellite which, according to the DPRK, was for weather forecast purposes, and whose launch was widely portrayed in the West to be a veiled ballistic missile test. The satellite was launched on 13 April 2012 at 07:39 KST aboard the Unha-3 carrier rocket from Sohae Satellite Launching Station. The rocket exploded 90 seconds after launch near the end of the firing of the first stage of the rocket. The launch was planned to mark the centenary of the birth of Kim Il Sung, the founder of the republic. On 1 December 2012 North Korea announced that a replacement satellite would be launched between 10 and 22 December 2012. After a delay and extending the launch window to 29 December, the rocket was launched on 12 December 2012.
Kwangmyŏngsŏng-3 Unit 2 or Gwangmyeongseong-3 ho 2-hogi was the first satellite successfully launched from North Korea, an Earth observation spacecraft that was launched on 12 December 2012, 00:49 UTC, in order to replace the original Kwangmyŏngsŏng-3, which failed to reach orbit on 13 April 2012. The United Nations Security Council condemned the satellite launch, regarding it as a violation of the ban on North Korean ballistic missile tests, as the rocket technology is the same.
In the year 2016, North Korea conducted two nuclear tests: one in January and the other in September. Additionally, the country conducted several missile tests. As consequence, the United Nations Security Council adopted three resolutions against North Korea.
A number of countries and international bodies have imposed international sanctions against North Korea. Currently, many sanctions are concerned with North Korea's nuclear weapons programme and were imposed after its first nuclear test in 2006.
In the year 2017, North Korea was involved in the 2017 North Korea crisis, along with other events. The country conducted a nuclear test in September, and several missile tests throughout the year. One of these was the country's first successful test of an intercontinental ballistic missile (ICBM), Hwasong-14. Two missiles were launched over Hokkaido in the Japanese archipelago, in August and in September 2017.
The UN Security Council Sanctions Committee on North Korea is a subsidiary body established in 2006 by the UN Security Council's resolution 1718 in response to North Korea's first nuclear test and its other nuclear proliferation efforts.
The 2017–2018 North Korea crisis was a period of heightened tension between North Korea and the United States throughout 2017. The crisis began early in 2017 when North Korea conducted a series of missile and nuclear tests that demonstrated the country's ability to launch ballistic missiles beyond its immediate region, suggesting their nuclear weapons capability was developing at a faster rate than had been assessed by U.S. intelligence. Both countries started exchanging increasingly heated rhetoric, including nuclear threats and personal attacks between the two leaders, which, compounded by a joint U.S.–South Korea military exercise undertaken in August and North Korea's sixth nuclear test in September, raised international tensions in the region and beyond and stoked fears about a possible nuclear conflict between the two nations. In addition, North Korea also threatened Australia twice with nuclear strikes throughout the year for their allegiance with the United States. International relations lecturer and former government strategist Van Jackson said in the book On the Brink: Trump, Kim, and the Threat of Nuclear War that it was the closest the world had come to nuclear war since the Cuban Missile Crisis.
The Peace Treaty on Korean Peninsula is a proposed settlement to formally end military hostilities on the Korean Peninsula as a follow-up to the 1953 Korean Armistice Agreement implemented by the United Nations after the Korean War. During the inter-Korean summit on April 27, 2018, Kim Jong-un and Moon Jae-in signed the Panmunjom Declaration; the declaration involved an agreement about mutual efforts and action items for transforming the armistice agreement into a peace treaty with the cooperation of the United States and China. During the 2018 Trump–Kim summit, US president Donald Trump and Kim signed a Joint Statement which reaffirmed the Panmunjom Declaration. On November 23, 2023, North Korea terminated its 2018 agreement with South Korea.
