The waterfall is accessible from the Historic Columbia River Highway and Interstate 84. Spanning two tiers on basalt cliffs, it is the tallest waterfall in the state of Oregon at 620 ft (189 m) in height.

Hardman is a historic community located in southern Morrow County, in the U.S. state of Oregon. It is on Oregon Route 207 about 20 miles (32 km) southwest of Heppner and 32 miles (51 km) north of Spray. Hardman is at an elevation of about 3,600 feet (1,100 m) in an agricultural area slightly west of the Blue Mountains of northeastern Oregon. Rock Creek, a tributary of the Columbia River, flows northwest by Hardman and to its south to meet the river at Lake Umatilla. A former social and commercial center for surrounding farm communities, Hardman became a ghost town following the completion of a railroad to Heppner in the 1920s. The main surviving commercial building, the Hardman IOOF Lodge Hall, was added to the National Register of Historic Places (NRHP) in 2012.

It was built in 1925 as a meeting hall for a lodge of the Western Bohemian Fraternal Union, a society of Czech Americans. The hall also served as a host for Sokol gymnastics events. The hall was listed on the National Register of Historic Places in 1986 for its local significance in the themes of European ethnic heritage and social history. It was nominated for being a long-serving rural venue for the preservation of Czech American culture and heritage.

From there it flows generally west to meet the larger stream about 3 miles (5 km) upstream of where the South Santiam merges with the North Santiam River to form the Santiam River.
