An abrogative referendum on oil and natural gas drilling was held in Italy on 17 April 2016. [1] The referendum was on the proposed repealing of a law that allows gas and oil drilling concessions extracting hydrocarbon within 12 nautical miles of the Italian coast to be prolonged until the exhaustion of the useful life of the fields.

Contents

Although 86% voted in favour of repealing the law, the turnout of 31% was below the majority threshold required to validate the result. [2]

It was the first referendum requested by at least five Regional Councils in the history of the Italian Republic: all 66 previous referendum questions since 1974 were called after the collection of signatures.

The search for hydrocarbon liquids and/or gases in the Italian sea is possible - with some restrictions for the coastal and environmental protection - only in certain "marine areas" identified by the Italian Parliament or by the Ministry of Economic Development. From 2013, new drilling is prohibited in the Tyrrhenian Sea, in the marine protected areas and in the waters within 12 nautical miles from the coast; however, the concessions approved before 2013 may continue until all of the resources are extracted.

Italy authorized a total of 79 offshore platforms: 31 are located over 12 miles from and 48 within 12 miles.

Within 12 miles, 9 concessions are authorized (with 39 platforms) and their permits have expired and they have asked for an extension: if the "yes" vote wins in the referendum, the 9 expired concessions can not be extended. During 2015 those installations extracted about 622 million cubic meters of natural gas (equivalent to 9% of the national production and 1.1% of total consumption in 2014).

Under the 12 mile limit, there are 17 other concessions expiring between 2017 and 2027, which in 2015 extracted 1.21 billion cubic meters of gas (17.6% of national production and 2.1% of national consumption in 2014) and 500,000 tons of oil (about 9.1% of national production and 0.8% of consumption in 2014). These concessions, in the event of a victory for 'yes' in the referendum, will not be extended after 2027.

Referendum initiative

The referendum was proposed by several regional governments after the national government passed a law allowing drilling concessions to last until oilfields or gasfields are empty. [6] On 19 January 2016 the Constitutional Court approved the referendum. [6] On 12 February the Five Star Movement asked President Sergio Mattarella to delay the referendum until June to allow it to be held alongside local elections in order to raise turnout and save money. Petroleum, also known as crude oil, or simply oil, is a naturally occurring yellowish-black liquid mixture of mainly hydrocarbons, and is found in geological formations. The name petroleum covers both naturally occurring unprocessed crude oil and petroleum products that consist of refined crude oil. A fossil fuel, petroleum is formed when large quantities of dead organisms, mostly zooplankton and algae, are buried underneath sedimentary rock and subjected to both prolonged heat and pressure.

Oil well Well drilled to extract crude oil and or gas

An oil well is a drillhole boring in the Earth that is designed to bring petroleum oil hydrocarbons to the surface. Usually some natural gas is released as associated petroleum gas along with the oil. A well that is designed to produce only gas may be termed a gas well. Wells are created by drilling down into an oil or gas reserve that is then mounted with an extraction device such as a pumpjack which allows extraction from the reserve. Creating the wells can be an expensive process, costing at least hundreds of thousands of dollars, and costing much more when in hard to reach areas, e.g., when creating offshore oil platforms. The process of modern drilling for wells first started in the 19th century, but was made more efficient with advances to oil drilling rigs during the 20th century.

Davis Strait is a northern arm of the Atlantic Ocean that lies north of the Labrador Sea. It lies between mid-western Greenland and Baffin Island in Nunavut, Canada. To the north is Baffin Bay. The strait was named for the English explorer John Davis (1550–1605), who explored the area while seeking a Northwest Passage. By the 1650s it was used for whale hunting.

The abiogenic petroleum origin is a fringe science which proposes that most of earth's petroleum and natural gas deposits were formed inorganically. Mainstream theories about the formation of hydrocarbons on earth point to an origin from the decomposition of long-dead organisms, though the existence of hydrocarbons on extraterrestrial bodies like Saturn's moon Titan indicates that hydrocarbons are sometimes naturally produced by inorganic means. Theories explaining the origin of petroleum as abiotic are generally not well accepted by the scientific community, and are rejected by most researchers and scientific theories on the subject.

Petroleum Development Oman (PDO) is the leading exploration and production company in the Sultanate of Oman. The Company delivers the majority of the country's crude oil production and natural gas supply. The company is owned by the Government of Oman, Royal Dutch Shell (34%), TotalEnergies (4%) and Partex (2%). The first economic oil find was made in 1962, and the first oil consignment was exported in 1967.

Petroleum industry Extraction and sale of petroleum products

The petroleum industry, also known as the oil industry or the oil patch, includes the global processes of exploration, extraction, refining, transportation, and marketing of petroleum products. The largest volume products of the industry are fuel oil and gasoline (petrol). Petroleum is also the raw material for many chemical products, including pharmaceuticals, solvents, fertilizers, pesticides, synthetic fragrances, and plastics. The industry is usually divided into three major components: upstream, midstream, and downstream. Upstream regards exploration and extraction of crude oil, midstream encompasses transportation and storage of crude, and downstream concerns refining crude oil into various end products.

The Greenland Sea is a body of water that borders Greenland to the west, the Svalbard archipelago to the east, Fram Strait and the Arctic Ocean to the north, and the Norwegian Sea and Iceland to the south. The Greenland Sea is often defined as part of the Arctic Ocean, sometimes as part of the Atlantic Ocean. However, definitions of the Arctic Ocean and its seas tend to be imprecise or arbitrary. In general usage the term "Arctic Ocean" would exclude the Greenland Sea. In oceanographic studies the Greenland Sea is considered part of the Nordic Seas, along with the Norwegian Sea. The Nordic Seas are the main connection between the Arctic and Atlantic oceans and, as such, could be of great significance in a possible shutdown of thermohaline circulation. In oceanography the Arctic Ocean and Nordic Seas are often referred to collectively as the "Arctic Mediterranean Sea", a marginal sea of the Atlantic.

During the 1960s and 1970s, Chevron made the first oil discoveries in the basin near the towns of Bentiu, Malakal, and Muglad. The environmental impact of the petroleum industry is extensive and expansive due to petroleum having many uses. Their supply has grown quickly over the last 150 years to meet the demands of rapidly increasing human population, creativity, knowledge, and consumerism.

The Ombrina Mare oil field is an oil field located off shore Abruzzo. It was discovered in 2007 and developed by Mediterranean Oil & Gas. At the moment being the Italian government blocked the projects in the area, since the oil field lies at less than 12 miles from the coastline. The total proven reserves of the Ombrina Mare oil field are around 166 million barrels (29.38×106tonnes), and production is centered on 13,650 barrels per day (2,170 m3/d).

Niger has a long history of petroleum exploration dating back to the 1970s. However, it is only recently in 2011 that the petroleum industry of Niger was born with the opening of the Agadem oilfield and the Soraz refinery near Zinder. The oil and gas extracted from the Agadem field are processed at the Soraz refinery and products are primarily for domestic consumption. Since the beginning of the oil extraction, it appears that the reserves have been underestimated: from an estimate of 324 million barrel reserves in 2008, it is believed that reserves are three times higher, near 1 billion barrels in 2013. With the increase in reserves, Niger anticipates an increase in its production from 20,000 to 80,000 barrels per day by 2016 with 60,000 barrels per day for exports via Chad and Cameroon.
