Division No. 21, also informally known as Flin Flon-Northwest, is a census division within the Province of Manitoba, Canada. Unlike in some other provinces, census divisions do not reflect the organization of local government in Manitoba. These areas exist solely for the purposes of statistical analysis and presentation; they have no government of their own.
Census maps show that the division also includes the northernmost portion of Lake Winnipeg (that portion north of the 53rd parallel north) as part of its southeasternmost section.
The division had a population of 21,606 in the Canada 2006 Census.
In the 2021 Census of Population conducted by Statistics Canada, Division No. 21 had a population of 21,871 living in 8,089 of its 9,632 total private dwellings, a change of -0.5% from its 2016 population of 21,983. With a land area of 42,801.19 km2 (16,525.63 sq mi), it had a population density of 0.5/km2 (1.3/sq mi) in 2021. [1]
Flin Flon is a mining city, located on a correction line on the border of the Canadian provinces of Manitoba and Saskatchewan, with the majority of the city located within Manitoba. Residents thus travel southwest into Saskatchewan, and northeast into Manitoba. The city is incorporated in and is jointly administered by both provinces.

Cranberry Portage is an unincorporated community recognized as a local urban district located in the Rural Municipality of Kelsey, Manitoba. It was an important part of the pre-European contact trade routes of the Cree and Assiniboine peoples. Long before the fur trade with the Bay and during the Fur Trade, this location was used as a campsite and portage between Grassy River, at the head of a number of well-used routes from Hudson Bay, and Lake Athapapuskow, which connected to the Saskatchewan River system. Once on the Saskatchewan routes were open through the prairies to the foothills of the Rocky Mountains.

Grand Rapids is a town in Manitoba, Canada, on the northwestern shore of Lake Winnipeg where the Saskatchewan River enters the lake. As the name implies, the river had a significant drop at this point. In modern days, a large hydroelectric plant has been built there. Cedar Lake, a short distance upriver, provides a natural water source for the plant. Provincial Trunk Highway 6, the region's primary roadway, crosses the Saskatchewan River at the Grand Rapids Bridge.
Deschambault Lake, located in the Canadian province of Saskatchewan, is a small community on the shore of Deschambault Lake. The nearest city, Flin Flon, Manitoba, is 140 kilometres (90 mi) east on Highway 106. The community is at the terminus of the 31-kilometre-long (19 mi) Highway 911. Sandy Bay is a northern village in the boreal forest of northern Saskatchewan, Canada. It is located on the Churchill River about 70 kilometres (43 mi) north of the community of Pelican Narrows and 190 kilometres (120 mi) north-west of Creighton and Flin Flon via Highway 135 and the Hanson Lake Road. The community consists of two parts the Northern Village of Sandy Bay and the Wapaskokimaw 202 Reserve.
