European Neighbourhood Instrument

The European Neighbourhood Instrument (ENI) came into force in 2014. It was the financial arm of the European Neighbourhood Policy, the EU's foreign policy towards its neighbours to the East and to the South. It had a number of programmes. [1] In 2021, the ENI was merged into the new organization Global Europe. [2]

History and objectives

The six ENI targets were:

  1. Promoting human rights and fundamental freedoms, the rule of law, equality, sustainable democracy, good governance and a thriving civil society;
  2. Achieving progressive integration into the EU internal market and enhanced co-operation including through legislative approximation and regulatory convergence, institution building and investments;
  3. Creating conditions for well managed mobility of people and promotion of people-to-people contacts;
  4. Encouraging development, poverty reduction, internal economic, social and territorial cohesion, rural development, climate action and disaster resilience;
  5. Promoting confidence building and other measures contributing to security and the prevention and settlement of conflicts;
  6. Enhancing sub-regional, regional and Neighbourhood wide collaboration as well as Cross-Border Cooperation.

The ENI, effective from 2014 to 2020, [3] replaced the European Neighbourhood and Partnership Instrument - known as the ENPI. [4] This cooperation instrument continued to be managed by DG Development and Cooperation - EuropeAid, which turns decisions taken on a political level into actions on the ground. ENPI funding approved for the period 2007-2013 was €11.2 billion.

The 16 ENI partner countries are: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia, in the South, and Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine in the East.

With Russia, the EU has a separate Strategic Partnership. [5]

The EU Neighbourhood Info Centre [6] was launched in January 2009 by the European Commission to make more known the relationship between the EU and its neighbours as part of the European Neighbourhood Policy.

Europe's poorer regions receive most of the support, but all European regions are eligible for funding under the policy's various funds and programmes. The current framework is set for a period of seven years, from 2021 to 2027.

The European Neighbourhood Policy (ENP) is a foreign relations instrument of the European Union (EU) which seeks to tie those countries to the east and south of the European territory of the EU to the Union. These countries include some who seek to one day become either a member state of the European Union, or become more closely integrated with the European Union. The ENP does not apply to neighbours of the EU's outermost regions, specifically France's territories in South America, but only to those countries close to EU member states' territories in mainland Europe.

<span class="mw-page-title-main">Black Sea Forum for Partnership and Dialogue</span>

The inaugural session of the Black Sea Forum for Partnership and Dialogue (BSF) was held on June 4–6, 2006 in Bucharest. The Forum is a Romanian initiative, initially meant to hold annual presidential-level summits and thematic or sectoral-cooperation meeting during those annual intervals. The Forum is not meant to create new regional institutions, but rather to turn into a regular consultative process among countries of the extended Black Sea region and between this group of countries and international organizations such as the European Union. After the inaugural summit, no other summits were planned.

The Directorate-General for International Partnerships is the European Commission department responsible for international development policy. It operates under the authority of the European Commissioner for International Partnerships, Jutta Urpilainen.

<span class="mw-page-title-main">Armenia–European Union relations</span> Bilateral relations

Armenia and the European Union have maintained positive relations over the years. Both parties are connected through the Comprehensive and Enhanced Partnership Agreement (CEPA), which was signed in 2017. Armenian former Foreign Minister Eduard Nalbandyan expressed confidence that the new partnership agreement would "open a new page" in EU-Armenia relations. While, the former High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini concluded in June 2019, that Armenia-EU relations are on an “excellent” level.

The Republic of Azerbaijan and the European Union (EU) have maintained a positive relationship through the years and have become more closely linked since 1991. Azerbaijan is currently part of the European Neighborhood Policy, the Eastern Partnership and the Council of Europe. The EU is the largest foreign grant donor to and investor in Azerbaijan, both in the government sector and civil society, making available over 600 million EURO of bilateral EU assistance since 1992.

<span class="mw-page-title-main">Eastern Partnership</span> EU project with Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine

The Eastern Partnership (EaP) is a joint initiative of the European Union, together with its member states, and six Eastern European countries. The EaP framework governs the EU's relationship with the post-Soviet states of Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. The EaP is intended to provide a forum for discussions regarding trade, economic strategy, travel agreements, and other issues between the EU and its Eastern European neighbours. It also aims at building a common area of shared values of democracy, prosperity, stability, and increased cooperation. The project was initiated by Poland and a subsequent proposal was prepared in co-operation with Sweden. It was presented by the foreign ministers of Poland and Sweden at the EU's General Affairs and External Relations Council in Brussels on 26 May 2008. The Eastern Partnership was inaugurated by the EU in Prague, Czech Republic on 7 May 2009.

Interstate Oil and Gas Transportation to Europe (INOGATE) was an international energy co-operation programme between the European Union (EU), the littoral states of the Black and Caspian seas and their neighbouring countries. The programme was operational from 1996 to 2016.

The Union for the Mediterranean is an intergovernmental organization of 43 member states from Europe and the Mediterranean Basin: the 27 EU member states and 16 Mediterranean partner countries from North Africa, Western Asia and Southern Europe. It was founded on 13 July 2008 at the Paris Summit for the Mediterranean, with an aim of reinforcing the Euro-Mediterranean Partnership (Euromed) that was set up in 1995 as the Barcelona Process. Cross-border cooperation is the collaboration between adjacent areas across borders. In the European Union this is one of the forms of territorial cooperation. The European model is very diverse with cooperation between border regions or municipalities, or through specific cooperation structures. These structures are usually composed by public authorities from different countries organized in working communities, euroregions or EGTCs.

Ramona Nicole Mănescu is a Romanian politician and lawyer. From 24 July 2019 to 4 November 2019, she served as minister of Foreign Affairs in the Romanian Government. She was a Member of the European Parliament serving 2007 to 2013 and 2014 to 2019 from the National Liberal Party, active within the European People's Party. As part of this group she is a member of the European Parliament Committee on Foreign Affairs, vice-chair in the Delegation for relations with the Mashreq countries and a substitute member in the Committee on transport and tourism and in Delegation for relations with the Arab Peninsula.

The ENPI CBC Italy-Tunisia Programme is a European cooperation programme. It is part of the European Strategy 2007-2013 for Cross-border cooperation of the European Neighbourhood Policy (ENP), implemented in the context of the enlargement of the European Union.

The EU Strategy for the South Caucasus is a long term strategy which is directed to create a secure political, economical and social environment next to the eastern borders of the European Union. This is an objective of the European Neighbourhood Policy, and forthcoming Eastern Partnership Program.

<span class="mw-page-title-main">Forest Law Enforcement and Governance Program</span>

European Neighborhood and Partnership Instrument Forest Law Enforcement and Governance Program is a program that aims to improve forest law enforcement and governance in 7 countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, and Ukraine. It comprises two parts, FLEG I, implemented in 2008–12, and FLEG II, implemented in 2012–16. The program is implemented by the World Bank, IUCN, and WWF. The Program is mostly funded by European Commission through the European Neighbourhood and Partnership Instrument; some activities are funded by the Austrian Development Cooperation. The program has been developed in response to the growing problem of illegal forest activities in the participating countries. The Program aims to:

Nicolae "Nicu" Popescu is a Moldovan author and diplomat serving as Minister of Foreign Affairs and European Integration of Moldova since 6 August 2021 in the Gavrilita and then Recean cabinets. He was also Moldova's Foreign Minister in the period of 11 June - 14 November 2019 in the Sandu Cabinet. Until his appointment, he was the director of the Wider Europe programme of the European Council on Foreign Relations and visiting professor at Sciences Po-Paris.
