Corsairs (French : corsaire) were privateers, authorised to conduct raids on shipping of a foreign state at war with France, on behalf of the French crown. Seized vessels and cargo were sold at auction, with the corsair captain entitled to a portion of the proceeds. Although not French Navy personnel, corsairs were considered legitimate combatants in France (and allied nations), provided the commanding officer of the vessel was in possession of a valid letter of marque (lettre de marque or lettre de course, the latter giving corsairs their name), and the officers and crew conducted themselves according to contemporary admiralty law. By acting on behalf of the French Crown, if captured by the enemy, they could in principle claim treatment as prisoners of war, instead of being considered pirates.
Because corsairs gained a swashbuckling reputation, the word "corsair" is also used generically as a more romantic or flamboyant way of referring to privateers, or even to pirates. The Barbary pirates of North Africa as well as the Ottoman Empire were sometimes called "Turkish corsairs".
The word "corsair" comes directly from the French phrase 'lettre de course', the word 'corsaire' borrowed from the Italian corsaro. This derives from the Latin cursus, meaning "course" (as in journey or expedition). [1] [2] The French word corsaire may have originated as a mispronunciation of the Arabic word قُرْصَانqurṣān; [3] the term pirate had been in use in French since the Middle Ages. [4] However, Sayyid Sulaimān Nadvī, an Indian Muslim scholar of Islamic studies, says that "Qarsan ... [may be] the arabicised form of 'Corsair'." [5]
The corsairs were privateers working for the King of France attacking the ships of France's enemies. In France they did not need to fear punishment for piracy—being hanged—as they were granted a licence as combatants, the lettre de marque or lettre de course, a document which legitimised their actions to the French justice system and which they hoped gave them the status of a war prisoner in case they were ever captured.
The corsair was ordered to attack only the ships of enemy countries, theoretically respecting those of neutral nations and his own nations. If he did not respect this rule, he was then treated as a pirate and hanged. The corsairs' activities also provided the King with revenue as the licence required them to hand over a part of their booty to the King.
In common with privateers of other nationalities, however, they were often considered pirates by their foreign opponents, and might be hanged as pirates if captured by the foreigners they preyed on.
The "corsair" activities started in the Middle Ages the main goals really being to compensate for the economic problems in war periods; and the ship owners did not accept that the war was an obstacle to their trade. Jean de Châtillon, who was a bishop, in 1144 gave the town of Saint-Malo the status of rights of asylum which encouraged all manner of thieves and rogues to move there. Their motto was "Neither Breton, nor French, but from Saint-Malo am I!". Saint-Malo, however, progressed and in 1308 the town was made into a free commune to encourage the commercial activities of craftsmen as well as merchants and ship owners. This did not really work out and later in 1395 the town became a free port. This situation continued until 1688.
Between the early 1500s and 1713, when the signing of the Peace of Utrecht effectively put an end to the French corsair raids in the Caribbean, the guerre de course , as the French called it, took a huge toll on the Spanish treasure fleet's efforts to ship the gold and silver from Peru to Santo Domingo and Havana and then on to Spain. During this period, there was an intense drive to improve, not only the speed of the ships involved in this contest, but also their manoeuvrability and ability to sail into the wind (the close haul). It was a matter of life or death, and immense wealth was at stake. Jean d'Ango, father and son, came to be among the wealthiest and most influential men in France. In addition to those listed below, Giovanni da Verrazzano (namesake of the Verrazano-Narrows Bridge) and Jean Fleury were among the principals in this era. The 1517 travel journal of Antonio de Beatis [6] described the ship of Fra Bernardino, known as the "Great Corsair" (operating against Turkish vessels) in Marseille: "His galleon is massively timbered, new and extremely well-fitted out, especially in point of artillery, carrying as it does twelve cannon, twelve falconets and a hundred arquebuses."
The activities of the corsairs were so profitable that the Minister of the Navy used this in his strategy to make money. Moreover, the King used to take one-quarter or even one-third of the booty. The corsairs' activities weakened France's enemies; indeed, English trade losses were very important from 1688 to 1717.
In a note based on an examination of Lloyd's List from 1793 to 1800, the anonymous author showed that British shipping losses to captures exceeded those resulting from the perils of the sea. [7]

The relationship between the corsairs and the State changed as the power of the State grew. The rules became stricter and State control more and more present. At the end of the 18th century, the "course" started to decline until its legal death in 1856. The "course" disappeared in France with the Empire in 1804, but was officially ended only by the 1814 Treaty of Paris, where every major northern hemisphere nation except Spain, Mexico, and the United States, was present, and the 1815 Congress of Vienna.
François Aregnaudeau (1774–c.1813), was a Breton who commanded a number of privateers, most notably Blonde, and Duc de Dantzig. In them he captured numerous prizes. He and Duc de Dantzig disappeared without a trace around the end of 1812. Their disappearance gave rise to an unsubstantiated gruesome ghost ship legend.
René Duguay-Trouin was born in Saint-Malo in 1673, and the son of a rich ship owner took a fleet of 64 ships and was honoured in 1709 for capturing more than 300 merchant ships and 20 warships. He had a brilliant privateering and naval career and eventually became "Lieutenant-General of the Naval Armies of the King", i.e., admiral, (French:Lieutenant-Général des armées navales du roi), and a Commander in the Order of Saint-Louis. He died peacefully in 1736.
Robert Surcouf was the last and best-known corsair of the Saint-Malo. Born there in 1773, his father was a ship owner and his mother the daughter of a captain. Ship's boy at 13 and corsair captain at 22 years old, and then — very much against his licence — for several years attacked ships including those of the French East India Company, or Compagnie Française des Indes. During the French Revolution, the convention government disapproved of lettres de course, so Surcouf operated at great personal risk as a pirate against British shipping to India. Surcouf was so successful that he became a popular celebrity in France. After a brief early retirement Surcouf again operated against shipping to the Indies. Surcouf became a ship owner himself and died in Saint-Malo in 1827. There is a statue of him on public display there, and his house is now a small museum.
Jean Bart (21 October 1650 – 27 April 1702) was a French naval commander and privateer. He achieved his greatest successes during the Nine Years' War (1688–1697).
A privateer is a private person or vessel which engages in maritime warfare under a commission of war. Since robbery under arms was a common aspect of seaborne trade, until the early 19th century all merchant ships carried arms. A sovereign or delegated authority issued commissions, also referred to as letters of marque, during wartime. The commission empowered the holder to carry on all forms of hostility permissible at sea by the usages of war. This included attacking foreign vessels and taking them as prizes and taking crews prisoner for exchange. Captured ships were subject to condemnation and sale under prize law, with the proceeds divided by percentage between the privateer's sponsors, shipowners, captains and crew. A percentage share usually went to the issuer of the commission.
A letter of marque and reprisal was a government license in the Age of Sail that authorized a private person, known as a privateer or corsair, to attack and capture vessels of a nation at war with the issuer, licensing international military operations against a specified enemy as reprisal for a previous attack or injury. Captured naval prizes were judged before the government's admiralty court for condemnation and transfer of ownership to the privateer.

Robert Surcouf was a French privateer, businessman and slave trader who operated in the Indian Ocean from 1789 to 1808 during the French Revolutionary and Napoleonic Wars. Capturing over 40 prizes, he later amassed a large fortune from a variety of commercial activities, such as ship-owning, privateering, slave trading and owning land.
René Trouin, Sieur du Gué, also known as René Duguay-Trouin, was a French Navy officer and nobleman best known for his actions during the War of the Spanish Succession in the early 18th century. He had a brilliant privateering and naval career, eventually becoming Lieutenant-General of the Naval Armies of the King in 1728, as well as a Commander in the Order of Saint-Louis. Ten ships of the French Navy have since been named in his honour.
Revenant was a 20-gun privateer corvette, launched in 1807, and designed by Robert Surcouf for commerce raiding. The French Navy later requisitioned her and renamed her Iéna, after Napoleon's then-recent victory at the Battle of Jena–Auerstedt. The British captured her in 1808 and she served in the Royal Navy as HMS Victor. The French Navy recaptured her in 1809, taking her back into service under the new name. The British again captured her when they took Isle de France in December 1810. They did not restore her to service, and she was subsequently broken up.
The action of 5 May 1794 was a minor naval engagement fought in the Indian Ocean during the French Revolutionary Wars. A British squadron had been blockading the French island of Isle de France since early in the year, and early on 5 May discovered two ships approaching their position. As the strange vessels came closer, they were recognised as the French frigate Duguay Trouin, which had been captured from the East India Company the year before, and a small brig. Making use of a favourable wind, the British squadron gave chase to the new arrivals, which fled. The chase was short, as Duguay Trouin was a poor sailor with many of the crew sick and unable to report for duty. The British frigate HMS Orpheus was the first to arrive, and soon completely disabled the French frigate, successfully raking the wallowing ship. After an hour and twenty minutes the French captain surrendered, Captain Henry Newcome of Orpheus taking over the captured ship and bringing his prize back to port in India.
Nicolas Surcouf was a French privateer. He was the brother and lieutenant of one of France's most famous and successful privateers, Robert Surcouf. Nicholas was the second eldest of four brothers, and Robert the second youngest.
Joseph Potier was a French privateer and slave trader. He was one of the lieutenants of Robert Surcouf.
Charles-Marie Cunat was a French naval officer, privateer and naval historian.
Princess Royal, launched in 1786, was an East Indiaman. She made two complete trips to India for the British East India Company (EIC) and was on her third trip, this one to China, when French privateers or warships captured her on 27 September 1793. The French Navy took her into service in the Indian Ocean as a 34-gun frigate under the name Duguay Trouin. The Royal Navy recaptured her and she returned to British merchant service. In 1797 she performed one more voyage for the EIC. She received a letter of marque in July 1798 but was captured in October 1799 off the coast of Sumatra.
During the late 18th and early 19th centuries, many French privateers and letters of marque bore the name Duguay-Trouin, named for René Duguay-Trouin: René Trouin, Sieur du Gué, French privateer, admiral and Commander in the Order of Saint Louis. Between 1760 and 1810, warships of the Royal Navy captured seven different French privateers all with the name Duguay-Trouin.
Émilie a French corvette-built privateer based in Île de France. She is mostly known as one of the ships captained by Robert Surcouf.
Caroline was a French privateer commissioned in Saint-Malo in 1804. She served in the Indian Ocean, based at Île de France. As she was returning to Saint-Malo, a sloop of the British Royal Navy captured her off Cape Finisterre in 1809; she was accidentally sunk shortly thereafter.
Surcouf is a French opéra comique in three acts and a prologue, music by Robert Planquette, libretto by Henri Chivot and Alfred Duru, premiered on 6 October 1887 at the Théâtre des Folies-Dramatiques in Paris. It ran for a modestly successful 96 performances.
HMS Duguay-Trouin was an 18-gun French privateer sloop launched in 1779 at Le Havre. Surprise captured her in 1780 and the British Royal Navy took her into service under her existing name. It sold Duguay-Trouin on 30 October 1783. She then became the West Indiaman Christopher. She captured several French merchant vessels. Later she became a Liverpool-based slave ship, making five voyages in the triangular trade in enslaved people. She was lost at Charleston in September 1804 in a hurricane.
Brillant was a 64-gun ship of the line of the French Navy. She was first classified as a Second-rank ship, and later reclassified as a Third-rank. She was built between 1689 and 1690 at Le Havre, under supervision by engineer Étienne Salicon. She served until 1719, and took part in the Nine Years' War (1688–1697) and the War of Spanish Succession (1702–1714).
Baron de Binder was launched in 1782. She made two voyages as a slave ship in the triangular trade in enslaved people. Then in 1793, she became the privateer Duguay-Trouin. After one cruise, the French Navy requisitioned her, and she served as a corvette for almost three years. The navy returned her to her owners, who sailed her as a privateer again. In 1798. the British Royal Navy captured her.
Rear-Admiral Sir Thomas Hardy was a Royal Navy officer of the late 17th and early 18th centuries. Having joined the navy sometime before 1688, Hardy's career was supported by Captain George Churchill, whom he served as first lieutenant during the Battle of Barfleur in 1692. Promoted to captain in 1693, Hardy served in the Channel Islands and off the coast of England until 1702 when he was given command of HMS Pembroke off the coast of Spain. He fought at the Battle of Cádiz, and subsequently discovered the location of the Franco-Spanish fleet through the intervention of his chaplain, which resulted in the Battle of Vigo Bay. Hardy was knighted for his services.
