The Uganda Coffee Development Authority (UCDA) is a government agency mandated to "regulate, promote and oversee the quality of coffee along the entire value chain, support research and development, promote production, and improve the marketing of coffee in order to optimize foreign exchange earnings for the country and payments to the farmers. [2]

Location

The headquarters of the agency are located at Coffee House, Plot 35 Jinja Road, in the Central Business District of Kampala, the capital and largest city in the country. The coordinates of UCDA headquarters are:0°18'53.0"N, 32°35'28.0"E (Latitude:0.314735; Longitude:32.591106). [3]

About UCDA

Uganda Coffee Development Authority (UCDA) was established by an Act of Parliament 1991 and amended in 1994, Cap. 325 under the laws of the Republic of Uganda. [4]

UCDA is established as a public Authority and its mandate is to promote and oversee the coffee industry by supporting research, promoting production, controlling the quality and improving the marketing of coffee in order to optimize foreign exchange earnings for the country and payments to the farmers. It is administered under the Uganda Ministry of Agriculture, Animal Industry and Fisheries. [4]

Values of the Authority

UCDA believes in and continues to aspire for the following values; a) Good governance. This takes into account high level of transparency, Accountability, Integrity, Respect for self and others b) Provide value for stakeholders c) Respect for the environment. Encouraging major stakeholders to produce coffee in a sustainable manner d) Decentralization and working in harmony with the public and private sector in the execution of its services

Objectives of the Authority

a) To promote, improve and monitor the marketing of coffee with a view to optimizing foreign exchange earnings and payments to the farmers; b) To control the quality of coffee in order to ensure that all coffee exported meets the standards stipulated by the contract between the seller and the buyer; c) To develop and promote the coffee and other related industries through research and extension arrangements; d) To promote the marketing of coffee as a final product; e) To promote domestic consumption of coffee. Relation to International Coffee Organization

In February 2022, Uganda announced that it was suspending its membership to the International Coffee Organization (ICO), for two years. This was on account of Uganda's perception that ICO looks out for the interests of the consumer countries, with little concern for the interests of the producing nations. [7]

The managing director of UCDA, Emmanuel Iyamulemye, said at the time, that "suspending membership for two years will give Uganda a chance to use the resources to further enhance our coffee sector.. and focus on ..increasing production to 20 million bags by 2025/2030." [7]

Uganda's favorable soil conditions and climate have contributed to the country's agricultural success. Most areas of Uganda have usually received plenty of rain. Temperatures vary only a few degrees above or below 20 °C but are moderated by differences in altitude.

Hope Ruhindi Mwesigye is a Ugandan lawyer and politician. She is the former Minister for Agriculture, Animal Industry & Fisheries from 16 February 2009 until 27 May 2011. Prior to that, she served as the State Minister for Local Government, from June 2006 until February 2011. In the cabinet reshuffle of 27 May 2011, she was dropped from the cabinet and replaced by Tress Bucyanayandi.

Kyagalanyi Coffee Limited is a private company in Uganda, involved in coffee procurement, processing and export.

Tress Bucyanayandi is a Ugandan agriculturalist and politician. He was the Minister for Agriculture, Animal Industry and Fisheries in the Ugandan Cabinet. He was appointed to that position on 27 May 2011. He replaced Hope Mwesigye, who was dropped from the Cabinet, and was replaced on 6 June 2016. He is also the elected Member of Parliament (MP) for Bufumbira County South parliamentary constituency, Kisoro District, in the Ugandan Parliament.

Frank Kagyigyi Tumwebaze is a Ugandan educator and politician of the National Resistance Movement political party. He is the Minister of Agriculture, Animal Industry and Fisheries, effective 8 June 2021.

The Ministry of Trade, Industry and Cooperatives (MTIC) is a cabinet level ministry of the government of Uganda. The mission of the ministry is to "develop and promote a competitive and export-driven private sector through the acceleration of industrial development", with the ultimate objective being the growth of the Ugandan economy. The ministry is headed by Minister Francis Mwebesa, who was appointed by the president.

Coffee is Uganda's top-earning export crop. In 1989 Uganda's coffee production capacity exceeded its quota of 2.3 million bags, but export volumes were still diminished by economic and security problems, and large amounts of coffee beans were still being smuggled out of Uganda for sale in neighbouring countries. Uganda is one of the few countries in the world with indigenous coffee, with Robusta coffee growing wild around Lake Victoria.

The Uganda National Oil Company (UNOC), also known as the National Oil Company of Uganda, is a limited liability petroleum company in Uganda owned by the Ugandan government. The 2013 Petroleum Act of Uganda provides for the establishment of the national oil company. UNOC's board of directors was inaugurated on 23 October 2015 by the president of Uganda.

The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) is a cabinet-level ministry of the government of Uganda. The mandate of the ministry is to "formulate, review and implement national policies, plans, strategies, regulations and standards and enforce laws, regulations and standards along the value chain of crops, livestock and fisheries". The ministry is also responsible for the "enhancement of crop production and productivity, in a sustainable and environmentally safe manner, for improved food and nutrition security, employment, widened export base and improved incomes of the farmers".

Joy Kabatsi, also Joy Kabatsi Kafura, is a Ugandan lawyer, farmer and politician. As of January 2020, she was the State Minister of Transport in the Cabinet of Uganda, effective December 2019. She belongs to National Resistance Movement political party.

The Dairy Development Authority (DDA) is a government agency of Uganda, responsible for the provision of dairy development and regulatory services to promote increased, sustainable milk production and consumption and the attainment of a profitable dairy industry sector, increased economic development and improved nutritional status of Ugandans.

Uganda is the largest producer of granular brown sugar in the East African Community, accounting for about 500,000 metric tonnes annually as of May 2017. By 2021, national annual sugar output had increased to about 600,000 metric tonnes of brown sugar and 60,000 metric tonnes of industrial sugar. In October 2022, it was projected that the country would produce 822,000 metric tonnes in calendar year 2022. Of that, about 720,000 metric tonnes would be brown table sugar and about 102,000 metric tonnes would be white industrial sugar.

The Uganda National Meteorological Authority (UNMA) is a semi-autonomous government agency mandated to offer weather and climate services, and to analyze scientific research findings and provide guidance on climate change.

Wilberforce Kisamba Mugerwa, also Wilberforce Kisamba-Mugerwa, was a Ugandan agricultural economist, politician and academic, who served as the chairman of the Uganda Microfinance Support Center, a government-owned company established in 2001, that manages micro credit programs in Uganda, funded by the African Development Bank, Islamic Development Bank and the Ugandan government. Immediately prior to his last position, for the ten years between 2008 and 2018, he served as the chairman of the National Planning Authority of Uganda.

Emmanuel Iyamulemye Niyibigira, commonly known as Emmanuel Iyamulemye, is a Ugandan agricultural scientist, businessman and corporate executive, who is the incumbent managing director of the Uganda Coffee Development Authority (UCDA). On 17 November 2021, the UCDA board of directors appointed him to a second five-year term in his present position.

Fredrick Bwino Kyakulaga is a Ugandan Microbiologist and Politician who serves as the State Minister for Agriculture, Animal Industry, and Fisheries, a position he assumed in June 2021. He is also the elected Member of Parliament for Kigulu North in Iganga District on National Resistance Movement ticket.
