2013 Kenyan local elections

Local elections were held in Kenya on 4 March 2013 as part of the general elections. [1] Voters elected governors and members of County Assemblies of the 47 counties created by the 2010 constitution.

Electoral system

Kenyan law requires governors to have a recognised university degree. This clause resulted in challenges for aspirants including Soita Shitanda in Kakamenga and Margaret Wanjiru in Nairobi [2]

County Representative were elected in single member wards, of which there were a total of 1,450. Several County Representatives were also nominated to represent youths and disabled people in the various county assemblies from party lists, and after the elections 680 women were also nominated to the various county assemblies to ensure gender balance. [3]

a Cornel Rasanga's election as Siaya governor was nullified in August 2013 following a petition at the High Court in Kisumu. He won the subsequent by-election and was sworn in again as governor. [4] [5]

Siaya County is one of the counties in the former Nyanza Province in the Western part of Kenya. It is bordered by Busia County to the north, Kakamega County and Vihiga County's to the northeast and Kisumu County to the southeast. It shares a water border with Homa Bay County which is located south of Siaya County. The total area of the county is approximately 2,496.1 km2. The county lies between latitude 0° 26' to 0° 18' north and longitude 33° 58' east and 34° 33' west. Siaya has been split up into six new districts. Under the Constitution 2010, the role of districts are still unclear as much of administrative authority is being transferred to the county. The capital is Siaya, even though the largest town is Bondo.

<span class="mw-page-title-main">Charity Ngilu</span> Kenyan politician

Charity Kaluki Ngilu was born on 28 January 1952 in Mbooni, Makueni District. She is a Kenyan politician and the second governor elected for Kitui County. She unsuccessfully vied to be President of the Republic of Kenya in 1997. She served as Minister for Health from 2003 until 2007 and Minister of Water and Irrigation from April 2008 to 2013. She also served as Cabinet Secretary for Land, Housing and Urban Development from 2013 until 2015.

The 10th Parliament of Kenya saw the National Assembly opened on 15 January 2008. This following the Orange Democratic Movement (ODM) of Raila Odinga winning a majority in the 2007 parliamentary elections. Raila was a candidate in the presidential elections, which resulted in a controversial victory for Mwai Kibaki of the Party of National Unity. The opening of the parliament was fraught with jeers, cheers and brawls between the opposing parties; Mwai Kibaki was greeted by the ODM members with silence and boos, while Raila was greeted by PNU members with accusations of genocide.

Moses Francis Masika Wetang'ula, is the current Speaker of the National Assembly of Kenya, as well as leader of the FORD-Kenya party. He served in the government of Kenya as Minister for Foreign Affairs from 2008 to 2010 and from 2011 to 2012, and he was Minister for Trade from 2012 to 2013.

Peter Gatirau Munya is the immediate former Cabinet Secretary of Kenya's Ministry of Agriculture. He took over the ministry on 14 January 2020 after being transferred from the Ministry of Trade and Industrialization. He also served in the same capacity in the ministry of East African Community and Northern Corridor Development.

The Counties of Kenya are geographical units created by the 2010 Constitution of Kenya as the new units of devolved government. They replaced the previous provincial system. The establishment and executive powers of the counties is provided in Chapter Eleven of the Constitution on devolved government, the Constitution's Fourth Schedule and any other legislation passed by the Senate of Kenya concerning counties. The counties are also single-member constituencies which elect members of the Senate, and special woman members to the National Assembly.

Under the new constitution, which was passed in a 2010 referendum, the 2013 general election was the first where there would be election of County governors and their deputies for the 47 newly created counties. They were also the first general elections run by the Independent Electoral and Boundaries Commission(IEBC) which has released the official list of candidates. While it is not necessary to hold a degree to become e.g. president of the United States, a degree of a university recognised in Kenya is necessary to run for a gubernator seat.

Sabina Wanjiru Chege is a Kenyan politician and former television actress and radio presenter who also served as the Woman Representative in the National Assembly for Murang'a County (2013–2022).

Cornel Rasanga Amoth is a Kenyan politician. He is a member of the Orange Democratic Movement and was elected as the first governor of Siaya County.

General elections were held in Kenya on 8 August 2017 to elect the President, members of the National Assembly and Senate. They coincided with the 2017 Kenyan local elections which elected Governors and representatives in the devolved governments.
