Chinese sanctions are financial and trade restrictions imposed against individuals, entities, and jurisdictions whose actions have been determined by the government of the People's Republic of China to be contrary to certain Chinese national interests. China maintains three unilateral sanctions programs in addition to implementing the multilateral sanction decisions adopted by the United Nations Security Council.
China's three unilateral sanctions programs are separately administered by the Ministry of Foreign Affairs, Ministry of Commerce, and the Taiwan Affairs Office. The Ministry of Foreign Affairs maintains a sanctions list that imposes travel, trade, and financial restrictions against targeted individuals and entities accused of interfering with China's domestic affairs or endangering China's interests. [1] The Ministry of Commerce maintains the "Unreliable Entity List", which heavily restricts allowable business and investment activity in China by listed entities. [2] The Taiwan Affairs Office implements sanctions against Taiwan and targets entities and individuals accused of promoting Taiwanese independence. [3]
In September 2020, the Ministry of Commerce issued new rules allowing for the creation of the "Unreliable Entity List", and the National People's Congress followed up soon after in June 2021 by promulgating the "Anti-Foreign Sanctions Law", which established a legal framework for maintaining previous sanctions. The law also allowed Chinese ministries, such as the Ministry of Foreign Affairs and the Taiwan Affairs Office, to implement new blocking sanctions against foreign individuals and entities. [4] The Taiwan Affairs Office announced its first sanction under the new law in November 2021, and the Ministry of Commerce announced its first Unreliable Entity List designation in February 2023.
As of August 2024, over 100 individuals and entities have been sanctioned by China. [5]

"Mainland China", also referred to as "the Chinese mainland", is a geopolitical term defined as the territory under direct administration of the People's Republic of China (PRC) in the aftermath of the Chinese Civil War. In addition to the geographical mainland, the geopolitical sense of the term includes islands such as Hainan, Chongming, and Zhoushan. By convention, territories outside of mainland China include:

The disappearance of Simon Cheng refers to the incident in which Simon Cheng, an employee of the British Consulate General in Hong Kong, was administratively detained by the Chinese mainland police at the Hong Kong West Kowloon High Speed Rail Station on August 8, 2019, and claimed to have been forced to disappear. Because the incident occurred during the anti-extradition bill movement and because of Cheng's special identity, it attracted widespread attention from both China and Hong Kong. Later, the Luohu Branch of the Shenzhen Public Security Bureau of the Chinese police issued a situation report on the Chinese social media "Weibo" on August 26, 2019, regarding his claim of disappearance in the mainland, stating that Cheng violated the "Public Security Administration Punishment Law of the People's Republic of China" in Shenzhen and "engaged in prostitution many times", and sentenced him to administrative detention for 15 days. He was released as scheduled on August 24.
