The Marine Department of the Hong Kong Government is responsible for maintaining the safety and environmental protection of the Port of Hong Kong,tracking registered foreign ships,monitoring shipping traffic in Hong Kong waters,and launching search and rescue operations in the South China Sea.
The department's head office is in the Harbour Building in Central,Hong Kong. [1] The department also conducts investigations of marine accidents. [2]
The department is led by the Director of Marine,Carol Yuen (袁小惠), [3] who reports to the Secretary for Transport and Housing.
The Marine Department is also responsible for coordinating the following operations in the waters around Hong Kong:
Hong Kong is a major cargo port—in 2000,it processed 175 million tonnes of cargo and 18.1 million TEU. The Marine Department is also the port authority of the territory.
The Marine Department,called the Harbour Department in the early days,oversees harbour affairs and manages various aviation activities. The Marine Department was under the Economic Service Branch before 1997,and the Economic Development and Labour Bureau before 2007. The Marine Department has been part of the Transport and Housing Bureau since 1 July,2007.
On 19 April,2013,the Lamma Island Accident Investigation Board submitted a 238-page report about the 2012 Lamma Island ferry collision to the Hong Kong Government. On 30 April,2013,the chief executive,Leung Chun Ying,announced the report of the Lamma Island accident and noted that the report analyzed the causes of the collision,the vessel's quick submersion,and serious injuries. He also admitted that the department was not monitoring vessels efficiently,and that year,improving that system would be a priority. [4] He said that he has instructed the Transport and Housing Bureau and the Marine Department to adopt the contents of the report in order to improve maritime safety in Hong Kong. In addition,if officials involved were found culpable for human error and misconduct,the Hong Kong government would strictly deal with the problem,including disciplinary hearings. [5]
On the same day,the Secretary for Transport and Housing Authority announced the establishment of the Marine Department Reform Steering Committee,chaired by him. Later,he announced two appointees,former Ombudsman Alice Tai and Arts Development Advisory Commissioner Koo,who would both term two years. He said the Hong Kong government will learn its lesson,and the committee will conduct a comprehensive review of the system of the Marine Department,including management,licensing regulatory,enforcement and inspections,and other matters,and launch a reform program timetable. [6] [7] In addition,he said that the Steering Committee has obtained the consent of CSB to send a Grade B officer to become the deputy director of Marine,a personal assistant, [8] and two additional assistant directors. [9] The Marine Department would invite international experts to advise on their next steps. [10] Director of Marine Liaohan Bo said the Marine Department would cooperate with reforms,including the establishment of the Executive Team to coordinate inspection affairs. [11]
On 21 May,2013,the Steering Committee held its first meeting about the Marine Department, [12] focusing on three points:reviewing the regulation of passenger safety and inspections of Hong Kong vessels,reforming those plans and monitoring them;reorganizing the operations management processes,operating procedures and oversight structure,in order to strengthen internal control;and solving personnel shortages in the department,developing new training programs. The commission agreed to hold a meeting every two weeks. Reform would be divided into two phases;the first phase involved inspecting then-current processes and procedures in the hope that within 4-6 months upgraded plans could be devised and implemented,followed by a deep reform of the Marine Department with a comprehensive review. [13]
Sir Hugh Selby Norman-Walker was a British colonial official. He served in India from 1938 to 1948. Joining the Colonial Office in 1949,he successively served as an Administrative Officer and an Assistant Secretary in Nyasaland,and was seconded to the Cabinet Office of the Federation of Rhodesia and Nyasaland in 1953. He returned to Nyasaland to become Development Secretary in 1954,Deputy Financial Secretary in 1960 and Secretary to the Treasury in 1961. He remained in the government until 1965 when Nyasaland gained independence as Malawi in 1964. In 1965,Sir Hugh was posted to the Bechuanaland Protectorate as Her Majesty's Commissioner. Knighted in 1966,in September of the same year he witnessed the independence of the Protectorate as Botswana. In the next year,Norman-Walker was posted to the Seychelles as the Governor and Commander-in-Chief but his short tenure came to an end when he was assigned to succeed Sir Michael Gass,who was in turn appointed High Commissioner for the Western Pacific,as Colonial Secretary of Hong Kong in 1969. He was once rumoured to be the designated candidate to succeed Sir David Trench as the Governor of Hong Kong,but the rumour soon died out when the post was taken up by Sir Murray MacLehose,a career diplomat,in 1971.
North Lantau New Town is the newest of the nine new towns in Hong Kong,a special administrative region of China,located on the northern coast of the Lantau Island in the New Territories. It covers Tung Chung,Tai Ho Wan,Siu Ho Wan,other parts of northeast Lantau Island,and the reclaimed land along the coast between them. It is the only new town in the Islands District and the youngest new town in Hong Kong. As the commercial,residential and community facilities in the New Town are concentrated in Tung Chung,it has been renamed Tung Chung New Town in recent official government documents.
Society for Protection of the Harbour(SPH) (Chinese:保護海港協會) is a Hong-Kong-based organisation founded in November 1995. It is a charitable,non-political and non-profit making green group. The objectives of the organisation are to protect the Victoria Harbour in Hong Kong from destruction caused by Government's excessive reclamation and improper development,and to arouse public aspirations for the Harbour. To preserve the Harbour,SPH has raised a number of objections on related Government policies,undertaken numerous conservation projects,suggested constructive urban planning along the waterfront and carried out public education on harbour protection.
Soh Hang-suen,,was a Hong Kong actress. Soh worked for TVB during its Golden Age,joining in 1974,and was most notable for her role in Looking Back in Anger. Soh ran her own vegetarian restaurant in Tsim Sha Tsui. She died on 12 June 2013,after complications arising from a stroke.
Sir Donald Collin Cumyn Luddington,was a British colonial government official and civil servant who served firstly in the Hong Kong Government and became District Commissioner,New Territories and the Secretary for Home Affairs successively,during which he had also served as an official member of the Legislative Council. He was later promoted to Oceania and was High Commissioner for the Western Pacific and Governor of the Solomon Islands during the period from 1973 to 1976. He returned to Hong Kong in 1977 to replace Sir Ronald Holmes as chairman of the Public Service Commission. He was the second person,after Sir Jack Cater,to hold the post of Commissioner of ICAC from 1978 until his retirement in 1980.
There is a moderately medium sized ethnic minority population of Nepalese people in Hong Kong,forming roughly 4% of the total ethnic minorities population. They primarily came to this territory as part of the Gurkha brigade of the British Army in 1960s. After the handover in 1997,their siblings were granted rights of abode in Hong Kong. Hence,majority of the Nepali population of Hong Kong are the children and grandchildren of Gurkha soldiers.
Act Now is a slogan proposed by the Chief Executive of Hong Kong,Donald Tsang Yam-kuen,on May 29,2010,with the meaning of "it's time to take action". It served as the theme for the promotion of the 2012 political reform proposal. In the logo of "Act Now",the color blue represents the ocean,and the stroke of the Chinese character "起" resembles a ship sailing in the sea,symbolizing setting sail and embarking on a journey. The slogan aimed to encourage Hong Kong citizens to support the political reform proposal put forward by the government in 2012. However,some opponents changed "起錨" to "超错" to express their dissatisfaction. After about a month of "Act Now" promotion,the proposal was ultimately approved on June 24 and 25.
The Palazzo is a large privately owned residential property located next to Fo Tan station in Fo Tan of Sha Tin District,Hong Kong. A pedestrian bridge connects The Palazzo to the station. Jointly developed by Sino Land and the MTR Corporation,it has a total of 1,375 flats as well as 230 parking spaces. The Palazzo was sold off-plan starting in May 2008,while construction completed in March 2009. Currently,The Palazzo is managed by Premier Management Services,a subsidiary of the MTR Corporation.
North Lantau Hospital is a rural general hospital in central Tung Chung,on Hong Kong Lantau Island. It was completed in late 2012 and began services on 24 September 2013. The hospital has a 24-hour accident and emergency service,and various outpatient services including the North Lantau Community Health Centre. This hospital belongs to Kowloon West Cluster of Hospital Authority.
The Kai Tak Development,abbreviated as "KTD" and formerly called South East Kowloon Development (東南九龍發展計劃),refers to the redevelopment of the former Kai Tak Airport site in Kai Tak,Kowloon,Hong Kong.
Malone Ma (Caricaturist) (Chinese:馬龍),also known by his pen name Ma Sing-yuen (Chinese:馬星原),is a Hong Kong caricaturist and Chinese ink artist. As of 2024,he has held 6 solo art exhibitions.
Dai pai dong is a type of traditional food stall in Hong Kong. It was popular in Hong Kong during the 1960s and 1970s. The literal meaning of dai pai dong in English is “big license stall”. The characteristics of dai pai dong are a lack of air-conditioners,unclean environment,and various kinds of food. Starting from 1980s,the government stopped issuing new licenses and began buying them back. Due to its hygienic problem and the deaths of the license holders,most dai pai dong closed down and were replaced by different kinds of restaurants. Urban development has also had an impact on dai pai dong. There are only 25 dai pai dong left in Hong Kong according to the Food and Environmental Hygiene Department,which manages the licenses. Because of the desire to preserver the local food culture,it has been suggested that licenses should be issued again for new and existing dai pai dong owners.

Ping Shan Tin Shui Wai Public Library is a Hong Kong public library. It is located in Ping Shan Tin Shui Wai Leisure and Cultural Building,on 1 Tsui Sing Road,Tin Shui Wai near MTR Tin Shui Wai station and Light Rail Tin Shui Wai stop. It serves the Ping Shan and Tin Shui Wai neighbourhoods,both administratively in the Yuen Long District,the New Territories.
The Hong Kong 2030:Planning Vision and Strategy is a study group tasked with preparing a strategic land use planning framework for Hong Kong up to year 2030. The HK2030 Study aimed to provide strategic framework for future land use in New Territories to address long-term housing demands in the New Development Areas (NDAs) of Kwu Tung North (KTN) and Fanling North (FLN). In 2008 "The North East New Development Areas Planning and Engineering Study" began;it continued until 2013.

Between 1978 and 2000,a number of detention centres were formed by the Corrections Department in Hong Kong for the internment of Vietnamese refugees. As the government of Hong Kong took more actions against the refugees,tightened restrictions and deporting them to Vietnam,the centres were depopulated and disestablished over time.
Public housing estates in Hong Kong are the most common kind of public housing in Hong Kong. Typically,estate units are leased to low-income people. There are three organizations that provide housing units. They are Hong Kong Housing Authority (HKHA),Hong Kong Housing Society (HKHS),and Hong Kong Settlers Housing Corporation Limited.
