The election in Highfield St Paul was delayed after the death of a Conservative candidate until a by-election was held on 3 June. The whole council was up for election with boundary changes since the last Dacorum Council election, 1995 reducing the number of seats by 6. The 1999 Derby City Council election took place on 6 May 1999 to elect members of Derby City Council in England. One third of the council was up for election and the Labour party kept overall control of the council. Overall turnout was 29.0%.
The 2012 Scottish local elections were held on 3 May 2012 in all 32 local authorities. The Scottish National Party (SNP) overtook Labour to win the highest share of the vote, and retained and strengthened its position as the party with most councillors. Labour also made gains, while the Liberal Democrats experienced meltdown, losing over half their seats and falling behind the Conservatives. For the first time since the introduction of the Single Transferable Vote system, the SNP won majority control of 2 councils, from no overall control. The Liberal Democrats gained control of the council from the Conservatives with a 3 seat majority. This was the first time ever the Conservative Party lost control of Horsham District Council since they first won overall control in 1976.
