The 2000 Delaware gubernatorial election was held on November 7, 2000, coinciding with the U.S. presidential election. Incumbent Governor Tom Carper was term-limited and instead successfully ran for the United States Senate. Lieutenant Governor and Democratic nominee Ruth Ann Minner squared off against Republican nominee John M. Burris and won in a landslide on election day.

Carney was also the 24th lieutenant governor of Delaware from 2001 to 2009 and served as Delaware's secretary of finance. He first unsuccessfully sought the Democratic nomination for governor in 2008, losing to Jack Markell. He ran for governor again in 2016 and won, succeeding Markell, who was term-limited. He was reelected in 2020, defeating Republican Julianne Murray with 59.5% of the vote.

William Swain Lee is an American lawyer and Republican politician from Georgetown, in Sussex County, Delaware. He is a member of the Republican Party, who served as a judge of the Delaware Superior Court. He was the 2004 and 2008 Republican nominee for Governor of Delaware.

Terry R. Spence is an American politician from New Castle, Delaware. He is a member of the Republican Party, who served in the Delaware General Assembly and as Speaker of the Delaware House of Representatives. He was defeated in the 2008 election by Democrat Michael A. Barbieri and lost an attempt to regain his seat in 2010. Though a social conservative, Spence's representation of his middle class and union voters in his district often put him at odds with other Republican Party leaders. He qualified and received votes for the Working Families Party in 2008 and 2010 in addition to the Republican Party.
