The 2024 Cheltenham Borough Council election was held on Thursday 2 May 2024, alongside the other local elections in the United Kingdom being held on the same day. All 40 members of Cheltenham Borough Council in Gloucestershire were elected following boundary changes.
The Liberal Democrats retained control of the local authority. [2] The Conservatives were wiped out losing all their seats on the council. [3] [4]
Since its creation in 1974, control of the council has alternated between the Conservatives and Liberal Democrats. [5] The Conservatives controlled the council until 1979, when it fell into no overall control until 1991, when the Liberal Democrats took control. The Conservatives briefly controlled the council from 2000 to 2002, with the Liberal Democrats re-taking control from no overall control in 2010. The Liberal Democrats have formed majority administrations since then.
In the most recent election, the Liberal Democrats maintained their seat count with 55.1% of the vote, the Conservatives won 1 seat (down 1) with 27.7%, People Against Bureaucracy kept their 1-seat up for election with 2.8%, and the Green Party gained 1 seat with 11.3%.
Cheltenham usually elects its councillors in halves, on a 4-year cycle. However, following boundary changes, all councillors will be elected to the new wards. [6] All wards have 2 councillors.

People Against Bureaucracy (PAB) is a minor political party in Cheltenham, Gloucestershire. It was founded in 1976 to elect councillors to Tewkesbury Borough Council, later representing the same areas at Cheltenham Borough Council following council boundary changes. It describes itself as being opposed to 'party political' politics, and supportive of measures to make local government more transparent.
The Borough of Tewkesbury is a local government district with borough status in Gloucestershire, England. The borough is named after its largest town, Tewkesbury, which is where the council is based. The district also includes the town of Winchcombe and numerous villages including Bishops Cleeve, Ashchurch, Churchdown, Innsworth and Brockworth as well as other hamlets and surrounding rural areas. Parts of the district lie within the Cotswolds Area of Outstanding Natural Beauty.

The 1991 Cheltenham Council election took place on 2 May 1991 to elect members of Cheltenham Borough Council in Gloucestershire, England. Due to local authority boundary changes a number of areas had been transferred from the Borough of Tewkesbury to the Borough of Cheltenham. Although most wards were unchanged, and continued to elect by thirds, three new wards were created, and had an all-up election: Leckhampton with Warden Hill, Prestbury and Swindon. Furthermore, the ward of Hatherley was abolished and recreated as Hatherley & The Reddings, and the number of councillors it elected was increased from three to four. This ward also had an all-out election.

The by-election in Southcote ward was caused by the resignation of Labour councillor Christopher Swaine, and the by-election in Thames was caused by the resignation of Conservative councillor Rob Wilson, who had been elected as the member of parliament for Reading East the previous year. Labour lost three seats at the election: two to the Conservatives and one to the Liberal Democrats. The Conservatives took the largest number of votes across the borough for the first time since 1992. Despite these losses, Labour remained in control of the council, with David Sutton continuing as leader of the party and the council.
