Gloucestershire is a ceremonial county in South West England. It is bordered by Herefordshire to the north-west, Worcestershire to the north, Warwickshire to the north-east, Oxfordshire to the east, Wiltshire to the south, Bristol and Somerset to the south-west, and the Welsh county of Monmouthshire to the west. The city of Gloucester is the largest settlement and the county town.
Clwyd South was a constituency of the House of Commons of the Parliament of the United Kingdom (Westminster). The constituency was created in 1997, and it elected one Member of Parliament (MP) by the first past the post method of election.
Bristol North West is a constituency represented in the House of Commons of the UK Parliament since 2017 by Darren Jones of the Labour Party.
Thornbury and Yate is a constituency represented in the House of Commons of the UK Parliament since the 2024 election by Claire Young, a member of the Liberal Democrats. Encompassing an area to the north-east of Bristol, it is one of three constituencies that make up the South Gloucestershire Unitary Authority Area, along with Filton and Bradley Stoke and Kingswood.
Elections to Gloucestershire County Council took place on 4 June 2009 as part of the 2009 United Kingdom local elections, having been delayed from 7 May, to coincide with elections to the European Parliament. All of the Council's 62 seats were up for election. Most divisions returned one County Councillor under the first past the post system which is used for most local government elections in England and Wales. However, some divisions especially those that were based upon towns too small for two divisions but too large for one returned two Councillors using the block vote variant of FPTP used for some English and Welsh local elections.

Luke Anthony Hall is a British Conservative politician and former retail manager who served as Member of Parliament (MP) for Thornbury and Yate from 2015 until May 2024. He has been the Minister of State for Skills, Apprenticeships and Higher Education since 26 March 2024, and served as Minister of State for Regional Growth and Local Government from 2020 to 2021 and as Deputy Chairman of the Conservative Party from February to July 2022 and from 2023 to 2024.

The overall turnout for the election was low, with only 29.7% of the electorate voting.
