The Engineering Services Examination (ESE) is conducted by the Union Public Service Commission (UPSC) to recruit officers for the services which cater to the technical functions of the Government of India. It is a three-stage competitive examination comprising objective, subjective and personality tests. [1]
The All India Services Act, 1951, provides for creation of five All India Services, namely, the Indian Engineering Service, Indian Medical Service, Indian Forest Service, Indian Administrative Service and the Indian Police Service. [2] [3] [4]
Officers recruited through ESE are mandated to manage and conduct activities in diverse technical fields. Government spending makes up over 15 percent of India's gross domestic product in a broad segment of the economy and infrastructure, including railways, roads, defence, manufacturing, inspection, supply, construction, public works, power, and telecommunications. [5] Appointments to these services are made by the President of India. [6]

The work performed by these bureaucrats largely depends on their engineering branch and service (or cadre). However, they can move to any cadre, organization, agency, department, ministry or public sector undertaking of the government of India. They are appointed to posts analogous to their present one, either on a fixed-term deputation basis (at least five years and extensible, after which the officer returns to their parent cadre) or an absorption basis where the official leaves the parent cadre for the new one. Candidates must be a citizen of India or Nepal or a subject of Bhutan, or a person of Indian origin who has migrated from Pakistan, Bangladesh, Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India.
The minimum educational requirement is a bachelor's degree in engineering (B.E. or B.Tech) from a recognised university or the equivalent. An M.Sc. degree or equivalent with wireless communications, electronics, radio physics or radio engineering as special subjects is also acceptable for certain services or posts. [10]
The age range is 21–30 years on 1 January of the year of the Engineering Services Examination. [10] The upper age limit is relaxed as follows:
Candidates are required to apply on the UPSC website. The application fee for general-category male candidates is 200. No fee is required for female and reserved-category applicants. Stage 1 of the test is conducted during the first week of January; Stage 2 is conducted in June and July across India. The government of India changed the Engineering Services Examination in 2017.

Candidates who qualify at Stage I are permitted to appear for the Stage II examination, and those who qualify at Stage II are permitted to appear for the Stage III examination. Candidates qualifying at all three stages are included on the examination's final merit list. The maximum score is 1300.
The personality test is an interview which assesses the candidate's suitability for a career in public service by a board of unbiased observers. The interview also assess social traits and interest in current affairs. Qualities judged include mental alertness, critical ability, clear and logical exposition, judgment, variety and depth of interests, social cohesion and leadership, and intellectual and moral integrity.
The Indian Administrative Service (IAS) is the administrative arm of the All India Services of Government of India. Considered the premier and best central civil service of India, followed by the Indian Police Service. the IAS is one of the three arms of the All India Services along with the Indian Police Service and the Indian Forest Service. Members of these three services serve the Government of India as well as the individual states. IAS officers may also be deployed to various public sector undertakings and international organizations.
The All India Services (AIS) comprises three civil services: the Indian Administrative Service, the Indian Police Service and the Indian Forest Service. A unique feature of the All India Services is that the members of these services are recruited by the centre, but their services are placed under various State cadres, and they have the liability to serve both under the State and under the centre. Due to the federal polity of the country, this is considered one of the tools that makes union government stronger than state governments. Officers of these three services comply to the All India Services Rules relating to pay, conduct, leave, various allowances etc.
The Indian Forest Service is one of the three elite All India Services of the Government of India and is one of the central natural resource services. The other two civil service being the Indian Administrative Service and the Indian Police Service. It was constituted in the year 1966 under the All India Services Act, 1951, by the Government of India.
Special Class Railway Apprentice (SCRA) was a programme by which candidates are selected by the Union Public Service Commission (UPSC) India, to train in the undergraduate program in mechanical engineering at the Indian Railways Institute of Mechanical and Electrical Engineering, Jamalpur. This programme started in 1927 and is one of the oldest in India.
The Jamalpur Gymkhana, often referred to as Gymkhana by its members, is a hostel for young apprentice officers of the Indian Railways in Jamalpur, Bihar, India. It is also a club like any other Gymkhana. The difference is that membership to this club is restricted only to those who spend their formative years in its corridors. It is difficult to talk about Gymkhana without quickly moving on to the anecdotal history of its members - current and past, referred to as Gymmies by its inmates.
The Indian Railway Service of Mechanical Engineering (IRSME) is one of the group 'A' central engineering services of the Indian railways. The officers of this service are responsible for managing the Mechanical Engineering Division of the Indian Railways.IRSME officers was drawn from the Combined Engineering Service Examination (ESE) conducted by Union Public Service Commission. All appointments to the Group 'A' services are made by the President of India.[7]
The Indian Railway Service of Signal Engineers (IRSSE) is a central engineering services group A cadre of the Indian railways. The officers of this service are responsible for managing the Signal and Telecommunications Engineering Organization of the Indian Railways.
The Civil Services Examination (CSE) is a nationwide competitive examination in India conducted by the Union Public Service Commission for recruitment to higher Civil Services of the Government of India, including the Indian Administrative Service, Indian Foreign Service, and Indian Police Service. Also simply referred to as the UPSC examination, it is conducted in three phases - a preliminary examination consisting of two objective-type papers, and a main examination consisting of nine papers of conventional (essay) type, in which two papers are qualifying and only marks of seven are counted followed by a personality test (interview). A successful candidate sits for 32 hours of examination during the complete process.

Narinder Singh Kapany was an Indian-American physicist best known for his work on fiber optics. He is credited with inventing fiber optics, and is considered the 'Father of Fiber Optics'. Fortune named him one of seven 'Unsung Heroes of the 20th century' for his Nobel Prize-deserving invention.He was awarded India's second highest civilian award the Padma Vibhushan posthumously in 2021. He served as an Indian Ordnance Factories Service (IOFS) officer. He was also offered the post of Scientific Adviser to the Defence Minister of India, by the first Prime Minister of India, Jawaharlal Nehru.
The Indian Telecommunications Service, widely known as ITS, and earlier known as 'Telegraph Engineering Service Class I' is one of the central engineering services (gazetted) under Group 'A' of the executive branch of the Government of India. The appointment to this service is done through Combined Engineering Services Exam held every year by Union Public Service Commission (UPSC) of India. The service was created to meet the technical needs of the government in areas related to telecommunications. The Department of Telecommunications (DOT) had been managed technically for years by this permanent cadre of central government-recruit-engineers called the Indian Telecommunications Service (ITS).The officers of ITS work under restrictions and rules of central engineering services (conduct) rules.
The Combined Medical Services Examination or the CMS Examination is conducted by the Union Public Service Commission for recruitment as Medical Officer in various organisations such as the Indian Ordnance Factories, Indian Railways, Municipal Corporation of Delhi, New Delhi Municipal Council functioning under the Government of India. The Notification for the examination is usually released in the month of April and examination is conducted in July. Successful candidates are admitted after an interview conducted by the UPSC for those having qualified the written examination.
Central Armed Police Forces (CAPFs) refers to uniform nomenclature of five Central Armed Police Forces of the India under the authority of the Ministry of Home Affairs. Their role is to defend the national interest mainly against the internal threats. They are the Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and the Sashastra Seema Bal (SSB).
The Indian Ordnance Factories Service (IOFS) is a civil service of the Government of India. IOFS officers are Gazetted defence-civilian officers under the Ministry of Defence. They are responsible for the administration of the Indian Ordnance Factories, which provide the indigenous defence production capabilities of India.
Indian Defence Accounts Service (IDAS) is a Central Group 'A' Civil Service of the Republic of India established to provide Financial Advice, Accounts and Audit services to the Defence Services and allied organisations viz. Ordnance Factories, Indian Armed Forces, Military Engineer Services, Border Roads Organisation, Defence Research and Development Organisation etc. IDAS officers are Group-A gazetted civilian officers under Ministry of Defence, Government of India. They are primarily recruited through the Civil Services Examination conducted by the Union Public Service Commission (UPSC) every year. The Defence Accounts Department has a history of more than two hundred years having been established to look after the Pay & Accounts of Military Services in India.The cadre controlling authority of IDAS is the Ministry of Defence. The selected candidates(IDAS officers) training academy is the National Academy for Defence Financial Management. located in Pune, Maharashtra.
Nalini Ranjan Mohanty is an Indian bureaucrat and former Chairman & Managing Director of the Hindustan Aeronautics Limited (HAL). He is a former president of the Aeronautical Society of India (ASI) and has been the chairman and managing director of Textron India. A Fellow of the ASI and the Institution of Engineers (India), Mohanty received the Ruchi Prativa Samman in 2003. The Government of India awarded him the fourth highest civilian honour of the Padma Shri, in 2004, for his contributions to Indian industrial sector.
National Academy of Defence Production is a training and development institute incorporated under Ordnance Factory Board. It imparts training to the Group-A gazetted officers recruited under Indian Ordnance Factories Service. The academy also conducts mid career training program for Group-A officers serving across different ordnance factories.
Defence Research & Development Service (DRDS) is a Central Group 'A' Civil Service of the Government of India. DRDS scientists are Gazetted defence-civilian officers under the Ministry of Defence. They are responsible for developing new technologies and military hardware for the Indian defence and security forces.
The Military Engineer Services (MES) is an inter-service organisation with military and civilian components of its officers and subordinate staff. MES is one of the oldest and largest government defence infrastructure-development agencies in India. Construction work is done with contracts, but maintenance is conducted by departmentally-employed labour (DEL) and contracts. MES is primarily employed in engineering and construction for the Indian Armed Forces, including the Army, Navy, Air Force, the Ordnance Factory Board, and the DRDO. It is also involved in complex projects, including hospitals, airfields, buildings, workshops, roads, runways, hangars, dockyards, wharves, and other marine structures. MES has been entrusted with the construction of the Indian National War Memorial.
Ramakant Maheshwar Muzumdar was an IOFS officer. He was the second Indian Director General of the Indian Ordnance Factories. He studied engineering at the University of Cambridge. He was awarded the Padma Bhushan by the Government of India, in 1973, in the Civil service category.
