According to a 2009 Pew Research Center report, 93.1% of Turkmenistan's population is Muslim. [1] Traditionally, the Turkmen of Turkmenistan, like their kin in Uzbekistan and Afghanistan are Sunni Muslims. Shia Muslims, the other main branch of Islam, are not numerous in Turkmenistan, and the Shia religious practices of the Azerbaijani and Kurdish minorities are not politicized. The great majority of Turkmen readily identify themselves as Muslims and acknowledge Islam as an integral part of their cultural heritage, but some support a revival of the religion's status primarily as an element of national revival.
Islam was introduced to Turkmenistan during the period of Islamic conquest by the second and third Rashidun Caliphs, Umar and Uthman.
Integrated within the Turkmen tribal structure is the "holy" tribe called övlat. Ethnographers consider the övlat, of which six are active, as a revitalized form of the ancestor cult injected with Sufism. According to their genealogies, each tribe descends from Muhammad through one of the Four Caliphs. Because of their belief in the sacred origin and spiritual powers of the övlat representatives, Turkmen accord these tribes a special, holy status. In the eighteenth and nineteenth centuries, the övlat tribes became dispersed in small, compact groups in Turkmenistan. They attended and conferred blessings on all important communal and life-cycle events, and also acted as mediators between clans and tribes. The institution of the övlat retains some authority today. Many of the Turkmen who are revered for their spiritual powers trace their lineage to an övlat, and it is not uncommon, especially in rural areas, for such individuals to be present at life-cycle and other communal celebrations. In the Soviet era, all religious beliefs were attacked by the communist authorities as superstition and "vestiges of the past." Most religious schooling and religious observance were banned, and the vast majority of mosques were closed. An official Muslim Board of Central Asia with headquarters in Tashkent was established during World War II to supervise Islam in Central Asia. For the most part, the Muslim Board functioned as an instrument of propaganda whose activities did little to enhance the Muslim cause. Atheist indoctrination stifled religious development and contributed to the isolation of the Turkmen from the international Muslim community. Some religious customs, such as Muslim burial and male circumcision, continued to be practiced throughout the Soviet period, but most religious belief, knowledge, and customs were preserved only in rural areas in "folk form" as a kind of unofficial Islam not sanctioned by the state-run Spiritual Directorate. The current government oversees official Islam through a structure inherited from the Soviet period. Turkmenistan's Muslim Religious Board, together with that of Uzbekistan, constitutes the Muslim Religious Board of Mavarannahr. The Mavarannahr Board is based in Tashkent and exerts considerable influence in appointments of religious leaders in Turkmenistan. The governing body of Islamic judges (Kaziat) is registered with Turkmenistan's Ministry of Justice, and a council of religious affairs under the Cabinet of Ministers monitors the activities of clergy. Individuals who wish to become members of the official clergy must attend official religious institutions; a few, however, may prove their qualifications simply by taking an examination. [2]
Some Turkmen do not regularly attend mosque services or publicly demonstrate adherence, except through participation in officially sanctioned national traditions associated with Islam on a popular level, including life-cycle events such as weddings, burials, and pilgrimages. [2] Since 1990, efforts have been made to regain some of the cultural heritage lost under Soviet rule. President Saparmurat Niyazov has ordered that basic Islamic principles be taught in public schools. More religious institutions, including religious schools and mosques, have appeared including those built with the support of Saudi Arabia, Kuwait, and Turkey. Religious classes are held in both schools and mosques, with instruction in Arabic, the Qur'an and the hadith, and history of Islam. [2] Turkmenistan's government stresses its secular nature and its support of freedom of religious belief, as embodied in the 1991 Law on Freedom of Conscience and on Religious Organizations in the Turkmen Soviet Socialist Republic and institutionalized in the 1992 constitution. That document guarantees the separation of church and state; it also removes any legal basis for Islam to play a role in political life by prohibiting proselytizing, the dissemination of "unofficial" religious literature, discrimination based on religion, and the formation of religious political parties. In addition, the government reserves the right to appoint and dismiss anyone who teaches religious matters or who is a member of the clergy. Since independence, the Islamic leadership in Turkmenistan has been more assertive, but in large part it still responds to government control. The official governing body of religious judges gave its official support to President Niyazov in the June 1992 elections. [2]
Some Muslim leaders are opposed to the secular form of government, especially one controlled by former Communists. Some official leaders and teachers working outside the official structure have vowed to increase the population's knowledge of Islam, its role in society, and broaden adherence to its tenets. Alarmed that such activism may alienate Orthodox Slavs, the government has drawn up plans to elevate the council of religious affairs to ministry status in an effort to regulate religious activities more tightly. The history of Turkmenistan traditionally began with the arrival of Indo-European Iranian tribes around 2000 BC. Early tribes were nomadic or semi-nomadic due to the arid conditions of the region, preventing widespread adoption of agriculture. The steppe culture in Central Asia was an extension of a larger Eurasian series of horse cultures which spanned the entire spectrum of language families, including the Indo-Europeans and Turko-Mongol groups. Some of the known early Iranian tribes included the Massagatae, the Scythians/Sakas, and early Soghdians, who were most likely precursors of the Khwarezmians. Turkmenistan was a passing point for numerous migrations and invasions by tribes, which gravitated towards the settled regions of the south, including ancient Mesopotamia, Elam, and the Indus Valley civilization.
Turkmenistan is a country in Central Asia bordered by Kazakhstan to the northwest, Uzbekistan to the north, east and northeast, Afghanistan to the southeast, Iran to the south and southwest and the Caspian Sea to the west. Ashgabat is the capital and largest city. It is one of the six independent Turkic states. With a population over 7 million, Turkmenistan is the 35th most-populous country in Asia and has the lowest population of the Central Asian republics while being one of the most sparsely populated nations on the Asian continent.
The Turkmen Soviet Socialist Republic, also known as Soviet Turkmenistan, the Turkmen SSR, Turkmenistan, or Turkmenia, was one of the constituent republics of the Soviet Union located in Central Asia existed as a republic from 1925 to 1991. Initially, on 7 August 1921, it was established as the Turkmen Oblast of the Turkestan ASSR before being made, on 13 May 1925, a separate republic of the USSR as the Turkmen SSR.
The Ruhnama, or Rukhnama, translated into English as Book of the Soul, is a two volume work written by Saparmurat Niyazov, the president of Turkmenistan from 1990 to 2006. It was intended to serve as a tool of state propaganda, emphasising the basis of the Turkmen nation.
Turkmens are a Turkic ethnic group native to Central Asia, living mainly in Turkmenistan, northern and northeastern regions of Iran and north-western Afghanistan. Sizeable groups of Turkmens are found also in Uzbekistan, Kazakhstan, and the North Caucasus. They speak the Turkmen language, which is classified as a part of the Eastern Oghuz branch of the Turkic languages.
The vast majority of people in Kyrgyzstan are Muslims; as of 2020, 90% of the country's population were followers of Islam. Muslims in Kyrgyzstan are generally of the Sunni branch, mostly of the Hanafi school, which entered the region during the eighth century. Most Kyrgyz Muslims practice their religion in a specific way influenced by shamanic tribal customs. There has been a revival of Islamic practices since independence in Kyrgyzstan. For the most part religious leaders deal only with issues of religion and do not reach out to communities, but rather offer services to those who come to the mosque. There are regional differences, with the southern part of the country being more religious. Kyrgyzstan remained a secular state after the fall of communism, which had only superficial influence on religious practice when Kyrgyzstan was a Soviet republic, despite the policy of state atheism. Most of the Russian population of Kyrgyzstan is Russian Orthodox. The Uzbeks, who make up 14.9 percent of the population, are generally Sunni Muslims.
Islam is the majority religion in Azerbaijan, but the country is considered to be the most secular in the Muslim world. Various reports have estimated 97.3% or 99.2% of the population identifying as Muslim; with the majority being adherents of the Shia branch (55-65%), while a significant minority (35-45%) are Sunnis. Traditionally, the differences between these two branches of Islam have not been sharply defined in Azerbaijan.
Islam began entering Iran a few years after it was founded by Muhammad in the 7th century. The Arab conquest of Iran, which culminated in the fall of the Sasanian Empire to the nascent Rashidun Caliphate, brought about a monumental change in Iranian society by purging Zoroastrianism, which had been the Iranian nation's official and majority religion since the time of the Achaemenid Empire. Since the Rashidun invasion, Islam has consistently held the status of Iran's official religion except for during a short period in the 13th century, when the Mongol invasions and conquests destroyed the Abbasid Caliphate and smaller Islamic realms before resulting in the establishment of the Ilkhanate. The process by which Iranian society became integrated into the Muslim world took place over many centuries, with nobility and city-dwellers being among the first to convert, in spite of notable periods of resistance, while the peasantry and the dehqans took longer to do so. Around the 10th century, most Persians had become Muslims.
Islam in Ukraine is a minority religious affiliation with Muslims representing around 5% of the total population as of 2016. The religion has a long history in Ukraine dating back to Berke Khan of the Ulug Ulus in the 13th century and the establishment of the Crimean Khanate in the 15th century.
After it was established on most of the territory of the Russian Empire, the Soviet Union remained the world's largest country until it collapsed in 1991. It covered a large part of Eastern Europe while also spanning the entirety of the Caucasus, Central Asia, and Northern Asia. During this time, Islam was the country's second-largest religion; 90% of Muslims in the Soviet Union were adherents of Sunni Islam, with only around 10% adhering to Shia Islam. Excluding the Azerbaijan SSR, which had a Shia-majority population, all of the Muslim-majority Union Republics had Sunni-majority populations. In total, six Union Republics had Muslim-majority populations: the Azerbaijan SSR, the Kazakh SSR, the Kyrgyz SSR, the Tajik SSR, the Turkmen SSR, and the Uzbek SSR. There was also a large Muslim population across Volga–Ural and in the northern Caucasian regions of the Russian SFSR. Across Siberia, Muslims accounted for a significant proportion of the population, predominantly through the presence of Tatars. Many autonomous republics like the Karakalpak ASSR, the Chechen-Ingush ASSR, the Bashkir ASSR and others also had Muslim majorities.
Turkmenization is the set of domestic policies the Niyazov administration used in Turkmenistan from 1991 to December 2006 to force ethnic minorities to adopt Turkmen culture. Those who resisted the state-sponsored cultural transformation were often deported.
Islam is the predominant religion in Tajikistan.
The Turkmen of Turkmenistan, are predominantly Muslims. According the U.S. Department of State's International Religious Freedom Report for 2022,
According to U.S. government estimates, the country is 93 percent Muslim, 6.4 percent Eastern Orthodox, and 0.6 percent other. There are small communities of Jehovah's Witnesses, Shia Muslims, Baha’is, Roman Catholics, the International Society for Krishna Consciousness, and evangelical Christians, including Baptists and Pentecostals. Most ethnic Russians and Armenians identify as Orthodox Christian and generally are members of the Russian Orthodox Church or Armenian Apostolic Church. Some ethnic Russians and Armenians are also members of smaller Protestant groups. There are small pockets of Shia Muslims, consisting largely of ethnic Iranians, Azeris, and Kurds, some located in Ashgabat, with others along the border with Iran and in the western city of Turkmenbashy.
The Spiritual Administration of the Muslims of Central Asia and Kazakhstan (SADUM) (Russian: Духовное управление мусульман Средней Азии и Казахстана (САДУМ); Uzbek: Ўрта Осиё ва Қозоғистон мусулмонлари диний бошқармаси) was the official governing body for Islamic activities in the five Central Asian republics of the Soviet Union. Under strict state control, SADUM was charged with training clergy and publishing spiritual materials, among other tasks. The organization was headquartered in Tashkent, Uzbekistan. Established in 1943, SADUM existed for nearly 50 years. With the dissolution of the Soviet Union, the five newly independent republics reformed their respective branches of SADUM into their own national Islamic institutions.
According to U.S. government estimates, in 2022 Turkmenistan is 89% Muslim, 9% Eastern Orthodox Christian and 2% other religions. In 2023, the country was scored zero out of 4 for religious freedom; it was noted that restrictions have tightened since 2016. In the same year it was ranked the 26th worst place in the world to be a Christian.
The Republic of Uzbekistan has an embassy in Ashgabat. Turkmenistan has an embassy in Tashkent. Both countries were previously subordinated republics of the Soviet Union as Turkmen Soviet Socialist Republic and Uzbek Soviet Socialist Republic before its collapse in 1991.
Saparmurat Atayevich Niyazov, also known as Türkmenbaşy, was a Turkmen politician who led Turkmenistan from 1985 until his death in 2006. He was the first secretary of the Communist Party of Turkmenistan from 1985 until 1991 and supported the 1991 Soviet coup attempt. He continued to rule Turkmenistan as president for 15 years after independence from the Soviet Union in 1991.
The Baháʼí Faith in Uzbekistan began in the lifetime of Baháʼu'lláh, the founder of the religion. Circa 1918 there were an estimated 1900 Baháʼís in Tashkent. By the period of the policy of oppression of religion in the former Soviet Union the communities shrank away - by 1963 in the entire USSR there were about 200 Baháʼís. Little is known until the 1980s when the Baháʼí Faith started to grow across the Soviet Union again. In 1991 a Baháʼí National Spiritual Assembly of the Soviet Union was elected but was quickly split among its former members. In 1992, a regional National Spiritual Assembly for the whole of Central Asia was formed with its seat in Ashgabat. In 1994 the National Spiritual Assembly of Uzbekistan was elected. In 2008 eight Baháʼí Local Spiritual Assemblies or smaller groups had registered with the government though more recently there were also raids and expulsions.
Islam is the predominant religion in Uzbekistan.
A muftiate is an administrative territorial entity, mainly in the post-Soviet and Southeast European states, under the supervision of a mufti. In the post-Yugoslavia states, spiritual administrations similar to the muftiate are called riyasat.
