Islam is the majority religion in Azerbaijan, but the country is considered to be the most secular in the Muslim world. [2] Various reports have estimated 97.3% (CIA, 2020) [3] or 99.2% (Pew Research Center, 2006) [4] of the population identifying as Muslim; with the majority being adherents of the Shia branch (55-65%), while a significant minority (35-45%) are Sunnis. [5] [3] [6] Traditionally, the differences between these two branches of Islam have not been sharply defined in Azerbaijan.
Most Shia Muslims in the country follow the Ja'fari school of Shia Islam, while Sunni Muslims typically adhere to either the Hanafi or Shafi'i school. [7] Due to many decades of Soviet atheist policy, religious affiliation in Azerbaijan is often nominal and Muslim identity tends to be based more on culture and ethnicity than on religion. Shia Islam is prevalent in the western, central, and southern regions of the country. Traditionally, villages around Baku and the Lankaran region are considered Shia strongholds. In contrast, Sunni Islam is dominant in the northern regions. [7]
Islam arrived in Azerbaijan with Arabs in the seventh century, gradually supplanting Christianity and pagan cults. [8]
In the sixteenth century, the first shah of the Safavid Dynasty, Ismail I (r. 1486-1524), established Shi'a Islam as the state religion, [8] although a portion of people remained Sunni. The population of what is nowadays Iran and what is nowadays Azerbaijan were converted to Shia Islam at the same moment in history. [9]
As elsewhere in the Muslim world, the two branches of Islam came into conflict in Azerbaijan. [8] Enforcement of Shi'a Islam as the state religion brought contention between the Safavid rulers and the ruling Sunnis of the neighboring Ottoman Empire. [8]
In the nineteenth century, many Sunni Muslims emigrated from Russian-controlled Azerbaijan because of Russia's series of wars with their coreligionists in the Ottoman Empire. [8] Thus, by the late nineteenth century, the Shi'a population was in the majority in Russian Azerbaijan. [8] Antagonism between the Sunnis and the Shi'a diminished in the late nineteenth century as Azerbaijani nationalism began to emphasize a common Turkic heritage and opposition to Iranian religious influences. [8]

In 1806, Azerbaijan became occupied by the Russian Empire as the latter invaded Qajar Iran during the Russo-Persian War (1804–1813). In the aftermath, Iran was forced to cede therefore almost all of Azerbaijan according to the Treaty of Gulistan of 1813 to Russia. However, all this only came to be confirmed in the aftermath of the next and last war between Russia and Iran, the Russo-Persian War (1826–1828) and the resulting Treaty of Turkmenchay of 1828. In 1918, Azerbaijan declared independence from Russia and established the Azerbaijan Democratic Republic under its leading Musavat party, but was incorporated into the Soviet Union in 1920.
Before Soviet power was established, about 2,000 mosques were active in Azerbaijan. [8] Most mosques were closed in the 1930s, then some were allowed to reopen during World War II. [8] The Soviet rule promoted an Azerbaijani national consciousness as a substitute for identification with the world Islamic community and Iran. [10] [11]
During World War II, Soviet authorities established the Muslim Spiritual Board of Transcaucasia in Baku as the governing body of Islam in the Caucasus, in effect reviving the nineteenth-century tsarist Muslim Ecclesiastical Board. [8] During the tenures of Leonid Brezhnev and Mikhail Gorbachev, Moscow encouraged Muslim religious leaders in Azerbaijan to visit and host foreign Muslim leaders, with the goal of advertising the freedom of religion and superior living conditions reportedly enjoyed by Muslims under Soviet communism. [8]
During the Azerbaijani SSR, there were 17 mosques functioning in the country.[ citation needed ] In the 1980s only two large and five smaller mosques held services in Baku, and only eleven others were operating in the rest of the country. [8] Supplementing the officially sanctioned mosques were thousands of private houses of prayer and many secret Islamic sects. [8]
The lone center of conservative Shia Islam, was the town of Nardaran, 25 kilometers northeast of central Baku, and was renowned for its thirteenth-century Shia shrine. Unlike the rest of the country which was staunchly secular and which can be considered religiously progressive, Nardaran was the only place in the whole of Azerbaijan where its inhabitants are devoutly religious and fundamentalist, where its streets display religious banners and where most women wear chadors in public. The now banned Islamic Party of Azerbaijan was founded in this town and its base was centered there.
There is some evidence of Sufism in Azerbaijan. [12]
Beginning in the late Gorbachev period, and especially after independence, the number of mosques rose dramatically. [8] Many were built with the support of other Islamic countries, such as Iran, Oman, and Saudi Arabia, which also contributed Qur'ans and religious instructors to the new Muslim states. [8] A Muslim seminary has also been established since 1991. [8] The growing number of religious Muslims resulted in the establishment of more than 2,000 mosques by 2014.
After independence, the laws regarding religion are quite clear. In Article 7 of the constitution, Azerbaijan is declared a secular state. This point is driven home in Article 19 with the statement of the separation of religion and state and the equality of all religions before the law as well as the secular character of the state educational system.
Azerbaijan has been a secular country and is often considered the most secularized Muslim-majority nation. [13]
A 1998 survey estimated the proportion of ardent believers in Azerbaijan at close to 7 percent, slightly more than the number of declared atheists — almost 4 percent — with the largest numbers falling into the category of those who consider Islam above all as a way of life, without strict observance of prohibitions and requirements, or as a fundamental part of national identity. [14] Another 1998 poll estimated the proportion of ardent believers in Azerbaijan at only 20 percent. [15]
In a 2010 survey only half of Azerbaijanis answering yes to the question, "Is religion an important part of your daily life?". [16]
Yet in 2017 Dobroslawa Wiktor-Mach noted an Islamic revival in the country: In 2010, the Caucasus Research Resource Center (CRRC)'s "Caucasus Barometer" found out that for around 25% of the citizens religion was "very important" and for 43% "rather important" but just two years later, in 2012, as per the same organization those who considered it "very important" rose to 33% while those who chose "rather important" rose to 47% (16% selecting "less important", 2% not important and 1% not knowing.) There is a certain rise of religious extremism across Azerbaijan as a result of continued problems such as corruption, poverty, and government rule, combined with disillusionment with the West and support of religious sects from different countries. [18] [19] [20] [21] However it works against a headwind of traditional secularism. According to Svante Cornell:
Azerbaijan can rightly claim to be among the most progressive and secular Islamic societies. Aside from having been the first Muslim country to have operas, theater plays, and a democratic republic, Azerbaijan today is among the Muslim countries where support for secularism is the highest, and where radical ideologies have met only very limited interest. [13]
Svante Cornell believes that the radical groups remain weak, but have a potential to grow under the current domestic and international circumstances. To confront this, the Azerbaijani state needs to address the diarchy in terms of supervision of religious structures. [13] He writes, that the Government policies toward Islam in general and Islamic radicalism in particular have been inadequate. [13]
According to researchers Emil Souleimanov and Maya Ehrmann, there is "a trend among Dagestani minorities in the north of Azerbaijan to engage in insurgent activities". The Salafi movement has been "spurred by missionary activities using external funds and the establishment of mosques", and found support from those who the desire a return to more traditionalist values. As authorities have repressed Salafis in the north they have become more radical. [22]
Citizens of Azerbaijan have joined terrorist organizations in Syria. [23] [24]
In Nardaran, a deadly incident broke out between Azerbaijan security forces and religious Shia residents in which two policemen and four suspected Shia Muslim militants were killed. [25] [26] [27] [28] [29] [30]
As a result of this incident, the Azerbaijani parliament passed laws prohibiting people with religious education received abroad to implement Islamic rites and ceremonies in Azerbaijan, as well as to preach in mosques and occupy leading positions in the country; as well as prohibiting the display of religious paraphernalia, flags and slogans, except in places of worship, religious centers and offices. [31] Ashura commemorations in public have also been banned. [32] The Azerbaijani government also passed a law to remove the citizenship of Azerbaijani citizens who fight abroad. [33]
Azerbaijan, officially the Republic of Azerbaijan, is a transcontinental country located at the boundary of Eastern Europe and West Asia. It is a part of the South Caucasus region and is bounded by the Caspian Sea to the east, Russia's republic of Dagestan to the north, Georgia to the northwest, Armenia and Turkey to the west, and Iran to the south. Baku is the capital and largest city.
Islam is a major religious minority in the Russian Federation, which has the largest Muslim population in Europe. According to the US Department of State in 2017, Muslims in Russia numbered 14 million or roughly 10% of the total population. One of the Grand Muftis of Russia, sheikh Rawil Gaynetdin, estimated the Muslim population of Russia at 25 million in 2018.
Islam is the most practiced religion in Turkey. As much as 90% of the population follows the Sunni Madhab of Islam. Most Turkish Sunni Muslims belong to the Hanafi school of jurisprudence. The established presence of Islam in the region that now constitutes modern Turkey dates back to the later half of the 11th century, when the Seljuks started expanding into eastern Anatolia.
Islam entered Iran with the Muslim conquest (637–651) and led to the end of the Sasanian Empire and the eventual decline of the Zoroastrian religion in Iran (Persia). Since its establishment after the 7th-century conquest, Islam has remained the state religion of Iran except for during a short period after the Mongol invasions and subsequent establishment of the Ilkhanate in the 13th century. Following the Muslim conquest, there was a slow but steady movement of the population toward Islam, despite notable resistance, with nobility and city-dwellers being the first to convert, and the peasantry and the dehqans, or land-owning magnates slower to do so. By the 10th century, the majority of Persians had become Muslims.

Cultural Muslims, also known as nominal Muslims, non-practicing Muslims or non-observing Muslims, are people who identify as Muslims but are not religious and do not practice the faith. They may be a non-observing, secular or irreligious individuals who still identify with Islam due to family backgrounds, personal experiences, ethnic and national heritage, or the social and cultural environment in which they grew up. However, this concept is not always met with acceptance in conservative Islamic communities.
The history of Azerbaijan is understood as the history of the region now forming the Republic of Azerbaijan. Topographically, the land is contained by the southern slopes of the Caucasus Mountains in the north, the Caspian Sea in the east, and the Armenian Highlands in the west. In the south, its natural boundaries are less distinct, and here the country merges with the Iranian Plateau.
Nardaran is a settlement and municipality on the Abşeron Peninsula in Baku, Azerbaijan. It has a population of 8,300. Located 25 kilometers northeast of central Baku, it is politically part of the Baku city-subdivision and treated as a suburb. Unlike most of the rest of the country which is religiously liberal, Nardaran is a center of conservative Shi'a Islam and pro-Iranian sentiment in Azerbaijan.
After it was established on most of the territory of the Russian Empire, the Soviet Union remained the world's largest country until it collapsed in 1991. It covered a large part of Eastern Europe while also spanning the entirety of the Caucasus, Central Asia, and Northern Asia. During this time, Islam was the country's second-largest religion; 90% of Muslims in the Soviet Union were adherents of Sunni Islam, with only around 10% adhering to Shia Islam. Excluding the Azerbaijan SSR, which had a Shia-majority population, all of the Muslim-majority Union Republics had Sunni-majority populations. In total, six Union Republics had Muslim-majority populations: the Azerbaijan SSR, the Kazakh SSR, the Kyrgyz SSR, the Tajik SSR, the Turkmen SSR, and the Uzbek SSR. There was also a large Muslim population across Volga–Ural and in the northern Caucasian regions of the Russian SFSR. Across Siberia, Muslims accounted for a significant proportion of the population, predominantly through the presence of Tatars. Many autonomous republics like the Karakalpak ASSR, the Chechen-Ingush ASSR, the Bashkir ASSR and others also had Muslim majorities.
Azerbaijanis in Turkey are Turkish citizens and permanent residents of ethnic Azerbaijani background. It is difficult to determine the exact number of ethnic Azerbaijanis currently residing in Turkey since the Turkish government is known to be repressive towards other ethnicities. According to some estimates, there are currently around 800,000 Twelver Shias in Turkey, however this figure may differ substantially from the real one. There are up to 4,500,000 Azerbaijani citizens who reside in Turkey, according to information provided by the Diaspora Committee of Azerbaijan, although the factual accuracy of this figure is disputed. They are currently the second ethnic group in the city of Iğdır and second largest ethnic group in Kars, where they constitute majority in the district of Akyaka.
The Shia Crescent is the notionally crescent-shaped region of the Middle East where the majority population is Shia or where there is a strong Shia minority in the population.
Islam is the predominant religion in Tajikistan.
The Turkmen of Turkmenistan, are predominantly Muslims. According the U.S. Department of State's International Religious Freedom Report for 2022,
According to U.S. government estimates, the country is 93 percent Muslim, 9 percent Eastern Orthodox, and 2 percent other. There are small communities of Jehovah's Witnesses, Shia Muslims, Baha’is, Roman Catholics, the International Society for Krishna Consciousness, and evangelical Christians, including Baptists and Pentecostals. Most ethnic Russians and Armenians identify as Orthodox Christian and generally are members of the Russian Orthodox Church or Armenian Apostolic Church. Some ethnic Russians and Armenians are also members of smaller Protestant groups. There are small pockets of Shia Muslims, consisting largely of ethnic Iranians, Azeris, and Kurds, some located in Ashgabat, with others along the border with Iran and in the western city of Turkmenbashy.
The Constitution of Bahrain states that Islam is the official religion and that Shari'a is a principal source for legislation. Article 22 of the Constitution provides for freedom of conscience, the inviolability of worship, and the freedom to perform religious rites and hold religious parades and meetings, in accordance with the customs observed in the country; however, the Government has placed some limitations on the exercise of this right.
Freedom of religion in Azerbaijan is substantially curtailed. The Azerbaijan government, which follows a strictly secular and anti-religious ideology, represses all religions.
Following their rise to power in Iran in the 16th century, the Safavid dynasty initiated a campaign of forced conversion against the Iranian populace, seeking to create a new demographic environment in which Shia Islam would replace Sunni Islam as the nation's religious majority. Over the course of the next three centuries, the Safavids heavily persecuted Sunni Muslims, Jews, Christians, and other religious groups, eventually transforming Iran into a spiritual bastion of Shia Islam. This process led to hostilities with Iran's Sunni-majority neighbours, most notably the Ottoman Empire. Additionally, the Safavid campaign sought to ensure Twelver dominance among Shia Muslims, particularly with regard to Zaydism and Ismaʿilism—each of which had previously experienced their own eras of sectarian dominance. Through their actions, the Safavids were able to establish the Shia sect as the official religion of their empire, marking a significant turning point in Islamic history, which had been universally dominated by the Sunni sect until that period. It also marked a significant turning point in Iranian history, having been the nation's first demographic change since the Muslim conquest of Persia in the 7th century.
Anti-Shi'ism is hatred of, prejudice against, discrimination against, persecution of, and violence against Shia Muslims because of their religious beliefs, traditions, and cultural heritage. The term was first used by Shia Rights Watch in 2011, but it has been used in informal research and written in scholarly articles for decades.
Irreligion in Azerbaijan is open to interpretation according to differing censuses and polls. Although Shia Islam is the predominant faith in Azerbaijan, religious affiliation is nominal in Azerbaijan and percentages for actual practicing adherents are much lower. It is difficult to quantify the number of atheists or agnostics in Azerbaijan as they are not officially counted in the census of the country.
Non-denominational Muslims are Muslims who do not belong to, do not self-identify with, or cannot be readily classified under one of the identifiable Islamic schools and branches. Such Muslims do not think of themselves as belonging to a denomination but rather as "just Muslims" or "non-denominational Muslims."
Religious Council of the Caucasus is the highest spiritual and administrative organ of the Muslims of the countries of the Transcaucasian region located in Baku.
According to 2011 SCWRA data (the most recent available), 96 percent of the population is Muslim, of which approximately 65 percent is Shia and 35 percent Sunni.

In 1922 Soviet officials and local intellectuals, living in the newly-created republic of Soviet Azerbaijan, in order to reduce the influence of Islam and Iran, as well as to instill a much-needed national identity, introduced a Latin alphabet, similar to the new Latin alphabet created in Turkey for much the same reasons.
