The legislative districts of Isabela are the representations of the province of Isabela and the independent component city of Santiago in the various national legislatures of the Philippines. The province and the city are currently represented in the lower house of the Congress of the Philippines through their first, second, third, fourth, fifth, and sixth congressional districts.
The province was represented as a lone legislative district until 1972. It was part of the representation of Region II from 1978 to 1984, and from 1984 to 1986, it elected 3 assemblymen at-large. In 1986, it was redistricted into four legislative districts.
On September 27, 2018, President Rodrigo Duterte signed Republic Act No. 11080, [1] increasing the legislative districts from four to six and reapportioned the district assignments of cities and municipalities. [2]

The Cagayan River, also known as the Río Grande de Cagayán, is the longest river and the largest river by discharge volume of water in the Philippines. It has a total length of approximately 505 kilometres (314 mi) and a drainage basin covering 27,753 square kilometres (10,715 sq mi). It is located in the Cagayan Valley region in northeastern part of Luzon Island and traverses the provinces of Nueva Vizcaya, Quirino, Isabela and Cagayan.
Isabela, officially the Province of Isabela, is the second largest province in the Philippines in land area located in the Cagayan Valley. Its capital and the largest local government unit is the city of Ilagan. It is bordered by the provinces of Cagayan to the north, Kalinga to the northwest, Mountain Province to the central-west, Ifugao and Nueva Vizcaya to the southwest, Quirino, Aurora and the independent city of Santiago to the south, and the Philippine Sea to the east.
Palanan, officially the Municipality of Palanan, is a 1st class municipality in the province of Isabela, Philippines. It also served as the final capital of the First Philippine Republic from 1900 until the capture of President Emilio Aguinaldo by the Americans during the Philippine-American War in 1901. According to the 2020 census, it has a population of 17,684 people.
Delfin Albano, officially the Municipality of Delfin Albano, is a 4th class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 29,928 people.
Divilacan, officially the Municipality of Divilacan, is a 2nd class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 5,827 people.
Echague, officially the Municipality of Echague, is a 1st class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 88,410 people. The town is known for the indigenous and endangered Yogad language, which is spoken and conserved by its locals.
Maconacon, officially the Municipality of Maconacon, is a 3rd class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 3,977 people, making it the least populous municipality in the province.
Mallig, officially the Municipality of Mallig, is a landlocked 4th class municipality in the province of Isabela, Philippines. The municipality has a land area of 133.40 square kilometers or 51.51 square miles which constitutes 1.07% of Isabela's total area. Its population as determined by the 2020 Census was 32,208.
Naguilian, officially the Municipality of Naguilian, is a 4th class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 33,788 people.
Quirino, officially the Municipality of Quirino, is a 4th class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 25,023 people.
Roxas, officially the Municipality of Roxas, is a 1st class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 65,839 people.
Tumauini, officially the Municipality of Tumauini, is a 1st class municipality in the province of Isabela, Philippines. According to the 2020 census, it has a population of 70,743 people.
GV. Florida Transport, Inc., formerly Florida Liner, is a Philippine bus company based in Barangay Matucay Allacapan, Cagayan. Established in 1970 by Virgilio Florida, Sr., the company operates buses to Northern Luzon destinations. Currently managed by brothers George and Virgilio Florida, Jr., and along with Harry D. Florida, Chief Operator Executive, the current municipal mayor of Allacapan, Cagayan.
Mallig Plains Region is a region in the western part of the province of Isabela in the Philippines. Its name was acquired from the rolling terrains in western Isabela. The municipality of Roxas serves as the region's business hub.
The Northern Sierra Madre Natural Park is the largest protected area of the Philippines covering the northern range of the Sierra Madre mountains of eastern Luzon. The park is located in the eastern part of the province of Isabela in Cagayan Valley containing a total of 359,486 hectares. It was first declared a wilderness reserve encompassing an area within a 45 kilometres (28 mi) radius of Palanan Point known as the Palanan Wilderness Area through Letter of Instructions No. 917-A signed by President Ferdinand Marcos on September 7, 1979. On March 10, 1997, the area was converted into a natural park with the signing of Proclamation No. 978 by President Fidel Ramos.
First Isabela Cooperative Bank, commonly known as FICOBank, is a cooperative bank in the Philippines established in the mid-1970s. It is primarily engaged in financial intermediation between and among: the farmers, fishers and their organizations; the micro, small and medium entrepreneurs; the rural, urban and overseas workers; and the other groups of financial consumers. It also provides money-transfer/remittance, cash-dispensing, microinsurance and other fee-based services to the public. As of December 31, 2022, FICOBank has 40 branches located in the provinces of Isabela, Quirino, Nueva Vizcaya, Cagayan, Tarlac, Nueva Ecija, Bataan, Pampanga, Pangasinan, Bulacan and Kalinga.
Santiago–Tuguegarao Road is a major national primary road in the provinces of Cagayan, Kalinga, and Isabela in the Philippines. It is a bypass road of the Pan-Philippine Highway, also known as Cagayan Valley Road, connecting to the cities of Tuguegarao and Santiago.
Isabela's 1st congressional district is one of the six congressional districts of the Philippines in the province of Isabela. It has been represented in the House of Representatives since 1987. The district consists of the capital city of Ilagan and the northern municipalities of Cabagan, Delfin Albano, Divilacan, Maconacon, San Pablo, Santa Maria, Santo Tomas and Tumauini. The municipality of Palanan was part of this district until it was redistricted to the 2nd district, effective in 2019. It is currently represented in the 19th Congress by Antonio T. Albano of the Lakas–CMD.
Isabela's 2nd congressional district is one of the six congressional districts of the Philippines in the province of Isabela. It has been represented in the House of Representatives since 1987. The district consists of the east-central municipalities of Benito Soliven, Gamu, Naguilian, Palanan, Reina Mercedes and San Mariano. It is currently represented in the 18th Congress by Ed Christopher S. Go of the Nacionalista Party (NP).
Local elections were held in the province of Isabela on May 9, 2022, as part of the 2022 Philippine general election. Voters selected candidates for all local positions: a mayor, vice-mayor and councilors, as well as members of the Sangguniang Panlalawigan, the governor, vice-governor and for the six districts of Isabela for board members and congress.
