The lone legislative district of Butuan is the representation of the highly urbanized city of Butuan in the various national legislatures of the Philippines. The city is currently represented in the lower house of the Congress of the Philippines thru its congressional district.
Prior to gaining separate representation, areas now under the jurisdiction of Butuan were represented under the historical Agusan (1907–1967), Agusan del Norte (At-Large: 1969–1986) and Agusan del Norte (1st District: 1987–2025).

Agusan del Norte, officially the Province of Agusan del Norte, is a province in the Caraga region of the Philippines. Its de jure capital is the city of Cabadbaran with several government offices located in the highly-urbanized city of Butuan, which is the largest city and its de facto capital as well as the regional center of Caraga Region. It is bordered on the northwest by Butuan Bay; northeast by Surigao del Norte; mid-east by Surigao del Sur; southeast by Agusan del Sur, and southwest by Misamis Oriental.
Agusan del Sur, officially the Province of Agusan del Sur, is a province in Caraga region, Mindanao, Philippines. Its capital is the municipality of Prosperidad. It is bordered on the northwest by Agusan del Norte and Misamis Oriental; east by Surigao del Sur; southeast by Davao Oriental; mid-south by Davao de Oro; southwest by Davao del Norte and, mid-west by Bukidnon. Surigao del Norte, officially the Province of Surigao del Norte, is a province in the Philippines located in the Caraga region of Mindanao. The province was formerly under the jurisdiction of Region 10 until 1995. Its capital is Surigao City, the most populous in the province. The province comprises two major islands—Siargao and Bucas Grande—in the Philippine Sea, plus a small area at the northeastern tip of mainland Mindanao and other surrounding minor islands and islets. This mainland portion borders Agusan del Norte – between the Municipality of Alegria in Surigao del Norte and the Municipality of Kitcharao in Agusan del Norte; and the province of Surigao del Sur, to the south.
Caraga, officially the Caraga Administrative Region and designated as Region XIII, is an administrative region in the Philippines occupying the northeastern section of Mindanao. The region was created through Republic Act No. 7901 on February 23, 1995. Agusan del Norte's 2nd congressional district is a congressional district for the House of Representatives of the Philippines in the province of Agusan del Norte. It is one of only two districts in the province in existence since 1987. The district consists of two noncontiguous parts bordering Butuan Bay with the 1st district situated between the two. The northern portion covers the city of Cabadbaran and the municipalities of Jabonga, Kitcharao, Magallanes, Remedios T. Romualdez, Santiago and Tubay, while the municipalities of Buenavista, Carmen and Nasipit comprise its western section. It is currently represented in the 19th Congress by Dale Corvera of the Lakas–CMD.
