The acts of the 108th United States Congress includes all Acts of Congress and ratified treaties by the 108th United States Congress, which lasted from January 3, 2003 to January 3, 2005.

Contents

Acts include public and private laws, which are enacted after being passed by Congress and signed by the President, however if the President vetoes a bill it can still be enacted by a two-thirds vote in both houses. The Senate alone considers treaties, which are ratified by a two-thirds vote.

An Act of Congress is a statute enacted by the United States Congress. Acts may apply only to individual entities, or to the general public. For a bill to become an act, the text must pass through both houses with a majority, then be either signed into law by the president of the United States, be left unsigned for ten days while Congress remains in session, or, if vetoed by the president, receive a congressional override from 23 of both houses.

A pocket veto is a legislative maneuver that allows a president or other official with veto power to exercise that power over a bill by taking no action, thus effectively killing the bill without affirmatively vetoing it. This depends on the laws of each country; the common alternative is that if the president takes no action a bill automatically becomes law.

Ratification is a principal's approval of an act of its agent that lacked the authority to bind the principal legally. Ratification defines the international act in which a state indicates its consent to be bound to a treaty if the parties intended to show their consent by such an act. In the case of bilateral treaties, ratification is usually accomplished by exchanging the requisite instruments, and in the case of multilateral treaties, the usual procedure is for the depositary to collect the ratifications of all states, keeping all parties informed of the situation.

Stem Cell Research Enhancement Act was the name of two similar bills that both passed through the United States House of Representatives and Senate, but were both vetoed by President George W. Bush and were not enacted into law.
