Contents

Acts include public and private laws, which are enacted after being passed by Congress and signed by the President, however if the President vetoes a bill it can still be enacted by a two-thirds vote in both houses. The Senate alone considers treaties, which are ratified by a two-thirds vote.

In United States government, the line-item veto, or partial veto, is the power of an executive authority to nullify or cancel specific provisions of a bill, usually a budget appropriations bill, without vetoing the entire legislative package. The line-item vetoes are usually subject to the possibility of legislative override as are traditional vetoes.

An act of Congress is a statute enacted by the United States Congress. Acts may apply only to individual entities, or to the general public. For a bill to become an act, the text must pass through both houses with a majority, then be either signed into law by the president of the United States, be left unsigned for ten days while Congress remains in session, or, if vetoed by the president, receive a congressional override from 23 of both houses.

A pocket veto is a legislative maneuver that allows a president or other official with veto power to exercise that power over a bill by taking no action, thus effectively killing the bill without affirmatively vetoing it. This depends on the laws of each country; the common alternative is that if the president takes no action a bill automatically becomes law.

In the United States Congress, a joint resolution is a legislative measure that requires passage by the Senate and the House of Representatives and is presented to the president for their approval or disapproval. Generally, there is no legal difference between a joint resolution and a bill. Both must be passed, in exactly the same form, by both chambers of Congress, and signed by the President to become a law. Only joint resolutions may be used to propose amendments to the United States Constitution, and these do not require the approval of the President. Laws enacted by joint resolutions are not distinguished from laws enacted by bills, except that they are designated as resolutions as opposed to Acts of Congress.

In the United States, a continuing resolution is a type of appropriations legislation. An appropriations bill is a bill that appropriates money to specific federal government departments, agencies, and programs. The money provides funding for operations, personnel, equipment, and activities. Regular appropriations bills are passed annually, with the funding they provide covering one fiscal year. The fiscal year is the accounting period of the federal government, which runs from October 1 to September 30 of the following year.

The U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007,, is an emergency appropriations act passed by the 110th United States Congress that provides funding for the Iraq War through September 30, 2007. A prior version of the act, H.R. 1591, included a timeline for withdrawal of U.S. troops from Iraq. H.R. 1591 was passed by Congress but vetoed by President George W. Bush. While the veto of H.R. 1591 could have caused delays for Iraq war expenditures, the availability of funds resulting from the passage of the Defense Appropriations Act on September 29, 2006, allowed the Department of Defense to continue Iraq War spending in the interim period between the veto of H.R. 1591 and the President's signature of approval for H.R. 2206. The Feed and Forage Act was not invoked by the U.S. government in the days prior to the passage of H.R. 2206.

Stem Cell Research Enhancement Act was the name of two similar bills that both passed through the United States House of Representatives and Senate, but were both vetoed by President George W. Bush and were not enacted into law.

The Food, Conservation, and Energy Act of 2008 was a $288 billion, five-year agricultural policy bill that was passed into law by the United States Congress on June 18, 2008. The bill was a continuation of the 2002 Farm Bill. It continues the United States' long history of agricultural subsidies as well as pursuing areas such as energy, conservation, nutrition, and rural development. Some specific initiatives in the bill include increases in Food Stamp benefits, increased support for the production of cellulosic ethanol, and money for the research of pests, diseases and other agricultural problems.

However, the law does not appropriate funds for those projects and programs. It was passed by the 110th United States Congress on November 8, 2007 over President George W. Bush's veto.
