The figures listed in the table below come from the 2018 Commune Database (CDB) of Cambodia, published by the National Committee for Sub-National Democratic Development (NCDD). These data are recorded differently to Cambodian census data and significant variations are to be expected between the two due to internal and external migration. The national census does not record population by city, rather by province. The only available method of estimating the population of a city is through the CDB, which is updated every two years.
For instance, the 2018 CDB suggests that 1,474,489 people were living in Phnom Penh municipality, [1] whereas the 2019 census (which only preliminary results have been released for) suggests 2,129,371. [2]
The figures listed in the table below are based on the most recently published Commune Database. However, the population in Phnom Penh and other major urban centers, such as Siem Reap, Battambang, and Sihanoukville will be underestimated; while the population in smaller provincial municipalities, particularly those on the border with Thailand, Laos and Vietnam, will be overestimated. The most accurate information is available in the 2019 census, which provides information on the de facto population i.e. the precise population at the time the census was recorded, [2] rather than official data recorded in Commune offices. To date, no information disaggregated by city is available from any census.
The size of municipal populations is based upon the municipal area and there are other smaller urbanized towns in Cambodia with significant populations, which are part of larger districts, such as Poipet in Banteay Meanchey province. It is not really possible to estimate the population of these urban areas using the CDB.

Phnom Penh is the capital and most populous city of Cambodia. It has been the national capital since the French protectorate of Cambodia and has grown to become the nation's primate city and its economic, industrial, and cultural centre. Before Phnom Penh became capital city, Oudong was the capital of the country.
Kampong Chhnang is one of the central provinces (khaet) of Cambodia. Neighboring provinces are Kampong Thom, Kampong Cham, Kandal, Kampong Speu, and Pursat. The provincial capital is the city of Kampong Chhnang.
Kandal is a province of Cambodia located in the southeast portion of the country. It completely surrounds the Cambodian capital of Phnom Penh and borders the provinces of Kampong Speu and Takéo to the west, Kampong Chhnang and Kampong Cham to the north, Prey Veng to the east, and shares an international border with Vietnam to the south. It is the second most populous province in Cambodia after the capital Phnom Penh. Its capital and largest city is Ta Khmau, which is approximately eight kilometres (5.0 mi) south of central Phnom Penh. Kandal is one of the wealthier provinces in the country.
Pursat is a province of Cambodia. It is in the western part of the country and borders clockwise from the north: Battambang province, the Tonlé Sap, Kampong Chhnang province, Kampong Speu province, Koh Kong province, and East Thailand. It lies between the Tonle Sap and the northern end of the Cardamom Mountains. The Pursat River bisects the province, running from the Cardamoms in the west to the Tonle Sap in the east.
Prey Veng is a province (khaet) of Cambodia. The capital is Prey Veng. With a population of 1.1 million people, it is the third most populous province.
Cambodia is divided into 25 provinces. The capital Phnom Penh is not a province but an "autonomous municipality", equivalent to a province governmentally and administered at the same level as the other 24 provinces.

Mean Chey is an administrative district (khan) located in the south-eastern part of Phnom Penh, Cambodia. As of 2019, due to boundary changes, its population decreased from 2008 but is the second most populous district of Phnom Penh.
Krakor is a district in Pursat province, Cambodia. The district capital is Krakor town located 25 kilometres east of the provincial capital, Pursat town.
Pursat municipality is a municipality in Pursat province, Cambodia. The provincial capital Pursat is located within the municipality. The municipality was formerly known as Sampov Meas district.
Serei Saophoan is a municipality (krong) in the centre of Banteay Meanchey province, in north-western Cambodia. Serei Saophoan is the urban district of Banteay Meanchey province and the district capital is also the provincial capital Sisophon town. The town is located 359 kilometres north of Phnom Penh and 48 kilometres from the border with Thailand at Poipet. Serei Saophoan municipality is the central municipality of Banteay Meanchey and is surrounded by other Banteay Meanchey districts. Cambodia's main railway line from Phnom Penh to Poipet enters the municipality from the south and exits to the west.
Russey Keo, also spelled as Russei Keo, is a district (khan) in Phnom Penh, Cambodia. This district consists of the northern and north-eastern outskirts of the main city of Phnom Penh, stretching from Khan Sen Sok in the west to the Tonlé Sap River in the east. As of 2019, it is the most populous district of Phnom Penh.
Sen Sok is an administrative district (khan) of Phnom Penh, Cambodia. It contains the Sen Sok International University Hospital.

This khan was created on January 8, 2019, according to sub-decree 04 អនក្រ.បក by taken 6 sangkats from Khan Pou Senchey, and 1 sangkat from Khan Dangkao. It has a population of 75,529.
