Sex Panic!

Sex Panic!, sometimes rendered SexPanic! or Sex Panic, was a sexual activism group founded in New York City in 1997. [1] The group characterized itself as a "pro-queer, pro-feminist, anti-racist direct action group" campaigning for sexual freedom in the age of AIDS. [2] It was founded to oppose both mainstream political measures to control sex, and elements within the gay community who advocated same-sex marriage and the restriction of public sexual culture as solutions to the HIV crisis. [3] The group has been depicted as a faction in a gay "culture war" of the late 20th and early 21st centuries. [4]

Sex Panic!'s actions and attitudes were criticized as immature [5] and even fanatical by its opponents, [6] but other commentators called the group a vital component of grassroots gay activism [7] that resisted gay marginalization and countered forced conformity to social norms. [8]

Origins

According to founder member Christopher Murray, in a 1997 letter to The New York Times, Sex Panic! was formed by six HIV-positive gay men opposed to a "gay neo-conservative movement" and to the closure of gay venues around New York. [9]

The closure of gay venues stemmed from the urban rezoning policies of New York City mayor Rudolph Giuliani's administration. [8] Giuliani had passed laws that made it harder for sex-related businesses to operate in central city areas, forcing many to close or relocate to the waterfront. These policies, Sex Panic! founder Michael Warner wrote, served to stigmatize sex and sexuality in ways that had negative consequences for public health efforts to combat HIV and AIDS. [10] Reducing the availability and visibility of venues for sex did not, Warner argued, make people safer; on the contrary it reduced the number of public sites where safer sex messages could be broadcast and gay men encouraged to consider their sexual health honestly, critically, and without the confusion and misinformation fostered by a culture of shame. [11]

As well as mainstream politics, the group opposed the anti-promiscuity arguments of prominent gay rights campaigners Larry Kramer, Andrew Sullivan, Michelangelo Signorile, and Gabriel Rotello. [4] Sullivan's 1995 book Virtually Normal: An Argument About Homosexuality had called for the abandonment of radical gay identity politics in favor of campaigning for the right to marry, which he presented as the highest social value attainable and the token of a maturity and moral responsibility the gay movement had lacked. [12] Sullivan's arguments for marriage included the assertion that it was a good defense against the spread of HIV and AIDS; Rotello argued similarly that these diseases could not be eradicated so long as a 'core group' of gay men participated in risky sex. Marriage, Rotello suggested in his 1997 book Sexual Ecology , was a powerful incentive to behavior less likely to spread disease, while exclusion from the benefits it offered created an equally powerful stigma. [8] These views, the founders of Sex Panic! argued, supported a mainstream political culture that demonized gay people and portrayed gay sex in general, rather than unsafe sex in particular, as a vector of disease. [13]

Name

The organization's name references a concept used by historians to describe repressive measures against sex in the name of the public good; 'sex panics' in this sense have been documented since at least the nineteenth century. [8] A Gay City News journalist, evaluating the group's role in the history of sex scandals through the 1980s, 1990s, and 2000s, described the choice of name as an act of self-empowerment. [14]

Membership

Founder and early members of Sex Panic! included historian Allan Bérubé, [7] Christopher Murray, [15] art historian Douglas Crimp, [3] Columbia Law School professor Kendall Thomas, [6] Rutgers University English professor Michael Warner, research activist Greg Gonsalves, and scientific artist Dennis Davidson. [8] Feminist authors Eva Pendleton, [7] Jane Goldschmidt of the National Gay and Lesbian Task Force, [7] and literary critic Ann Pellegrini [7] were also early members.

Aims and activities

Our multi-issue agenda aims to defend public sexual culture and safer sex in New York City from police crackdowns, public stigma, and morality crusades. We are committed to HIV prevention through safer sex, sexual self-determination for all people, and democratic urban space.

The group argued that the best response to sexual health crisis was to promote safer sex, and argued that approaches that contradicted the 'condom code' - the advocacy of barrier methods as the only sure protection - actually undermined efforts to curb the crisis by encouraging carelessness and hypocrisy. [13] This opposed the group to the arguments of Rotello, Signorile, and others, who said that the spread of the disease was best contained by a "new maturity" of marriage and monogamy, sex with only one partner, and the deliberate use of shame to discourage participation in potentially risky sex. [16] Such an approach, Sex Panic! argued, was either naive or deliberately disingenuous. [10] Rather than demonizing sex with multiple partners, Sex Panic! stressed a need to counteract the effects of shame. They argued that it was absurd and repressive to insist that everyone adopt what Warner called a "Fifties gay life" of monogamy, [17] to pretend that sex in private was somehow necessarily safer than sex in public, and outright dangerous to create a situation that bred ignorance about safer sex methods, despair over the possibilities for protecting oneself, and a resulting increase in infection rates. [10] Founding member Thomas pointed out that it was not gay sex or promiscuous sex that spread HIV, but unsafe sex. [18]

Some of the group's tactics were deliberately eye-catching. The flyer for one 1997 event was headlined "DANGER! ASSAULT! TURDZ!", [19] the latter a reference to Signorile, Rotello, Kramer, and Sullivan. [6] Other activities included demonstrating alongside ACT UP against the GMHC's plans to identify seropositive patients by name in public HIV status reporting, rather than the anonymized reporting the group favored. [8]

Other measures were more conventional. In June 1997 the group conducted teach-ins at New York's Lesbian and Gay Community Services Center. [19] The group also held a November 1997 summit in San Diego, California, where a series of lectures and workshops discussed what the group called an "emerging culture war" within the gay community and sought to forge alliances between gay men and other marginalized groups. [20] At the conference, founder Eric Rofes urged attendees to start grassroots movements of their own to combat the repression of sexual minorities. The outspoken methods of Sex Panic!, he argued, were indispensable, since the movement they fought worked by means of marginalization, silencing, and oppression. To be 'neutral' in the face of public discourses that sought to shame and marginalize gay communities, Rofes argued, was to be complicit in that shaming and marginalization. [21]

Criticism

Larry Kramer, an overt target of the group's campaigns, published an editorial piece in The New York Times criticizing the group's tactics and goals. [5] Sex Panic!, Kramer said, was "on the way to convincing much of America that all gay men are back to pre-AIDS self-destructive behavior that will wind up costing the taxpayer a lot of extra money." [5]

Other commentators accused Sex Panic! of irresponsibility in the face of the HIV epidemic. David Dalton, in the San Francisco Examiner , said the group was telling young men that "a sex act... is worth more than your life." [22] In Salon, David Horowitz charged Sex Panic! with "intellectual fascism and sexual fanaticism" [6] over their defence of sex clubs, which he characterized as the "death camps of the current contagion." The group's insistence that a gay public sexual culture continue in the face of the epidemic was, in Horowitz's view, "homicidal", and its membership composed of "sexual extremists" cloistered in complicit universities. [6] Sex Panic! member Douglas Crimp rebutted the charges that this was a mere intellectual exercise. Mainstream venues where such debate took place, he argued, were dominated by the group's opponents and had failed to engage with queer theory, so necessarily saw the group's members as fringe extremists. He argued too that the very life-and-death nature of the AIDS crisis made the group's purpose political, rather than academic, rejecting the claim that the group's insistence on the complexity of the issues it addressed was "dangerous relativism". [3]

Others were sympathetic to parts of Sex Panic!'s manifesto but opposed to certain particulars. David Salyer in Survival News, a journal of the AIDS Survival Project, applauded the group's demands for an end to discrimination and greater promotion of safer sex messages, but objected to the emphasis the group placed on public sex. [23] Activist John-Manuel Andriote also criticized Sex Panic!'s assertion that public, visible, anonymous sex was necessarily a cornerstone of gay experience. Michael Warner had told The New York Times that "It is an absurd fantasy to expect gay men to live without a sexual culture when we have almost nothing else that brings us together". [18] Andriote responded that the AIDS crisis itself had been an alternative community-forming experience for gays and lesbians, who cooperated to support one another and campaign for awareness. Through the crisis, Andriote said, gay men had acquired a broader common experience than "a priapic brotherhood of sexual rebellion", offering an alternative grounds for a group politics of identity. [24]

Sex Panic! members accused their opponents of mischaracterizing their positions. Founder member Kendall Thomas objected to a New York Times piece claiming the group saw "promiscuous sex" as the "essence of gay liberation"; the newspaper printed an amendment, stating Thomas's view to be that "any attempt to fight AIDS by demonizinging [ sic ] the culture of sexual freedom is doomed". [18]

Tim Dean called the group's criticism of Rotello and Signorile "utterly confused and defensive", but noted its significance in re-energizing AIDS debates and reviving the political argument over gay assimilation. [7] Craig Rimmerman similarly praised the group's "invaluable contribution" to sustaining gay and lesbian grassroots activism and fighting "normalizing tendencies" in public discourse about sexual health. [8]

<i>OutWeek</i>

OutWeek was a gay and lesbian weekly news magazine published in New York City from 1989 to 1991. During its two-year existence, OutWeek was widely considered the leading voice of AIDS activism and the initiator of a cool new sensibility in lesbian and gay journalism.

Douglas Gabriel Rotello is an American musician, writer and filmmaker. He created New York's Downtown Divas revues in the 1980s, was the co-founder and editor-in-chief of OutWeek magazine, became the first openly gay columnist at a major American newspaper, New York Newsday, and authored the book Sexual Ecology. He now makes documentaries for HBO, The History Channel and other networks.

Eric Rofes was a gay activist, educator, and author. He was a director of the Los Angeles Gay and Lesbian Center in the 1980s. In 1989, he became executive director of the Shanti Project, a nonprofit AIDS service organization. He was a professor of Education at Humboldt State University in Arcata, California, and served on the board of the National Gay and Lesbian Task Force. He wrote or edited twelve books. One of his last projects was co-creating "Gay Men's Health Leadership Academies" to combat what he saw as a "pathology-focused understanding of gay men" in safe-sex education.

<i>Sexual Ecology</i> 1997 book by Gabriel Rotello

Sexual Ecology: AIDS and the Destiny of Gay Men is a 1997 book by gay activist Gabriel Rotello, who discusses why HIV has continued to infect large numbers of gay men despite the widespread use of condoms and why a number of experts believe that new HIV infections will disproportionately affect gay men in the future. Rotello examines the origins and timeline of the AIDS epidemic, drawing on epidemiology, sociology, gay history, and ecology. His conclusion is that gay men need to reduce their number of partners and increase condom use to bring the infection rate down. Rotello's central argument derives from the epidemiological concept that sexually-transmitted epidemics are the result of three factors, sometimes called the Triad of Risk: the "infectivity" of a sexually transmitted disease (STD), or how easily it spreads; the "prevalence" of that STD in a particular group, and 3. the ‘contact rate,’ or the average number of sexual partners that people have within a particular group.

<i>The Trouble with Normal</i> (book) 1999 book by Michael Warner

The Trouble with Normal: Sex, Politics, and the Ethics of Queer Life is a book by Michael Warner, in which the author discusses the role of same-sex marriage as a goal for gay rights activists. First published in 1999 by The Free Press, an imprint of Simon & Schuster, it was re-published in 2000 in paperback by Harvard University Press. Warner argues that the right to marry is an inadequate and ultimately undesirable goal for gay rights activism. As well as addressing marriage, he considers other areas in which public discourse stigmatizes certain sexual behaviors, including through sensationalist coverage of sex scandals, public zoning initiatives that marginalize the sex industry, and the attempted use of shame to manage sexually transmitted disease. The book has been described as a classic of the debates on normalcy as a goal for the gay rights movement, and as an important contribution to queer theory.

Lawrence D. Mass is an American physician and writer. A co-founder of Gay Men's Health Crisis, he wrote the first press reports in the United States on an illness later became known as AIDS. He is the author of numerous publications on HIV, hepatitis C, STDs, gay health, psychiatry and sex research, and on music, opera, and culture. He is also the author/editor of four books/collections. In 2009 he was in the first group of physicians to be designated as diplomates of the American Board of Addiction Medicine. Since 1979, he has lived and worked as a physician in New York City, where he resided with his life partner, writer and activist Arnie Kantrowitz. Having written for the New York Native since the 1970s, he currently writes a column for The Huffington Post. An archival collection of his papers are at the New York Public Library.

<i>How to Have Sex in an Epidemic</i> 1983 book by Richard Berkowitz and Michael Callen

How to Have Sex in an Epidemic: One Approach is a 1983 manual by Richard Berkowitz and Michael Callen, under the direction of Joseph Sonnabend, to advise men who have sex with men (MSM) about how to avoid contracting the infecting agent which causes AIDS. It was among the first publications to recommend the use of condoms to prevent the transmission of STDs in men having sex with men, and has even been named, along with Play Fair!, as one of the foundational publications in the advent of modern safe sex.

Walt Whitman Odets is an American clinical psychologist and author. He has written about the early development, psychological and social experiences of gay men and their communities. Odets' earlier writing focused on the lives of men living in and surviving the early AIDS epidemic. The spring 1996 issue of Positive Impact Journal called him "an important voice in the AIDS education and prevention arena." Odets's 1995 study, In the Shadow of the Epidemic: Being HIV-Negative in the Age of AIDS, was listed by The New York Times as among the "Notable Books of the Year 1995." Additionally, In the Shadow of the Epidemic was the No. 1 bestselling book purchased by gay men in the late fall of 1995, according to The Advocate, and was confirmed as a "Gay Bestseller of 1995" by the Feminist Bookstore News.

Michael Anthony Petrelis is an American AIDS activist, LGBTQ rights activist, and blogger. He was diagnosed with Acquired Immunodeficiency Syndrome (AIDS) in 1985 in New York City, New York. As a member of the Lavender Hill Mob, a forerunner to the AIDS Coalition to Unleash Power, he was among the first AIDS activists to protest responses to the disease. He was a co-founding member of ACT UP in New York City, New York, and later helped organize ACT UP chapters in Portland, Oregon, Washington, D.C., and New Hampshire, as well as the ACT UP Presidential Project. Petrelis was also a founding member of Queer Nation/National Capital, the Washington D.C. chapter of the militant LGBTQ rights organization.

The Caldron, at 853 Natoma Street in San Francisco, in the South of Market St. area, was a gay sex club which opened in 1980 and closed in 1984. It was called "the epitome of the uninhibited, abandoned, 'sleazy' sex club."

Jean Carlomusto is a New York filmmaker, AIDS activist, and interactive media artist. She produced and directed HBO's Emmy nominated documentary, Larry Kramer in Love & Anger, which was featured at the Sundance Film Festival. Her works have been exhibited internationally in festivals, museums and on television. She was an early pioneer in documenting the AIDS crisis. As the founder of the Multimedia Unit at Gay Men's Health Crisis, she created the television series Living with AIDS. She was a founding member of DIVA TV and a member of the Testing The Limits Video Collective.

<span class="mw-page-title-main">Malcom Gregory Scott</span> American screenwriter

Malcom Gregory Scott also known as Greg Scott, is an American writer, activist, and AIDS survivor. In 1987, the United States Navy (USN) discharged him for homosexuality, after which Scott worked to overturn the Department of Defense (DoD) directive prohibiting the military service of lesbian and gay Americans. Upon his discharge, Scott also learned he had tested positive for the human immunodeficiency virus (HIV), the virus that causes acquired immunodeficiency syndrome (AIDS). He was active in the Washington, D.C., chapters of ACT UP and Queer Nation. Scott was an advocate for legal access to medical marijuana, a critic of early HIV prevention education strategies, and a proponent for expanded academic research to support the public policy goals of queer communities. American journalist Michelangelo Signorile once called Scott "the proudest queer in America." Scott worked as a writer for Fox Television's America's Most Wanted, and his writing has appeared in several newspapers and magazines. Scott nearly died of Stage IV AIDS in 1995 and credited marijuana with his survival until effective anti-retroviral therapies became available.
