On August 23, the Joint Typhoon Warning Center (JTWC) started to monitor a tropical disturbance that had developed about 895 km (556 mi) to the north of the island of Palau. [1] The next day, the Japan Meteorological Agency (JMA) classified the system as a weak tropical depression, [2] while the JTWC issued a Tropical Cyclone Formation Alert (TCFA). [3] Six hours after the TCFA, the JMA began issuing advisories on the depression after they have determined that the system contained winds of 55 km/h (34 mph). [4] By 15:00 UTC of the same day, the JTWC had upgraded the system to a tropical depression, assigning the numerical designation 16W. [5] Three hours later, the JMA tracked that 16W had already strengthened into a tropical storm, giving 16W the name Pakhar. [6] Around the same time, the PAGASA began issuing advisories under the local name Jolina. [7] After it was depicted by satellite imagery that there were deep convection obscuring its low-level circulation center (LLCC), the JTWC had upgraded the system to a tropical storm. [8]

By August 25, Pakhar slightly intensified after convective banding wrapping to its LLCC was depicted by imagery. Pakhar was also located in a very favorable environment such as low wind shear along with warm sea-surface temperatures of 31 °C (88 °F). [9] Pakhar slightly intensified after a burst of deep convection developed just prior of making landfall over in Luzon in the province of Aurora. [10] [11] However, due to land reaction from the archipelago and the inclusion of a weakened convective structure, Pakhar weakened to minimal tropical storm intensity. [12]

After emerging to the South China Sea on August 26, Pakhar began to re-intensify as the storm entered in an area of a much lower amount of wind shear. [13] However six hours later, Pakhar maintained its intensity after its LLCC became exposed and its deep convective banding became fragmented. [14] By 18:00 UTC of the same day, the JMA upgraded Pakhar's intensity as a severe tropical storm, [15] despite its central convection remaining disorganized. [16] The PAGASA also stated that the storm had already exited their area of responsibility, issuing its final bulletin on Pakhar. [17] By 00:00 UTC of August 27, Pakhar reached its maximum intensity of 100 km/h (62 mph) with a minimum barometric pressure of 985 hPa while making landfall over in South China in the city of Taishan. [18] The JTWC assessed Pakhar's maximum intensity slightly higher with winds of 110 km/h (68 mph), however. [1] Three hours later, the JTWC issued their final advisory. [19] By 06:00 UTC, Pakhar began to rapidly weaken as the JMA downgraded Pakhar to a tropical storm. [20] The JMA tracked the system until 18:00 UTC of the same day when it fully dissipated. [21]

Preparations and impact

Philippines

Tropical Storm Pakhar was locally named as Jolina within the country by PAGASA. As soon as the PAGASA began issuing advisories on the storm, Tropical Cyclone Warning Signal#1 was raised over most of Cagayan Valley and northern Aurora during August 24. [22] Tropical Cyclone Warning Signal #2 was also raised in the same areas with the inclusion of the Cordillera Administrative Region while Signal #1 was extended to the Ilocos Region and Bicol Region. [23] By August 25, a total of 16 provinces were placed in a warning as they were located within a 100 km (60 mi) radius of the storm. [24] Classes were suspended for all levels over in Albay, Bicol due to possible threats of flooding and landslides on August 25. [25] The government also announced the suspension of classes for August 26 over in Metro Manila and some parts of Central Luzon and Calabarzon. [26] The province of Ilocos Sur declared the suspension of work in all public and private services that same day. [27]

The Office of the Civil Defense warned residents of low-lying areas in the provinces of Cagayan and Isabela of potential flooding. [28] Kennon Road in Benguet were closed due to the threat of landslides. Hiking, trekking, and caving were suspended over in mountainous areas in the Mountain Province. [29] Heavy rainfall from Pakhar caused the Magat Dam to overflow, which also submerged several bridges over in Isabela. [30] A total of 11 flights to Hong Kong and South China from Ninoy Aquino International Airport were canceled due to the storm. [31] Eight domestic flights were canceled throughout August 25. [27]

According to the National Disaster Risk Reduction and Management Council, 3,397 people were affected by the storm with 17 reports of flooding. [27] The cities of Balatan, San Fernando and Ifugao suffered power outages throughout the storm. Overall, no casualties have been reported and damages were relatively minor. [27] Recorded damages in Aurora province have reached PH₱41.27 million (US$808 thousand). [32]

Hong Kong, Macau and South China

Still recovering from the aftermath of Typhoon Hato which impacted the area four days earlier, the Macao Meteorological and Geophysical Bureau issued a Tropical cyclone signal No. 8 for Macau late on August 26, as the storm approached. [33] An orange typhoon warning was also raised over in the provinces of Shenzhen and Guangzhou while red warning was raised in Zhuhai. [34] [35] A total of 206 flights were cancelled and another 471 delayed while 44 flights had to divert, [36] including roughly 300 flights in total in Hong Kong being either cancelled or delayed, with 30 others diverted. [37] There were 13 reports of flooding and 159 fallen trees over in Hong Kong. [38] Two people were stranded in Kowloon Peak and moreover, the Government Flying Service deployed a Challenger 604 fixed-wing plane to locate 11 crew members waiting in the control room of a sinking Hong Tai 176 vessel. [39]

While making landfall, Pakhar brought winds of about 90 km/h (56 mph) with gusts of up to 150 km/h (93 mph) over in Hong Kong, along with nearly 150 mm (5.9 in) of rainfall. [40] A total of 9,000 emergency repairers, 97 emergency generator vehicles and 1,691 generators are in place in Guangxi and the Yangtze River flood control headquarters dispatched personnel for the provinces of Sichuan and Yunnan. [41]

Around 1:00 p.m local time, both the Macau and Hong Kong Observatory lowered their signal to a Tropical cyclone signal No. 3, but it wasn't until 10:10 p.m local time when all signals were down. The Home Affairs Department of Hong Kong opened 27 temporary shelters while the China Ferry Terminal in Tsim Sha Tsui was closed temporarily. Ferry services across the Pearl River Delta were also suspended. [42] Part of the Stonecutters Bridge was closed due to strong winds which made vehicles taller than 1.5 metres and motorcycles barred from using the bridge. [42] Moreover, 51 people sought medical treatment in public hospitals and 231 people have sought refuge in shelters. [37]

An orange typhoon warning was also raised over in the provinces of Shenzhen and Guangzhou while red warning was raised in Zhuhai. [34] [35] Furthermore, Hainan had a total of 24,124 fishing boats put into harbor. [43] All of the water bus service was paused in Pearl River Delta. [44] The city of Taishan had recorded gusts of 119 km/h (74 mph). Pakhar drenched the Pearl River Delta region with the city of Shenzhen having total rainfall of 162 mm (6.4 in). The National Meteorological Center of China had forecast torrential rain over in the South China provinces from August 27–28, especially Guangdong and Guangxi could reach up to 1,800 mm (71 in) of rain. [45] A total of 9,000 emergency repairers, 97 emergency generator vehicles and 1,691 generators are in place in Guangxi and the Yangtze River flood control headquarters dispatched personnel for the provinces of Sichuan and Yunnan. [41]

A total of 83,000 people were affected by the storm, along with 14,000 people in which were evacuated over in the four main affected regions of Guandong, Guangxi, Guizhou and Yunnan. [46] One person died from a traffic incident while 62 were injured, [42] while an additional two were confirmed hours later. [47] Overall, 12 people were killed by Pakhar, [46] and damages have reached CN¥760 million (US$114.4 million). [48]

Elsewhere

The remnants of Pakhar caused heavy rainfall in Bắc Kạn Province, Vietnam. It cost 2 billion (US$88,000) in damage. [49] Pakhar brought extreme rainfall over in some parts of Thailand despite it not having any direct impact. Due to the torrential rain, a major reservoir in Sakon Nakhon had to be discharged, leading to a flood watch being issued in the northern parts of the country on August 28. The Nam Pung Dam also carried about 170 million cubic meters of water, about 3% over its usual holding capacity. [50]

Typhoon Kai-tak, known in the Philippines as Severe Tropical Storm Helen, was a mild tropical cyclone that affected China, Vietnam and Laos. It was the seventh typhoon and the thirteenth named storm of the 2012 Pacific typhoon season. The storm killed 41 people and caused a sum of US$765 million in losses. Kai-tak can be tracked back to the broad area of disturbance embedded in a monsoonal trough that was first spotted, early on August 10. It was only at midnight, on August 16, when the JMA officially declared Kai-tak a typhoon. On the morning of August 17, the windspeed dropped to 60 knots and was no longer a typhoon. The typhoon caused heavy damage in China's two provinces killing four people and causing huge economic loss. Kai-Tak slammed the northern Philippines triggering flash floods and landslides and killing at least ten people, one week after deadly monsoon rains battered the country. In Vietnam, Kai-Tak has stormed across the country's north bringing high winds and floods to several areas including the capital Hanoi.

Severe Tropical Storm Rumbia, known in the Philippines as Tropical Storm Gorio, was a tropical cyclone that brought widespread flooding in areas of the Philippines and China late June and early July 2013. The sixth internationally named storm of the season, Rumbia formed from a broad area of low pressure situated in the southern Philippine Sea on June 27. Steadily organizing, the initial tropical depression moved towards the northwest as the result of a nearby subtropical ridge. On June 28, the disturbance strengthened to tropical storm strength, and subsequently made its first landfall on Eastern Samar in the Philippines early the following day. Rumbia spent roughly a day moving across the archipelago before emerging into the South China Sea. Over open waters, Rumbia resumed strengthening, and reached its peak intensity with winds of 95 km/h (50 mph) on July 1, ranking it as a severe tropical storm. The tropical cyclone weakened slightly before moving ashore the Leizhou Peninsula late that day. Due to land interaction, Rumbia quickly weakened into a low pressure area on July 2 and eventually dissipated soon afterwards.

<span class="mw-page-title-main">Typhoon Meranti</span> Pacific typhoon in 2016

Typhoon Meranti, known in the Philippines as Super Typhoon Ferdie, was one of the most intense tropical cyclones on record. Impacting the Batanes in the Philippines, Taiwan, as well as Fujian Province in September 2016, Meranti formed as a tropical depression on September 8 near the island of Guam. Tracking to the west northwest, Meranti gradually intensified until September 11, at which point it began a period of rapid intensification. Continuing to rapidly intensify, it became a super typhoon early on September 12, as it passed through the Luzon Strait, ultimately reaching its peak intensity on September 13 with 1-minute sustained winds of 315 km/h (195 mph). Shortly afterwards, it passed directly over the island of Itbayat. Meranti passed to the south of Taiwan as a super typhoon, and began weakening steadily as a result of land interaction. By September 15, it struck Fujian Province as a Category 2-equivalent typhoon, becoming the strongest typhoon on record to impact the province. Upon moving inland, rapid weakening ensued and Meranti became extratropical the next day, dissipating shortly afterwards after it passed to the south of the Korean Peninsula.

<span class="mw-page-title-main">Typhoon Haima</span> Pacific typhoon in 2016

Typhoon Haima, known in the Philippines as Super Typhoon Lawin, was the third most intense tropical cyclone worldwide in 2016. It was the twenty-second named storm and the eleventh typhoon of the annual typhoon season. Impacting the Philippines less than 3 days after Typhoon Sarika, Haima formed out of a tropical disturbance southwest of Chuuk on October 14, it developed into a tropical storm the next day. Steady strengthening occurred over the next day or two as it tracked westward towards the Philippines. After forming an eye shortly after it was upgraded to a typhoon, Haima began to rapidly strengthen and eventually became a super typhoon on October 18. It later attained its peak intensity as a Category 5-equivalent tropical cyclone before weakening slightly. Haima later made landfall late on October 19 as a Category 4-equivalent storm. Rapid weakening occurred as it interacted with the landmasses until it entered the Southern China Sea as a weak typhoon. It formed a large ragged eye once again and remained steady in intensity until making landfall in China on October 21. It weakened below typhoon intensity and became extratropical on October 22. The cyclone drifted northeastwards and later eastwards before emerging over water again, but eventually dissipated by October 26.

<span class="mw-page-title-main">Typhoon Nock-ten</span> Pacific typhoon in 2016

Typhoon Nock-ten, known in the Philippines as Super Typhoon Nina, was the strongest Christmas Day tropical cyclone worldwide in terms of 1-minute sustained winds. Forming as a tropical depression southeast of Yap and strengthening into the twenty-sixth tropical storm of the annual typhoon season on December 21, 2016, Nock-ten intensified into the thirteenth typhoon of the season on December 23. Soon afterwards, the system underwent explosive intensification and became a Category 5-equivalent super typhoon early on December 25. Nock-ten weakened shortly afterwards before making eight landfalls over the Philippines. The typhoon weakened rapidly due to the landfalls as it entered the South China Sea on December 26, turned southwest, and ultimately dissipated on December 28 due to the winter monsoon.

<span class="mw-page-title-main">Typhoon Nesat (2017)</span> Pacific typhoon in 2017

Typhoon Nesat, known in the Philippines as Typhoon Gorio, was a strong tropical cyclone that impacted Taiwan and Fujian, China. It was the ninth named storm and the second typhoon of the annual typhoon season. After consolidating slowly for several days, Tropical Storm Nesat developed east of the Philippines on July 25. While experiencing favorable environmental conditions such as very warm sea surface temperatures and low wind shear, Nesat strengthened into a typhoon and reached its peak intensity on July 28. On July 29, the typhoon made landfall near the Taiwanese city of Yilan, before weakening to a severe tropical storm and making landfall again near Fuqing on China's east coast late the same day. Moving into July 30, Nesat continued to weaken under the effects of land interaction.

<span class="mw-page-title-main">Typhoon Hato</span> Pacific typhoon in 2017

Typhoon Hato, known in the Philippines as Severe Tropical Storm Isang, was a strong tropical cyclone that struck South China in August 2017. The thirteenth named storm and the fourth typhoon of the Pacific typhoon season, Hato formed as a tropical depression over the east of Luzon on 19 August. The system further developed and became a tropical storm the next day. On 21 August, Hato emerged over the northern portion of the South China Sea and reached typhoon intensity. Rapid intensification ensued on 23 August, and Hato became a Category 3-equivalent typhoon before making landfall over Jinwan, Zhuhai. The storm further weakened over land and dissipated on 24 August.

<span class="mw-page-title-main">2021 Pacific typhoon season</span> Typhoon season in the Western Pacific Ocean

The 2021 Pacific typhoon season was the second consecutive to have below-average tropical cyclone activity, with twenty-two named storms, and was the least active since 2011. Nine became typhoons, and five of those intensified into super typhoons. This low activity was caused by a strong La Niña that had persisted from the previous year. The season's first named storm, Dujuan, developed on February 16, while the last named storm, Rai, dissipated on December 21. The season's first typhoon, Surigae, reached typhoon status on April 16. It became the first super typhoon of the year on the next day, also becoming the strongest tropical cyclone in 2021. Surigae was also the most powerful tropical cyclone on record in the Northern Hemisphere for the month of April. Typhoons In-fa and Rai are responsible for more than half of the total damage this season, adding up to a combined total of $2.02 billion.

The 2022 Pacific typhoon season was the third consecutive season to have below-average tropical cyclone activity, with twenty-five named storms forming. Of the tropical storms, ten became typhoons, and three would intensify into super typhoons. The season saw a slightly below average activity by named storm count, although many of the storms were weak and short-lived, particularly towards the end of the season. This low activity was caused by an unusually strong La Niña that had persisted from 2020. The season's first named storm, Malakas, developed on April 6, while the last named storm, Pakhar, dissipated on December 12. The season's first typhoon, Malakas, reached typhoon status on April 12. The season ran throughout 2022, though most tropical cyclones typically develop between May and October. Tropical storms Megi and Nalgae were responsible for more than half of the casualties, while typhoons Hinnamnor and Nanmadol both caused $1 billion in damages.

<span class="mw-page-title-main">Tropical Storm Merbok (2017)</span> Pacific severe tropical storm in 2017

Severe Tropical Storm Merbok was a weak tropical cyclone that brought significant impacts to southern China in June 2017. Merbok developed out of a tropical depression which was first monitored by the JMA while it was west of Manila, Philippines, on June 10. The system would later be named 04W by the JTWC. The depression then strengthened into Tropical Storm Merbok before making landfall in eastern Shenzhen, China. Merbok would rapidly weaken inland, dissipating over Southern China on June 13.
