The Victoria Affair (code name Operation Iron Law) was a military operation conducted by the Israel Defense Forces (IDF) in March 2011 in which the Israeli Navy intercepted the vessel Victoria on the international waters in the Mediterranean, [1] and discovered concealed weapons which, according to the IDF, were destined for Palestinian militant organizations in the Gaza Strip. The vessel was found to be carrying approximately 50 tons of weapons, including C-704 anti-ship missiles, rocket launchers, radar systems, mortar shells and rifle ammunition.
Israel maintains a naval blockade of the Gaza Strip to prevent the smuggling of arms into the hands of militant organizations based there. In 2003, Israeli commandos intercepted the Karine A in the Red Sea, and seized 50 tons of missiles, mortars, rifles and ammunition which it said were destined for Gaza. In 2009, the Israeli navy intercepted the Iranian vessel Francop off the coast of Cyprus, carrying hundreds of tons of weapons. [1] Iran is Hamas's main arms provider, smuggling weapons overland through Sudan and Sinai in addition to using the sea route. [2]
Israeli commanders were acting on intelligence reports indicating that 39 of the 100 containers on deck were loaded with Iranian weapons [3] while at port in Syria, and were to be transferred to Hamas. The Victoria was seized about 200 nautical miles from the Israeli coast, while on its way from Turkey to El-Arish port in Egypt (other sources give the destination as Alexandria, Egypt). [3] According to the IDF, the ship picked up the cargo in the Port of Latakia in Syria and sailed to Mersin, Turkey. [4] The ship was intercepted by Israeli Navy missile ships, which radioed the captain and questioned him about his point of origin and planned destination, then informed him that his ship was suspected of carrying illegal cargo, and requested permission to board for an inspection. The captain agreed, and ordered the vessel stopped. Several minutes later, speedboats carrying commandos from Israel's elite naval unit, Shayetet 13, pulled alongside the ship. A ladder was dropped for them to climb aboard. The commandos boarded with their weapons at the ready out of concern that there could be Iranian or Hamas operatives on board. The commandos ordered the crew to assemble on the bridge, and then began inspecting the cargo. [3] The IDF said the ship's crew was unaware it was carrying concealed weapons. The ship was redirected to the Port of Ashdod for further inspection. After the contraband was unloaded, Israel announced it would release the Victoria and allow it to continue its journey to the Egyptian port of Alexandria. [5]
According to the IDF's Deputy Navy Commander Rear Admiral Rani Ben-Yehuda, the weapons may have been transported from Iran to Syria several weeks earlier, when two Iranian warships sailed through the Suez Canal. [6]

According to the IDF, the weapons were accompanied by user manuals in Persian. [6] The packing slip for the 60mm mortar also included a range table for use with a model AZ111-A2 impact fuse, made exclusively by Iran. [8] In an attempt to mislead would-be inspectors, "Made in Britain" labels were attached to all of the crates. [9]
The C-704 missile has a range of 35 kilometers, and a 130 kilogram explosive warhead capable of sinking a 1,000-ton ship. According to The Jerusalem Post , had the six missiles the ship was carrying arrived in the Gaza Strip, they "would have forced the navy to change the way it operates. It now operates just a few kilometers from shore; this would no longer be possible". [3]

The Santorini was a fishing boat used for weapons-smuggling, which was captured in May 2001 by the Israeli Shayetet 13 Naval Commando Unit. This was the first ship caught in an attempt to smuggle weapons to Palestinian-controlled territories. In May 2002, three of the Santorini's crew members were convicted of attempting to smuggle weapons into the Gaza Strip.
The Karine A affair, also known as Operation "Noah's Ark", was an Israeli military action in January 2002 in which the Israel Defense Forces (IDF) forces seized MV Karine A, which, according to the IDF, was a Palestinian freighter in the Red Sea. The vessel was found to be carrying 50 tons of weapons, including short-range Katyusha rockets, antitank missiles, and high explosives.
Shayetet 13 is a unit of the Israeli Navy and one of the primary sayeret (reconnaissance) units of the Israel Defense Forces. Shayetet 13 specializes in sea-to-land incursions, counter-terrorism, sabotage, maritime intelligence gathering, maritime hostage rescue, and boarding. The unit is trained for sea, air and land actions. The unit has taken part in almost all of Israel's major wars, as well as other actions.

The MV Francop is a German-owned, Antigua and Barbuda-flagged merchant cargo ship. In November 2009 the Israeli navy boarded the vessel in the Mediterranean Sea, suspecting that it was carrying weapons destined for Hezbollah from the Islamic Republic of Iran in violation of United Nations Security Council Resolution 1701. Hundreds of tons of weapons were found on the ship, which was then directed to berth in Israel.
The Francop Affair was a high seas incident on November 4, 2009 in which the Israeli Navy seized the cargo ship MV Francop in the eastern Mediterranean Sea and its cargo of hundreds of tons of weapons allegedly bound from Iran to Hezbollah. The incident is also known by its military operation name, Operation Four Species.
The Cambodian-flagged Irish MV Rachel Corrie was part of the Gaza Freedom Flotilla that sailed to Gaza to deliver humanitarian aid in 2010. The ship was unable to join the other six ships in the flotilla because of mechanical problems that forced it to undergo repairs in Malta. The other six ships were confronted by a raid on 31 May 2010 during which nine activists were killed by Israeli naval forces.

Operation Full Disclosure was a military operation carried out by the Israel Defense Forces on March 5, 2014, in the Red Sea. After days of surveillance far out to sea, Israeli Navy Shayetet 13 commandos seized the Iranian-owned and Panamanian-registered merchant vessel Klos C that had set sail from Iran, heading for Port Sudan via Iraq. On board, the commandos found long-range missiles suspected to be destined for the Gaza Strip concealed in containers full of Iranian bags marked as Portland cement. An unnamed senior Egyptian security official reportedly confirmed that the arms shipment was headed for militants in either Gaza or Sinai. A UN panel of experts concluded that the weapons came from Iran and were being sent to Sudan, accusing Iran of violating the arms embargo. United Nations Security Council Resolution 1929 authorizes states to seize items, including arms, that Iran is forbidden from exporting.
The Klos C is a Marshall Islands-owned, Panamanian-registered merchant cargo ship. The Klos C was built in 1996, in Saint Petersburg, Russia by the shipbuilders Severnaya Verf. At the time of its christening, it was briefly known by the name Otztal, after which its name was changed to Klostertal and then Klos C in July, 2012.
Freedom Flotilla III (#FF3) was a flotilla that planned to break the blockade of the Gaza Strip by Israel by sailing to Gaza. It started from Sweden on 10 May 2015 and stopped in several European cities along the way to Gaza. It started officially from Athens, Greece on 25 June 2015. Few details were released in advance.
