The Interim Government of India, also known as the Provisional Government of India, formed on 2 September 1946 [1] from the newly elected Constituent Assembly of India, had the task of assisting the transition of British India to independence. It remained in place until 15 August 1947, the date of the independence (and partition) of British India, and the creation of the dominions of India and Pakistan. [2] [3] [4]
After the end of the Second World War, the British authorities in India released all political prisoners who had participated in the Quit India movement. The Indian National Congress, which had long fought for self rule, agreed to participate in elections for a constituent assembly, as did the Muslim League. The newly elected government of Clement Attlee dispatched the 1946 Cabinet Mission to India to formulate proposals for the formation of a government that would lead to an independent India. [4]
The elections for the Constituent Assembly were not direct elections, as the members were elected from each of the provincial legislative assemblies. In the event, the Indian National Congress won a majority of the seats, some 69 per cent, including almost every seat in areas with a majority Hindu electorate. The Congress had clear majorities in eight of the eleven provinces of British India. [5] The Muslim League won the seats allocated to the Muslim electorate.
The Viceroy's Executive Council became the executive branch of the interim government. Originally headed by the Viceroy of India, it was transformed into a council of ministers, with the powers of a prime minister bestowed on the vice-president of the Council, a position held by the Congress leader Jawaharlal Nehru. After independence, all members would be Indians, apart from the Viceroy, in August to become the Governor-General, Lord Mountbatten, who would hold only a ceremonial position, and the Commander-in-Chief, India, [4] Sir Claude Auchinleck, replaced after independence by General Sir Rob Lockhart.
The senior Congress leader Vallabhbhai Patel held the second-most powerful position in the Council, heading the Department of Home Affairs, Department of Information and Broadcasting. [6] The Sikh leader Baldev Singh was responsible for the Department of Defence and Chakravarthi Rajagopalachari was named to head the Department of Education and arts. [6] Asaf Ali, a Muslim Congress leader, headed the Department of Railways and Transport. Scheduled Caste leader Jagjivan Ram headed the Department of Labour, while Rajendra Prasad headed the Department of Food and Agriculture and John Matthai headed the Department of Industries and Supplies. [6]
Upon the Muslim League joining the interim government, the second highest-ranking League politician, Liaquat Ali Khan, became the head of the Department of Finance. Abdur Rab Nishtar headed the Departments of Posts and Air and Ibrahim Ismail Chundrigar headed the Department of Commerce. [6] The League nominated a Scheduled Caste Hindu politician, Jogendra Nath Mandal, to lead the Department of Law. [6]

Although until August 1947 British India remained under the sovereignty of the United Kingdom, the interim government proceeded to establish diplomatic relations with other countries, including the United States. [3] Meanwhile, the Constituent Assembly, from which the Interim Government was drawn, began the task of drafting a constitution for independent India.
The Constituent Assembly of India was partly elected and partly nominated body to frame the Constitution of India. It was elected by the Provincial assemblies of British India following the Provincial Assembly elections held in 1946 and nominated by princely states. After India's independence from the British in August 1947, its members served as the nation's 'Provisional Parliament', as well as the Constituent Assembly. It was conceived and created by V. K. Krishna Menon, who first outlined its necessity in 1933 and enshrined it as an Indian National Congress demand.
The Indian Councils Act 1909, commonly known as the Morley–Minto or Minto–Morley Reforms, was an act of the Parliament of the United Kingdom that brought about a limited increase in the involvement of Indians in the governance of British India. Named after Viceroy Lord Minto and Secretary of State John Morley, the act introduced elections to legislative councils and admitted Indians to councils of the Secretary of State for India, the viceroy, and to the executive councils of Bombay and Madras states. Muslims were granted separate electorates according to the demands of the Muslim League.
The Dominion of India, officially the Union of India, was an independent dominion in the British Commonwealth of Nations existing between 15 August 1947 and 26 January 1950. Until its independence, India had been ruled as an informal empire by the United Kingdom. The empire, also called the British Raj and sometimes the British Indian Empire, consisted of regions, collectively called British India, that were directly administered by the British government, and regions, called the princely states, that were ruled by Indian rulers under a system of paramountcy, in favor of the British. The Dominion of India was formalised by the passage of the Indian Independence Act 1947, which also formalised an independent Dominion of Pakistan—comprising the regions of British India that are today Pakistan and Bangladesh. The Dominion of India remained "India" in common parlance but was geographically reduced by the lands that went to Pakistan, as a separate dominion. Under the Act, the King remained the monarch of India but the British government relinquished all responsibility for administering its former territories. The government also revoked its treaty rights with the rulers of the princely states and advised them to join in a political union with India or Pakistan. Accordingly, one of the British monarch's regnal titles, "Emperor of India," was abandoned.
A cabinet mission went to India on 24 March 1946 to discuss the transfer of power from the British government to the Indian political leadership with the aim of preserving India's unity and granting its independence. Formed at the initiative of British Prime Minister Clement Attlee, the mission contained as its members, Lord Pethick-Lawrence, Sir Stafford Cripps, and A. V. Alexander. The Viceroy of India Lord Wavell participated in some of the discussions.
United Bengal was a proposal to transform Bengal Province into an undivided, sovereign state at the time of the Partition of India in 1947. It sought to prevent the division of Bengal on religious grounds. The proposed state was to be called the Free State of Bengal. A confessionalist political system was mooted. The proposal was not put up for a vote. The British government proceeded to partition Bengal in accordance with the Mountbatten Plan and Radcliffe Line.
After the Indian Rebellion of 1857, the British Government took over the administration to establish the British Raj. The British Raj was the period of British Parliament rule on the Indian subcontinent between 1858 and 1947, for around 89 years of British occupation. The system of governance was instituted in 1858 when the rule of the East India Company was transferred to the Crown in the person of Queen Victoria.
The Simla Conference of 1945 was a meeting between the Viceroy of India, Lord Wavell and the major political leaders of British India at the Viceregal Lodge in Simla. When it was clear that British intended to leave India, they desperately needed an agreement on what should happen when they leave.
The Central Legislative Assembly was the lower house of the Imperial Legislative Council, the legislature of British India. It was created by the Government of India Act 1919, implementing the Montagu–Chelmsford Reforms. It was also sometimes called the Indian Legislative Assembly and the Imperial Legislative Assembly. The Council of State was the upper house of the legislature for India.
The Viceroy's Executive Council, formerly known as Council of Four and officially known as the Council of the Governor-General of India, was an advisory body and cabinet of the Governor-General of India, also known as Viceroy. It existed from 1773 to 1947 in some form or the other.
The second legislative assembly election for the Madras Presidency after the establishment of a bicameral legislature by the Government of India Act of 1935 was held in 1946. The election was held after 6 years of Governor's rule starting from 1939, when the Indian National Congress government of C. Rajagopalachari resigned protesting Indian involvement in World War II. This was the last election held in the presidency - after Indian independence in 1947, the presidency became the Madras state. The election was held simultaneously with that of the Legislative Council. The Congress swept the polls by winning 163 out of 215 seats. The years after this election saw factionalism in Madras Congress party with divisions across regional and communal lines. Competition among T. Prakasam, C. Rajagopalachari and K. Kamaraj resulted in the election of Prakasam as the prime minister initially. But he was later defeated by Omandur Ramaswamy Reddiar with Kamaraj's support. In turn, Reddiar himself was ousted to make way for P. S. Kumaraswamy Raja with the support of Kamaraj.
The first legislative assembly election for the Madras Presidency was held in February 1937, as part of the nationwide provincial elections in British India. The Indian National Congress obtained a majority by winning 159 of 215 seats in the Legislative Assembly. This was the first electoral victory for the Congress in the presidency since elections were first conducted for Madras Legislative Council in 1920. The Justice Party which had ruled the presidency for most of the previous 17 years was voted out of power. The assembly was constituted in July 1937 and C. Rajagopalachari (Rajaji) became the first Congress Prime Minister of Madras.

M. Muhammad Ismail Rowther Sahib was an Indian politician and social worker from southern Indian state Tamil Nadu. he was a founder of the Indian Union Muslim League party after the partition of British India. He was popularly known in Tamil Nadu and Kerala as the "Quaid-e-Millat". Ismail was a member of Madras Legislative Assembly and Leader of the Opposition (1946—52). He was also a member (1948—50) of the Constituent Assembly, the drafting body of the constitution of India. He was also a member of Rajya Sabha (1952—58) and Lok Sabha.
Provincial elections were held in British India in the winter of 1936–37 as mandated by the Government of India Act 1935. Elections were held in eleven provinces - Madras, Central Provinces, Bihar, Orissa, the United Provinces, the Bombay Presidency, Assam, the North-West Frontier Province, Bengal, Punjab and Sind.
After power transformation, on 15 August 1947, Jawaharlal Nehru assumed office as the first Prime Minister of India and chose fifteen ministers to form the First Nehru ministry.
Muhammad Ali Jinnah was a barrister, politician, and the founder of Pakistan. Jinnah served as the leader of the All-India Muslim League from 1913 until the inception of Pakistan on 14 August 1947 and then as the Republic of Pakistan's first governor-general until his death.
Provincial elections were held in British India in January 1946 to elect members of the legislative councils of the Indian provinces. The Congress, in a repeat of the 1937 elections, won (90%) of the general non-Muslim seats while the Muslim League won the majority of Muslim seats (87%) in the provinces.
The Legislatures of British India included legislative bodies in the presidencies and provinces of British India, the Imperial Legislative Council, the Chamber of Princes and the Central Legislative Assembly. The legislatures were created under Acts of Parliament of the United Kingdom. Initially serving as small advisory councils, the legislatures evolved into partially elected bodies, but were never elected through suffrage. Provincial legislatures saw boycotts during the period of dyarchy between 1919 and 1935. After reforms and elections in 1937, the largest parties in provincial legislatures formed governments headed by a prime minister. A few British Indian subjects were elected to the Parliament of the United Kingdom, which had superior powers than colonial legislatures. British Indian legislatures did not include Burma's legislative assembly after 1937, the State Council of Ceylon nor the legislative bodies of princely states.
The Bengal Legislative Assembly was the largest legislature in British India, serving as the lower chamber of the legislature of Bengal. It was established under the Government of India Act 1935. The assembly played an important role in the final decade of undivided Bengal. The Leader of the House was the Prime Minister of Bengal. The assembly's lifespan covered the anti-feudal movement of the Krishak Praja Party, the period of World War II, the Lahore Resolution, the Quit India movement, suggestions for a United Bengal and the partition of Bengal and partition of British India.
Elections to the Punjab Provincial Assembly were held in January 1946 as part of the 1946 Indian provincial elections.
