The Ninth Extraordinary Session of the Islamic Summit Conference was organized by the Organization of Islamic Cooperation (OIC) in response to the 2023 Israel–Hamas war. The meeting took place on 18 October 2023 at the General Secretariat headquarters in Jeddah, Saudi Arabia.

Background

The urgent meeting was prompted by the events on October 7 when Hamas initiated a series of attacks on Israel, resulting in significant loss of life. [1] Israel responded to these attacks with retaliatory strikes on Gaza. [2]

Iran initiated the call for an emergency meeting of the OIC during the intense fighting between Hamas and Israeli forces. [3] [4] Subsequently, other member states supported this call, leading to the convening of an extraordinary meeting. [2] As a result, the OIC completed the necessary preparations for convening an open-ended, emergency special meeting at the ministerial level. The purpose of this meeting was to address the aggression against Gaza and its worsening humanitarian situation. [5]

Objectives

The primary goal of this meeting was to tackle the ongoing crisis in Gaza and its neighboring regions, paying specific attention to the worsening conditions that endanger civilian lives and regional stability. [2]

Outcomes

Various Muslim countries attended the session, expressing their concerns and taking positions on the 2023 Israel–Hamas war.

Iran urges Muslim countries to impose sanctions on Israel following an attack on a hospital in Gaza. [6] This included a demand for an oil embargo, which briefly caused a jump in crude prices. [7] However, OPEC announced that it had no immediate plans to take action in response to Iran's call. [8] Iran also called on Muslim states to boycott Israel. [9]

Pakistan demanded that the international community hold Israel accountable for war crimes. [10] Pakistan's Foreign Minister Jalil Abbas Jilani emphasized the need for bold decisions until a sovereign Palestinian state with East Jerusalem as its capital is established. [11]

Saudi Arabia’s Foreign Minister Faisal bin Farhan Al-Saud called for lifting the blockade and establishing humanitarian corridors in Gaza, and also rejected the forced displacement of Palestinians.

Turkey urged the Muslim world to take action for the establishment of a Palestinian state. [12]

In 2008 the Israel Defense Forces launched Operation Hot Winter, also called Operation Warm Winter, in the Gaza Strip, starting on February 29, 2008 in response to Qassam rockets fired from the Strip by Hamas onto Israeli civilians. At least 112 Palestinians, along with three Israelis, were killed, and more than 150 Palestinians and seven Israelis were injured.

On December 6, 2017, the United States of America officially recognized Jerusalem as the capital city of the State of Israel. American president Donald Trump, who signed the presidential proclamation, also ordered the relocation of the American diplomatic mission to Jerusalem from Tel Aviv, constituting what is now the Embassy of the United States in Jerusalem, which was established on the grounds of the former Consulate General of the United States in Jerusalem. Israeli prime minister Benjamin Netanyahu welcomed the decision and praised the announcement by the Trump administration. On December 8, U.S. Secretary of State Rex Tillerson clarified that Trump's statement "did not indicate any final status for Jerusalem" and "was very clear that the final status, including the borders, would be left to the two parties to negotiate and decide" in reference to the recognition's impact on the Israeli–Palestinian peace process.

On 7 October 2023, a large escalation of the Gaza–Israel conflict began with a coordinated offensive by multiple Palestinian militant groups against Israel. A number of countries, including many of Israel's Western allies, such as the United States and a number of European countries, condemned the attacks by Hamas, expressed solidarity for Israel and stated that Israel has a right to defend itself from armed attacks, while countries of the Muslim world have expressed support for the Palestinians, blaming the Israeli occupation of the Palestinian territories as being the root cause for the escalation of violence. The events prompted several world leaders to announce their intention to visit Israel, including US President Joe Biden, French President Emmanuel Macron, German Chancellor Olaf Scholz, and British Prime Minister Rishi Sunak.

The Seventh Extraordinary Session of the Islamic Summit Conference was an event organized by the Organization of Islamic Cooperation (OIC) on 18 May 2018 in Istanbul, Turkey. The conference was organized in response to the serious developments in the State of Palestine.

The Gaza war sparked a major diplomatic crisis, with many countries around the world reacting strongly to the conflict that affected the momentum of regional relations. At least nine countries took the drastic step of recalling their ambassadors or cutting diplomatic ties with Israel. The conflict has also resulted in a renewed focus on a two-state solution to the ongoing conflict.

The 2023 Arab–Islamic extraordinary summit was organized between the Arab League and the Organization of Islamic Cooperation on 11 November 2023, in Riyadh, the capital of Saudi Arabia, chaired by Crown Prince and Prime Minister Mohammed bin Salman. The urgent meeting was prompted by the Israel–Hamas war.

During the Israel–Hamas war, mass graves have been widely used in the Gaza Strip by Palestinians, with the courtyards of many hospitals converted.

The Khadija School airstrike by the Israel Defense Forces (IDF) occurred on 26 July 2024 during the Gaza war in the central region of Gaza, specifically in Deir al-Balah. The airstrike killed at least 30 individuals, including seven minors. The Gaza Health Ministry run by Hamas reported an additional 100 casualties. The victims, who had sought shelter at the school, were transported to Shuhada al-Aqsa Hospital for medical attention.
