The Constitution Alteration (Parliamentary Terms) 1988 [1] was an unsuccessful proposal put to referendum in the 1988 Australian referendum on 3 September 1988. It proposed to alter the Australian constitution so that both the House of Representatives and the Senate would be elected for a term of four years. This involved reducing the terms of the Senate from six years to four years, and increasing the terms of the House of Representatives from three years to four years. It also proposed for the fourth time that Senate and House elections occur simultaneously.

7. The Senate
- The Senate shall be composed of senators for each State, directly chosen by the people of the State, voting, until the Parliament otherwise provides, as one electorate.
- But until the Parliament of the Commonwealth otherwise provides, the Parliament of the State of Queensland, if that State be an Original State, may make laws dividing the State into divisions and determining the number of senators to be chosen for each division, and in the absence of such provision the State shall be one electorate.
- Until the Parliament otherwise provides there shall be six senators for each Original State. The Parliament may make laws increasing or diminishing the number of senators for each State, but so that equal representation of the several Original States shall be maintained and that no Original State shall have less than six senators.
- The
senators shall be chosen for a term of six years, and thenames of the senators chosen for each State shall be certified by the Governor to the Governor-General.9. Method of election of senators
- The Parliament of the Commonwealth may make laws prescribing the method of choosing senators, but so that the method shall be uniform for all the States. Subject to any such law, the Parliament of each State may make laws prescribing the method of choosing the senators for that State.
- Times and places
The Parliament of a State may make laws for determining the times and places of elections of senators for the State.12. Issue of writs
- The Governor of any State may cause writs to be issued for elections of senators for the State.
In case of the dissolution of the Senate the writs shall be issued within ten days from the proclamation of such dissolution.The writs shall be issued within ten days from the expiry of a House of Representatives or from the proclamation of a dissolution thereof, but so that the polling day shall be the same day as the polling day for the election of members of the House of Representatives.
13. Rotation of senators
As soon as may be after the Senate first meets, and after each first meeting of the Senate following a dissolution thereof, the Senate shall divide the senators chosen for each State into two classes, as nearly equal in number as practicable; and the places of the senators of the first class shall become vacant at the expiration of three years, and the places of those of the second class at the expiration of six years, from the beginning of their term of service; and afterwards the places of senators shall become vacant at the expiration of six years from the beginning of their term of service.The election to fill vacant places shall be made within one year before the places are to become vacant.For the purposes of this section the term of service of a senator shall be taken to begin on the first day of July following the day of his election, except in the cases of the first election and of the election next after any dissolution of the Senate, when it shall be taken to begin on the first day of July preceding the day of his election.
14. Further provision for rotation
Whenever the number of senators for a State is increased or diminished, the Parliament of the Commonwealth may make such provision for the vacating of the places of senators for the State as it deems necessary to maintain regularity in the rotation.13. Terms of service of senators.
- (1) The terms of service of senators expire upon the expiry or dissolution of the House of Representatives.
- (2) Subsection (1) applies in relation to the term of service of any senator, including:
- (a) a senator holding office at the commencement of this section; and
- (b) a senator chosen or appointed after that commencement in consequence of a vacancy existing at that commencement;
- but, in the case of a senator appointed by the Governor of a State, this section does not extend the term of the appointment after the expiration of 20 fourteen days from the beginning of the next session of the Parliament of the State following the making of the appointment.
28. Duration of House of Representatives
- Every House of Representatives shall continue for
three yearsfour years from the first meeting of the House, and no longer, but may be sooner dissolved by the Governor-General.- In relation to a House of Representatives whose first meeting occurred before the commencement of the Constitution Alteration (Parliamentary Terms) 1988, the last preceding paragraph has effect as if the reference to four years were a reference to three years.
The referendum was not approved by a majority of voters, and a majority of the voters was not achieved in any state. [3] [4]

The Senate is the upper house of the bicameral Parliament of Australia, the lower house being the House of Representatives. The composition and powers of the Senate are established in Chapter I of the Constitution of Australia. There are a total of 76 senators: 12 are elected from each of the six Australian states regardless of population and 2 from each of the two autonomous internal Australian territories. Senators are popularly elected under the single transferable vote system of proportional representation.
The Parliament of Australia is the legislative branch of the government of Australia. It consists of three elements: the monarch, the Senate and the House of Representatives. The combination of two elected chambers, in which the members of the Senate represent the states and territories while the members of the House represent electoral divisions according to population, is modelled on the United States Congress. Through both chambers, however, there is a fused executive, drawn from the Westminster system.
The Australian electoral system comprises the laws and processes used for the election of members of the Australian Parliament and is governed primarily by the Commonwealth Electoral Act 1918. The system presently has a number of distinctive features including compulsory enrolment; compulsory voting; majority-preferential instant-runoff voting in single-member seats to elect the lower house, the House of Representatives; and the use of the single transferable vote proportional representation system to elect the upper house, the Senate.
In the Parliament of Australia, a casual vacancy arises when a member of either the Senate or the House of Representatives:
The Senate of Pakistan or Aiwān-e-Bālā Pākistān, constitutionally the House of the Federation, is the upper house of the bicameral Parliament of Pakistan. As of 2023, It has a maximum membership of 100, of which 92 are elected by the provincial legislatures using single transferable vote. Four represent the Federal Capital and another four are representing former Federally Administered Tribal Areas, until membership expiration in 2024. Members sit for terms lasting six years, with half of the house up for election every three years. Unlike the National Assembly, the Senate is a continuing chamber and hence not subject to dissolution.
A writ of election is a writ issued ordering the holding of an election. In Commonwealth countries writs are the usual mechanism by which general elections are called and are issued by the head of state or their representative. In the United States, writs are more commonly used to call special elections for political offices.
Elections in Australia take place periodically to elect the legislature of the Commonwealth of Australia, as well as for each Australian state and territory and for local government councils. Elections in all jurisdictions follow similar principles, although there are minor variations between them. The elections for the Australian Parliament are held under the federal electoral system, which is uniform throughout the country, and the elections for state and territory Parliaments are held under the electoral system of each state and territory.
The Australian referendum of 12 December 1906 approved an amendment to the Australian constitution related to the terms of office of federal senators. Technically it was a vote on the Constitution Alteration Bill 1906, which after being approved in the referendum received the royal assent on 3 April 1907. The amendment moved the date of the beginning of the term of members of the Senate from 1 January to 1 July so that elections to the federal House of Representatives and the Senate could occur simultaneously.
The Constitution Alteration Bill 1974, was an unsuccessful proposal to alter the Australian Constitution to require simultaneous elections for the House of Representatives and the Senate. It was put to voters for approval in a referendum held on 18 May 1974. Previous elections to the House of Representatives and the Senate had usually held simultaneously although this was a matter of convention rather than constitutional law. Election terms had lost synchronisation in the 1960s with separate half Senate elections in 1964, 1967 and 1970.
The Constitution Alteration Bill 1977, was an unsuccessful proposal to alter the Australian Constitution to enable simultaneous elections for the House of Representatives and the Senate. It was put to voters for approval in a referendum held on 21 May 1977.

The Constitution Alteration Bill 1984, was the third unsuccessful proposal to alter the Australian Constitution to require that Senate of Australia and House of Representatives elections be constitutionally enforced to occur on the same day. It was put to voters for approval in a referendum held on 1 December 1984.
The 1910 Australian federal election was held in Australia on 13 April 1910. All 75 seats in the House of Representatives, and 18 of the 36 seats in the Senate were up for election. The incumbent Liberal Party led by Prime Minister Alfred Deakin was defeated by the opposition Australian Labor Party (ALP) led by Andrew Fisher.
This is a list of members of the Australian Senate from 1975 to 1978. The 13 December 1975 election was a double dissolution of both houses, with all 127 seats in the House of Representatives, and all 64 seats in the Senate up for election. Malcolm Fraser had been commissioned as prime minister following the dismissal of Gough Whitlam's Labor government by Governor-General Sir John Kerr, on 11 November 1975. The same day, Fraser advised the calling of the election, in accordance with Kerr's stipulated conditions. Thus the Liberal Party of Australia, led by Fraser, with Coalition partner the National Country Party, led by Doug Anthony, went to the election as a caretaker government. The election resulted in the Coalition securing government with a 30-seat swing away from Labor in the House of Representatives.

The 18 May 1974 election was a double dissolution of both Houses, with all 127 seats in the House of Representatives, and all 60 seats in the Senate up for election. The incumbent Labor Party led by Prime Minister Gough Whitlam defeated the opposition Liberal Party led by Billy Snedden and their Coalition partner the Country Party led by Doug Anthony.
Section 13 of the Constitution of Australia provides for three aspects of the terms of members of the Australian Senate: the timing of elections, the commencement date of their terms and for the Senate to allocate long (six-year) and short (three-year) terms following a double dissolution of the Parliament of Australia. While members of the House of Representatives and territory senators have a maximum three-year term, state senators have a fixed six-year term, subject only to the parliament being dissolved by a double dissolution.
Section 24 of the Constitution of Australia is titled "Constitution of House of Representatives". It provides that the House of Representatives be "directly chosen by the people of the Commonwealth" and have twice as many seats as the Senate. It also provides a formula for the number of seats in each state, subject to later amendment by the parliament, and guarantees at least five members for each original state.
Blundell v Vardon, was the first of three decisions of the High Court of Australia concerning the 1906 election for senators for South Australia. Sitting as the Court of Disputed Returns, Barton J held that the election of Anti-Socialist Party candidate Joseph Vardon as the third senator for South Australia was void due to irregularities in the way the returning officers marked some votes. The Parliament of South Australia appointed James O'Loghlin. Vardon sought to have the High Court compel the governor of South Australia to hold a supplementary election, however the High Court held in R v Governor of South Australia; Ex parte Vardon that it had no power to do so. Vardon then petitioned the Senate seeking to remove O'Loghlin and rather than decide the issue, the Senate referred the matter to the High Court. The High Court held in Vardon v O'Loghlin that O'Loghlin had been invalidly appointed and ordered a supplementary election. Vardon and O'Loghlin both contested the supplementary election, with Vardon winning with 54% of the vote.
The Constitution Alteration Bill 1988, was an unsuccessful proposal to alter the Australian Constitution to enshrine the principle that each elector's vote should have equal value in Australia, also referred to as one vote, one value, including in states and territories. It was put to voters for approval in a referendum held on 3 September 1988.
The next Australian federal election will be held some time during or before 2025 to elect members of the 48th Parliament of Australia. All 150 seats in the House of Representatives and likely 40 of the 76 seats in the Senate will be contested. It is expected that at this election, the Labor government of Prime Minister Anthony Albanese will be seeking re-election to a second term in office, opposed by the Liberal/National Coalition under Leader of the Opposition Peter Dutton.
