A by-election was held on 7 October 2023 [1] in the Pelangai state constituency due to the death of incumbent Johari Harun on 17 August 2023 as a result of the Elmina plane crash. [2]
This is the latest by-election in Pahang after the 2020 Chini by-election. [note 1]
Pelangai is a state constituency in the Malaysian state of Pahang, and one of the four constituencies in the federal constituency of Bentong. [3] As of August 2023, Supplementary Electoral Roll used by Election Commission (EC) for this by-election, Pelangai has 16,456 eligible registered voters, including 36 voters from the police force and 3 abroad voters. [4]
The incumbent, Johari had held the seat for only 9 months since the 15th General Election on 19 November 2022, representing the United Malays National Organisation (UMNO) party under the Barisan Nasional (BN) coalition. The UMNO Youth Chief for Bentong, he had replaced former Menteri Besar Adnan Yaakob, who has held the seat since elected in 1986 until his retirement in 2022. [3] Johari won the seat in the 2022 Pahang state election, defeating 3 other candidates with 4,048 votes majority over his nearest rival. He had been the Pahang EXCO member for the portfolio of local government, housing, environment, and green technology until his death. [3]
Candidates nomination day was announced by Election Commission (EC) to be on 23 September 2023. [4] BN has stated that it would nominate its candidate to defend the seat, [5] [6] and Perikatan Nasional (PN) also confirmed its intention to contest. [7] [8] Pakatan Harapan (PH), the other major party in the country, decided not to contest this by-election, instead helping to campaign on behalf of its partner in the federal and state government, BN. [9] On the nomination day, 3 candidates were accepted: Amizar Abu Adam from BN, Kasim Samat from PN, and Haslihelmy DM Zulhasli as an independent candidate. [10]
Amizar was announced as the BN candidate on 20 September, by the UMNO Vice President, UMNO Pahang Chief and Pahang Menteri Besar, Wan Rosdy Wan Ismail. [11] Amizar, an UMNO Bentong Committee member, had previously contested in Ketari in the 2022 Pahang state election but lost by a slim majority of 120 votes. [11]
On the same day as Amizar's announcement, PN's candidate Kasim Samat was announced by PAS Deputy President, Dato' Sri Tuan Ibrahim Tuan Man. [12] The PAS Bentong Vice Chief and former teacher, Kasim was re-nominated after losing to Johari in the same seat 9 months earlier. [12]
Haslihelmy DM Zulhasli, the president for NGO Pertubuhan Suara Anak Pahang (PSAP) is the first person to announce his intention to contest as independent on 29 August. [13] [14] A businessman born in Pelangai, he was an UMNO member for 15 years. [15] His motivation to contest the election is to bring the local and youth voice to the State Assembly, [13] [15] and also in protest of UMNO's choice of Amizar as its candidate for the by-election. [16] Haslihelmy's decision to contest in the by-election resulted on his UMNO membership being terminated on the nomination day. [17]

Amizar, the winner of the by-election, were sworn in as the new MLA for Pelangai on 13 February 2024, 4 months after his victory, before the Sultan of Pahang, Sultan Abdullah at Istana Abdulaziz. [18] The following day, Pahang MB, Wan Rosdy announced reshuffling of the State EXCO portfolios, in which Amizar was appointed EXCO of Felda Affairs, Cooperatives and Entrepreneurs. [19]
Johari bin Abdul is a Malaysian politician who has served as the 11th Speaker of the Dewan Rakyat since December 2022. Previously, he served as the State Leader of the Opposition of Kedah beginning in October 2022 and was a Member of the Kedah State Legislative Assembly (MLA) for Gurun from May 2018 until his resignation in December 2022. He was also the Member of Parliament (MP) for Sungai Petani from March 2008 and held the role of Chairman of the Pakatan Harapan Backbenchers Club (PHBBC) from August 2018 to November 2022. Johari is a member of the People's Justice Party (PKR), a component party of the Pakatan Harapan (PH) coalition.
Ismail bin Abdul Muttalib is a Malaysian politician who has served as the Member of Parliament (MP) for Maran since March 2004. He served as the Deputy Minister of Housing and Local Government for the second term in the Barisan Nasional (BN) administration under former Prime Minister Ismail Sabri Yaakob and former Minister Reezal Merican Naina Merican from August 2021 to the collapse of the BN administration in November 2022 and the first term in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin and former Minister Zuraida Kamaruddin from March 2020 to the collapse of the PN administration in August 2021. He is a member of the Malaysian Islamic Party (PAS), a component party of the PN coalition and was a member of the United Malays National Organisation (UMNO), a component party of the BN coalition.
Mohd Shahar bin Abdullah is a Malaysian politician who has served as the Member of Parliament (MP) for Paya Besar since May 2018 and Chairman of the Government Backbenchers Club since March 2024. He served as the Deputy Minister of Finance I in the Barisan Nasional (BN) administration under former prime minister Ismail Sabri Yaakob and former minister Tengku Zafrul Aziz from August 2021 to the collapse of the BN administration in November 2022 and the Deputy Minister of Finance II in the Perikatan Nasional (PN) administration under former prime minister Muhyiddin Yassin and former Minister Tengku Zafrul from March 2020 to the collapse of BN administration in August 2021. He is a member and the Division Chief of Paya Besar of the United Malays National Organisation (UMNO), a component party of the BN coalition.
A by-election was held on 4 July 2020 for the seat of Chini in the Pahang State Legislative Assembly. The seat became vacant following the death of the incumbent Member of the Legislative Assembly (MLA) from United Malays National Organisation (UMNO) of Barisan Nasional (BN) coalition, Abu Bakar Harun on 7 May 2020 who had held the seat since 2004. Mohd Sharim Md Zain from BN won the by-election with a 12,650 majority to retain the seat again.
Muhammad Jailani bin Khamis is a Malaysian politician who has served as Member of the Malacca State Legislative Assembly (MLA) for Rembia since May 2018. He served as Member of the Malacca State Executive Council (EXCO) in the Barisan Nasional (BN) state administration under former Chief Minister Sulaiman Md Ali from November 2021 to March 2023 for the third term, from March 2020 to November 2021 for the second term and under former Chief Minister Adly Zahari from May 2018 to the collapse of the Pakatan Harapan (PH) state administration in March 2020 for the first term. He is a member of the Malaysian Islamic Party (PAS), a component party of the Perikatan Nasional (PN) coalition. He was a member of the United Malays National Organisation (UMNO), a component party of the BN coalition before leaving UMNO for PAS and of the People's Justice Party (PKR), a component party of the PH coalition before leaving PKR and becoming an independent and supporting the BN coalition for nine months and later joining UMNO. He is also one of the only three Melaka Opposition and PN MLAs alongside State Leader of the Opposition and Bemban MLA Mohd Yadzil Yaakub and Sungai Udang MLA Mohd Aleef Yusof.
A by-election was held on 29 August 2020 for the seat of Slim in the Perak State Legislative Assembly. The seat fell vacant following the sudden death of the incumbent Member of the Legislative Assembly (MLA) from United Malays National Organisation (UMNO) of the Barisan Nasional (BN) coalition, Mohd. Khusairi Abdul Talib, 59, due to a heart attack on 15 July 2020. He had held the seat for four terms since 2004.
Mohamad Ali bin Mohamad is a Malaysian politician and teacher who had served as the 14th Deputy President of the Dewan Negara from December 2020 and a Senator from May 2020 to May 2023. He is a member of the Malaysian United Indigenous Party (BERSATU), a component party of the Perikatan Nasional (PN) coalition and was a member of the United Malays National Organisation (UMNO), a component party of the Barisan Nasional (BN) coalition. He served as the State Deputy Chairman of UMNO of Melaka from July 2018 and Division Chief of UMNO of Tangga Batu till March 2023.
