Hereford is a cathedral city and the county town of Herefordshire, England. It lies on the River Wye, approximately 16 miles (26 km) east of the border with Wales, 23 miles (37 km) north-west of Gloucester and 24 miles (39 km) south-west of Worcester. With a population of 53,112 in 2021, it is the largest settlement in Herefordshire.

The council remained in no overall control, with the Conservative Party replacing the Liberal Democrats as the largest party on the council, winning 20 out of a total of 56 seats on the council.

The Conservative Party gained a majority on the council, after seven years of the council being under no overall control.
The 2019 Herefordshire Council election took place on 2 May 2019 to elect 52 of 53 members of Herefordshire Council in England. The election in Ross North ward was deferred until 6 June 2019 following the death of the UKIP candidate.
