Background

European Green Deal

Before the start of the COVID-19 pandemic, Italy, having joined the Paris Agreement, was transposing the directives of the European Green Deal, a set of policy initiatives by the European Commission with the overarching aim of making Europe climate neutral in 2050. [7]

COVID-19 pandemic

The COVID-19 pandemic hit hard the Italian economy more than other European countries. In 2020, the gross domestic product shrank by 8.9%, compared with a decline in the European Union of 6.2%. Italy was hit first and hardest by the health crisis. The first local closures were ordered in February 2020, and in March 2020, Italy was the first EU country to have to impose a generalized lockdown.

On 1 May 2021, over 120,000 deaths due to COVID-19 have been recorded, making Italy the country that has suffered the greatest loss of life in the EU. [8] [9] However, Italy reached 20 million Italians vaccinated with a single dose. [10] [11] [12]

On 26 April 2021, Italian Prime Minister Mario Draghi presents his National Recovery and Resilience Plan (Italian: Piano Nazionale di Ripresa e Resilienza) to the Italian Chamber of Deputies. [13] [14] The Draghi plan not only wants to bring Italy back to the economic and social conditions before the COVID-19 pandemic, but it also wants to be a renewal plan for the country. [15] [16] [17]

Mario Draghi in his presentation speech of the plan quotes Alcide De Gasperi. [18]

The Draghi plan was approved by the Italian Parliament and sent to the European Union, which receives it on May 1, 2021. [19]

The plan is part of the Next Generation EU (NGEU) agreement. [20]
