After the last election in 2014 the Conservatives controlled the council with 40 councillors, while Labour had five seats, the Liberal Democrats had three seats and there was one independent. [2] 17 seats were contested in 2015, with 2 seats being elected in Hailey, Minster Lovell and Leafield ward after the resignation of a councillor. [3] [4]

Hailey is a village and civil parish about 2 miles (3 km) north of Witney, Oxfordshire. The village comprises three neighbourhoods: Middletown on the main road between Witney and Charlbury, Poffley End on the minor road to Ramsden and Delly End on Whiting's Lane. The parish extends from the River Windrush in the south, almost to the village of Ramsden and the hamlet of Wilcote in the north, and it includes the hamlet of New Yatt. The 2011 Census recorded the parish's population as 1,208.
Four councillors stood down at the election, Mark Booty, Eve Coles, Hywel Davies and Simon Hoare, while 13 councillors sought re-election. The UK Independence Party is a hard Eurosceptic, right-wing to far-right political party in the United Kingdom. It has three Assembly Members (AMs) in the National Assembly for Wales and one member in the London Assembly. The party reached its greatest level of success in the mid-2010s, when it gained two Members of Parliament and was the largest UK party in the European Parliament.
The Conservative remained in control of the council with 40 councillors after winning 16 of the 17 seats contested. [1] They gained a seat in Chipping Norton from Labour, but in Charlbury and Finstock Liberal Democrat Andy Graham took the seat from the Conservatives. [6] This left both Labour and the Liberal Democrats with four seats, while there remained one independent councillor. [1] All 13 councillors who stood again were re-elected and overall turnout at the election was 71.58%. [4]
Chipping Norton is a market town and civil parish in the Cotswold Hills in the West Oxfordshire district of Oxfordshire, England, about 12 miles (19 km) southwest of Banbury and 18 miles (29 km) northwest of Oxford. The 2011 Census recorded the parish's population as 6,337.
Charlbury is a small town and civil parish in the Evenlode valley, about 6 miles (10 km) north of Witney in West Oxfordshire. It is on the edge of Wychwood Forest and the Cotswolds. The 2011 Census recorded the parish's population as 2,830.
Finstock is a village and civil parish about 2 miles (3 km) south of Charlbury in Oxfordshire, England. The parish is bounded to the northeast by the River Evenlode, to the southeast partly by the course of Akeman Street Roman road, and on other sides by field boundaries. The 2011 Census recorded the parish's population as 797.

A by-election was held in Witney North on 20 August 2015 after independent councillor David Snow resigned from the council in June 2015. [7] David Snow had been originally elected as a Conservative but resigned from the party in May 2013. [8] The seat was gained for the Conservatives by Carol Reynolds with a majority of 63 votes over Liberal Democrat Diane West. [7]
