The 2003 United Kingdom local elections were held on Thursday 1 May 2003, the same day as the Scottish Parliamentary and the Welsh Assembly elections. There were local elections for all councils in Scotland and in most of England. There were no local elections in Wales, Northern Ireland or London.
The 2003 Wirral Metropolitan Borough Council election took place on 1 May 2003 to elect members of Wirral Metropolitan Borough Council in England. This election was held on the same day as other local elections.
The 2003 St Helens Metropolitan Borough Council election took place on 1 May 2003 to elect members of St Helens Metropolitan Borough Council in Merseyside, England. One third of the council was up for election and the Labour Party stayed in overall control of the council.

The Labour Party stayed in overall control of the council, as had been predicted before the election. Overall turnout was 52.2%.
Local elections for City of York Council were held on Thursday 3 May 2007. The whole council was up for election. Of the 47 seats contested, the Liberal Democrats won 19 seats, Labour won 18 seats, Conservatives won eight seats and the Green Party won two seats. The election saw York's ruling Liberal Democrats lose ten seats and overall control of the council.
