Bienvenido "Benny" Mirando Abante Jr. (born May 15, 1951) is a Filipino politician and Bible Baptist pastor who has been serving as the representative of Manila's 6th district since 2019, a position he previously held from 2004 to 2010. He also served as a House Deputy Speaker from 2020 to 2022, House Minority Leader from 2019 to 2020, and as a councilor of Manila's 6th district from 1992 to 1995. [1] [2] He is also the senior pastor of the Metropolitan Bible Baptist Ekklesia (formerly Metropolitan Bible Baptist Church and Ministries) in Santa Ana, Manila. [3]
Abante was born in Santa Mesa, Manila, on July 15, 1951, the eldest of four sons of Rev. Bienvenido "Ben" O. Abante Sr. and Priscilla Mirando. He has two younger brothers, both of whom grew up to be ministers. [4]
He grew up taking on odd jobs such as shining shoes, selling newspapers and corsages, and working on a construction site at a young age to support himself. He also worked as an auditor. [4] He earned his bachelor's degree from Far Eastern University in 1971. Later, he graduated with a bachelor's and graduate degrees in theology at Baptist Bible College in Springfield, Missouri and Baptist Bible College in Makati, respectively. He also holds a master's degree in Government Management from Pamantasan ng Lungsod ng Maynila.[ citation needed ]
In 1975, he founded the Metropolitan Bible Baptist Church and Ministries in Santa Ana, Manila. He is also involved in the academe, having been named the president of Metropolitan Lighthouse Theological School and Institute in Quezon City and administrator of the Metropolitan International Christian Academy in Manila in 1985. He was conferred an honorary degree in theology by Citadel Baptist College in 1985 and honorary doctor of Theology degree at Indianapolis Baptist College in 1987.
In 1986, he founded the Bible Believers League for Morality and Democracy (BIBLEMODE), [5] and also heads the Abante International Ministries (AIM), the Grace and Truth Community International Foundation, Inc., and the Ben O. Abante Baptist Bible College.
In 2014, Abante appeared in the action-drama film Alibughang Anak (lit. 'Prodigal Son'), directed by fellow pastor Rudy Fajardo. [6]
He served as a councilor of Manila from the 6th district from 1992 to 1995. He was recognized by the Manila City Hall Press Club as the Outstanding Councilor of Manila in 1994. After his term as councilor, he served as commissioner of the Presidential Commission for Urban Poor, Manila from 1996 to 1998. He was also named special assistant to the national chairman of Lakas–NUCD in 2000.[ citation needed ]
He ran for and won a seat in the House of Representatives in May 2004. He was subsequently named chairman of the Committee on Public Information. His major undertakings in his district focused on health, education, social services, and infrastructure development and/or improvement. Abante's committee also scrutinized the Right of Reply Bill that was criticized by the media organizations as a curtailment of the freedom of the press. [7] He also proposed an Anti-Sex Video Bill that imposes stiffer penalties on the people involved in the manufacture of sex videos. [8] He was one of the principal authors of the Freedom of Information (FOI) Bill during the 14th Congress. The FOI bill was defeated in Congress after its opponents questioned whether there was a quorum on the final session day. [9] Abante unsuccessfully defended his seat in the 2010 election, losing to former representative Rosenda Ann "Sandy" Ocampo. He attempted a comeback to Congress in 2013 and 2016 but was unsuccessful, losing both to Ocampo. Abante was elected as Representative of Manila's 6th District in 2019, with the previous incumbent Ocampo, ineligible for reelection. He ran against Councilor Cassy Sison and newcomer Yvette Ocampo, Sandy's sister. He ran under the banner of Asenso Manileño with Isko Moreno running for Mayor.
On July 10, 2020, he is one of the 11 representatives who voted to grant the franchise renewal of ABS-CBN. He is one of the two Manila Lawmakers to grant the franchise along with Edward Maceda. [10] He was re-elected in 2022.
In late 2024, Abante headed the Quad Committee which launched inquiries on alleged extrajudicial killings and other irregularities during the war on drugs campaign under former president Rodrigo Duterte. [11] [12] Alongside Santa Rosa Representative Danilo Fernandez, he stepped down as the co-chairman of the committee in November 2024 after former Mandaluyong City Police Chief Hector Grijaldo accused them of pressuring him to admit the existence of the drug war reward system. [13]
Abante has made some legislative proposals that affect the LGBT community. In 2010, he filed a bill that proposed the criminalization of conducting same sex unions, which he views "highly immoral, scandalous and detestable." The bill aims to penalize couples and the solemnizing officer by fine and imprisonment. [14]
He has also filed a bill to institutionalize the rights of heterosexual people, including guaranteeing their right to express opinions about LGBT issues according "to their religious beliefs and practices and to biblical principles and standards." Since there were efforts to introduce bills protecting the rights of LGBT people, Abante argued that in the spirit of "justice, equity, and fair play", a bill on heterosexuals, who he says are "actual and direct creations of God" is appropriate. He also believes that LGBT people who face discrimination ought "to be what God created us to be". [15]
Abante has opposed the passage of a legislation guaranteeing rights of members of the LGBT community, believing that such measure would eventually lead to the legalization of same sex unions. He views LGBT rights as more of a "moral issue" rather than a "rights issue". [16] He opposed the SOGIE Equality Bill, saying the constitution grants already sufficient rights. [17]
Despite his stances, Abante says he does not discriminate against the LGBT community, noting that he had supporters who are LGBT. [17]
Abante has aimed to legislate a measure banning pornography. His House Bill No. 3305 was passed by the House of Representatives in 2008, which would prohibit the production of pornographic videos regardless if the subjects are adults or children; consensual or non-consensual. [18] [19]
Abante does not support capital punishment from crimes except for the following offenses – drug trafficking, massacre, child rape, and rape-slay. He had supported president Rodrigo Duterte's proposal to restore death penalty for drug-related and heinous crimes. [20]
Abante married Marie Paz Toledo in 1977, and has three children. His daughter Priscilla Marie is a lawyer and had served as a councilor of Manila from the 6th district from 2013 to 2022. [21] His son Benny Fog III is an incumbent councilor from the same district since 2022.
Lesbian, gay, bisexual and transgender (LGBT) individuals in the Republic of the Philippines have faced many difficulties in their homeland, such as prejudice, violence, abuse, assault, harassment and other forms of anti-LGBT rhetoric. Many LGBT Filipinos are met with mixed attitudes and reactions by their families, friends and others in their communities, as well as professionals, educators, their national public officials, politicians, attorneys and others working for the government and the rest of the general population.
Rodrigo Roa Duterte, also known as Digong, Rody, and by the initials DU30 and PRRD, is a Filipino lawyer and politician who served as the 16th president of the Philippines from 2016 to 2022. He is the chairperson of Partido Demokratiko Pilipino, the ruling political party in the Philippines during his presidency. Duterte is the first president of the Philippines to be from Mindanao, and is the oldest person to assume office, beginning his term at age 71.
Alan Peter Schramm Cayetano is a Filipino lawyer and diplomat serving as a Senator since 2022 and previously from 2007 to 2017. He was the Senate Minority Leader from 2010 to 2013, and later Senate Majority Leader from 2013 to 2016. He also served as the Representative of Taguig–Pateros from 1998 to 2007 and from 2019 to 2022 and was the Speaker of the House of Representatives from 2019 until his resignation in 2020. He also served as the Secretary of Foreign Affairs from 2017 to 2018 in the cabinet of President Rodrigo Duterte, after unsuccessfully running for vice president in the 2016 elections as Duterte's running mate.
Benjamin "Benhur" de Castro Abalos Jr. is a Filipino lawyer, politician and broadcaster who served as Secretary of the Interior and Local Government from 2022 to 2024. Before his appointment as DILG secretary, he last served as the Chairman of the Metropolitan Manila Development Authority (MMDA) under the Duterte administration from 2021 to 2022. Previously, he served as five-term city mayor, as congressman and as councilor of Mandaluyong, Metro Manila. He is the son of Benjamin Abalos, a former Commission on Elections (COMELEC) and MMDA chairman.
Robert Ace Smith Barbers, or also known simply as Ace Barbers, is a Filipino politician. The son of former senator Robert Barbers, he is currently serving as the representative of the second district of Surigao del Norte. He previously served as well as provincial governor (2007–2010).
Danilo Ramon Subiaga Fernandez is a Filipino politician, actor, and optometrist who is currently serving as the representative of the Lone District of Santa Rosa, Laguna at the House of Representatives of the Philippines since 2022. He previously represented the 1st District of Laguna from 2007 to 2016 and again from 2019 to 2022; he also concurrently served as a Deputy Speaker from 2019 to 2020. Prior to his election in the Congress, he served as a board member of Laguna from 1998 to 2001, Vice Governor of Laguna from 2001 to 2004, and Mayor of Santa Rosa from 2016 to 2019. He also ran for governor in 2004 but lost to incumbent Governor Teresita Lazaro.

Paolo "Pulong" Zimmerman Duterte is a Filipino businessman and politician serving as the representative of Davao City's 1st district since 2019; he was a House Deputy Speaker during the 18th Congress. He previously served as vice mayor of Davao City from 2013 until his resignation in December 2017.
Sara Zimmerman Duterte-Carpio, commonly known as Inday Sara, is a Filipino lawyer and politician who is the 15th and current vice president of the Philippines. She is the third female vice president, the third vice president to come from Mindanao, and the youngest vice president in Philippine history. A daughter of 16th president Rodrigo Duterte, she previously served as the mayor of Davao City from 2016 to 2022, and from 2010 to 2013. She was also Davao City's vice mayor from 2007 to 2010.
Ferdinand Martin Gomez Romualdez is a Filipino businessman, lawyer and politician serving as the Speaker of the House of Representatives since 2022. He is also serving as the representative for the 1st district of Leyte since 2019 and previously from 2007 to 2016. He formerly served as the House Majority Leader from 2019 to 2022, and unsuccessfully ran for senator in the 2016 elections. He is a first cousin of President Bongbong Marcos.
The political positions of Rodrigo Duterte, the 16th President of the Philippines, have been difficult to define coherently into what some analysts have attempted to package as "Dutertism" or "Dutertismo" due to numerous policy shifts during his presidency.
Pantaleon Diaz Alvarez is a Filipino lawyer and politician serving as the Representative of Davao del Norte's 1st district since 2016, previously holding the position from 1998 to 2001. He served as the Speaker of the House of Representatives from 2016 to 2018. He also served as the Secretary of Transportation and Communications in the Cabinet of President Gloria Macapagal Arroyo from 2001 to 2002. He is a stern advocate to shift the current centralized set-up of the Philippines into a federal form, pushing for the establishment of an indigenous state in Luzon and an indigenous state in Mindanao. Initially in favor of an independent Mindanao, Alvarez changed stance when Rodrigo Duterte talked about a federal Philippines with him. In 2017, Alvarez proposed a new set-up to spearheaded federalism in the Philippines.
The War on Drugs is the intensified anti-drug campaign that began during the administration of President Rodrigo Duterte, who served office from June 30, 2016, to June 30, 2022. The campaign reduced drug proliferation in the country, but has been marred by extrajudicial killings allegedly perpetrated by the police and unknown assailants. By 2022, the number of drug suspects killed since 2016 was officially tallied by the government as 6,252; human rights organizations and academics, however, estimate that 12,000 to 30,000 civilians have been killed in "anti-drug operations" carried out by the Philippine National Police and vigilantes.
The Sexual Orientation and Gender Identity ExpressionEquality Bill, also known as the Anti-Discrimination Bill (ADB), is a series of House and Senate bills that were introduced in the 17th, 18th, and 19th Congress of the Philippines, which aims to set into law measures to prevent various economic and public accommodation-related acts of discrimination against people based on their sexual orientation, gender identity, or expression. The first anti-discrimination bill based on SOGIE was first introduced in the 14th Congress of the Philippines, and has since been refiled continuously up to the present Congress.
Manila held its local elections on Monday, May 13, 2019, as a part of the 2019 Philippine general election. Voters elected candidates for mayor, vice mayor, 6 congressmen, and the 36 councilors that would be members of the City Council. There are a total of 736,156 people who voted out of the 1,065,149 city's registered voters. Francisco "Isko Moreno" Domagoso won the elections, enabling him to serve a three-year term as the mayor of Manila. His running mate, the incumbent vice mayor Maria Sheilah "Honey" Lacuna-Pangan, once again topped the vice mayoral race, securing her to serve her second three-year term as the city's vice mayor.
Sarah Jane Ibañez Elago is a Filipino activist and politician. She was a member of the Philippine House of Representatives for its 17th and 18th Congress, both times representing the youth sector under Kabataan Party-list. Before entering Congress, she was also the national president of the National Union of Students in the Philippines. As of May 2019, she was the youngest female lawmaker in the Philippines.
Edward Michael Vera Perez Maceda is a Filipino lawyer and politician serving as the representative of Manila's 4th district since 2016. Prior to his election as congressman, he was councilor of the same district from 1995 to 2004 and from 2007 to 2016.
Rodante Dizon Marcoleta is a Filipino lawyer and politician serving as the party-list representative for SAGIP Partylist since 2016. He is a former House Deputy Speaker of the 18th Congress from 2019 to 2022. A member of the religious organization Iglesia ni Cristo, and one of the vocal detractors against ABS-CBN, Marcoleta is one of the 70 representatives who voted to permanently deny the renewal of the network's franchise and responsible for the termination of landmark partnership deal between ABS-CBN and TV5. He is also the host of Net 25 public affairs program Sa Ganang Mamamayan and a fan of Korean dramas.
Francisca Lustina Castro is a Filipino educator, trade union activist, and politician who has served as a member of the House of Representatives of the Philippines for the Alliance of Concerned Teachers (ACT)
The Philippines does not legally recognize same-sex unions, either in the form of marriage or civil unions. The Family Code of the Philippines defines only recognizes marriages between "a man and a woman". The 1987 Constitution itself does not mention the legality of same-sex unions or has explicit restrictions on marriage that would bare same-sex partners to enter into such arrangement.
