The House of Representatives Majority and Minority Leaders (also called House of Representatives Floor Leaders ) are the two members of the House of Representatives of the Philippines who are elected by their respective parties or coalitions as their official leaders. They serve as the chief spokesmen of their party with regard to their business in the Senate.

Current floor leaders

The current majority floor leader is Martin Romualdez, of Lakas–CMD. The current minority leader is Marcelino "Nonoy" Libanan of the 4Ps party-list.

History

The positions of Majority and Minority leaders of the House of Representatives of the Philippines are similarly alike to the United States House of Representatives's party leaders.

Majority floor leader

The majority floor leader is elected among the members of the majority bloc, or those who voted for the Speaker. The majority floor leader asks as the spokesman of the majority bloc and directs deliberation on the plenary. He is also the chairman of the Committee on Rules. [1]

Minority floor leader

The minority floor leader is elected among the members of the minority bloc. Traditionally, the losing candidate in a two-way speakership election becomes the minority leader, but this was changed in the 17th Congress. The minority floor leader is the spokesman of the minority bloc, and is an ex officio member of all committees. [2]

Sherwin Tugna Filipino politician

Sherwin Najito Tugna is a Filipino lawyer and politician who is the vice mayor of Bocaue, Bulacan. He previously served as a representative for the Citizens’ Battle Against Corruption (CIBAC) party-list group from 2010 to 2019. He served his first term in the House of Representatives of the Philippines after CIBAC won two seats in the 2010 national elections. Tugna would go on to become one of the Assistant Majority Leaders of the 15th Congress. He ran for his third term in Congress through CIBAC Party-List in the 2016 general election where his party won a seat, sending Tugna to the 17th Congress of the Philippines. He presently sits as the Chairman of the House Committee on Suffrage and Electoral Reforms.

The Minority Floor Leader of the House of Representatives of the Philippines, or simply the House Minority Floor Leader, is the leader elected by the minority bloc of the House of Representatives of the Philippines that serves as their official leader in the body. He also manages the business of the minority party in the Senate. He is expected to be vigilant in the defense of the minority's rights. It is his function and duty to criticize constructively the policies and programs of the majority, and to this end employ parliamentary tactics and give close attention to all proposed legislation.
