The Comptroller of the Navy [1] originally called the Clerk Comptroller of the Navy [2] was originally a principal member of the English Navy Royal, and later the British Royal Navy, Navy Board. From 1512 until 1832, the Comptroller was mainly responsible for all British naval spending and directing the business of the Navy Board from 1660 as its chairman. [3] The position was abolished in 1832 when the Navy Board was merged into the Board of Admiralty. The comptroller was based at the Navy Office.
The post was originally created in 1512 during the reign of Henry VIII of England when the post holder was styled as the Clerk Comptroller until 1545. In 1561 the name was changed to Comptroller of the Navy. The Comptroller presided over the Board from 1660, and generally superintended the business of the Navy Office, and was responsible for the offices dealing with bills, accounts and wages [4] during the sixteenth and seventeenth centuries. By the eighteenth century the principal officer responsible for estimating annual stores requirements, inspecting ships' stores and maintaining the Fleet's store-books and repair-bills was the Surveyor of the Navy; however, the Surveyor's duties passed increasingly to the Comptroller of the Navy during the latter half this period. The office of Surveyor did not altogether disappear. In 1832 the Comptroller's department was abolished following a merger of the Navy Board with the Board of Admiralty and the Surveyor was made the officer responsible under the First Naval Lord for the material departments, and became an adviser to the Board of Admiralty. In 1860, the name of the office was changed to Controller of the Navy, and in 1869 was merged with the office of the Third Naval Lord, then becoming known as Third Naval Lord and Controller of the Navy. The Third Naval Lord and Controller of the Navy was independent of the First Naval Lord and was themself a member of the Board of Admiralty. [5]

The post of Controller of the Navy was originally created in 1859 when the Surveyor of the Navy's title changed to Controller of the Navy. In 1869 the controller's office was abolished and its duties were assumed by that of the Third Naval Lord whose title then changed to Third Naval Lord and Controller of the Navy. In 1904 the title was changed again to Third Sea Lord and Controller of the Navy. In 1965 the office of the Third Sea Lord was abolished. The post-holder is responsible for procurement and matériel in the British Royal Navy.

Admiral Sir Charles Saunders was a British Royal Navy officer. He commanded the fourth-rate HMS Gloucester and led her in action at the Second Battle of Cape Finisterre in October 1747 during the War of the Austrian Succession. After serving as Commander-in-Chief, Mediterranean Fleet, he was appointed Commander-in-Chief, English Channel in charge of the Western Squadron between October 1758 and May 1759). He took command of the fleet tasked with carrying James Wolfe to Quebec in January 1759 and consolidated the dead general's victory after the Battle of the Plains of Abraham in September 1759 by devoting great energy to keeping the British Army, now under the command of Colonel George Townshend, well supplied during the Seven Years' War. He later became Senior Naval Lord and then First Lord of the Admiralty.
The Fourth Sea Lord and Chief of Naval Supplies originally known as the Fourth Naval Lord was formerly one of the Naval Lords and members of the Board of Admiralty which controlled the Royal Navy of the United Kingdom the post is currently known as Chief of Materiel (Fleet). As of 2017, it is also known as Chief of Fleet Support, Chief of Materiel (Ships) then as of 2020, Director General Ships.

In 1860 the office was renamed Controller of The Navy until 1869 when the office was merged with that of the Third Naval Lord's the post holder held overall responsibility for the design of British warships.
The First Lord of the Admiralty, or formally the Office of the First Lord of the Admiralty, was the political head of the English and later British Royal Navy. He was the government's senior adviser on all naval affairs, responsible for the direction and control of the Admiralty, and also of general administration of the Naval Service of the Kingdom of England, Great Britain in the 18th century, and then the United Kingdom, including the Royal Navy, the Royal Marines, and other services. It was one of the earliest known permanent government posts. Apart from being the political head of the Naval Service the post holder was simultaneously the pre-eminent member of the Board of Admiralty. The office of First Lord of the Admiralty existed from 1628 until it was abolished when the Admiralty, Air Ministry, Ministry of Defence and War Office were all merged to form the new Ministry of Defence in 1964. Its modern-day equivalent is the Secretary of State for Defence.

The Admiralty and Marine Affairs Office (1546–1707), previously known as the Admiralty Office (1414–1546), was a government department of the Kingdom of England, responsible for the Royal Navy. First established in 1414 when the offices of the separate Admiral of the North and West were abolished and their functions unified under a single centralised command, it was headed by the Lord High Admiral of England. The department existed until 1707 when England and Scotland united to form the Kingdom of Great Britain, after which it was known as the British Admiralty.
During the early 17th century, England's relative naval power deteriorated; in the course of the rest of the 17th century, the office of the Admiralty and Marine Affairs steered the Navy's transition from a semi-amateur Navy Royal fighting in conjunction with private vessels into a fully professional institution, a Royal Navy. Its financial provisions were gradually regularised, it came to rely on dedicated warships only, and it developed a professional officer corps with a defined career structure, superseding an earlier mix of sailors and socially prominent former soldiers.
The Glorious Revolution of 1688 rearranged the political map of Europe, and led to a series of wars with France that lasted well over a century. This was the classic age of sail; while the ships themselves evolved in only minor ways, technique and tactics were honed to a high degree, and the battles of the Napoleonic Wars entailed feats that would have been impossible for the fleets of the 17th century. Because of parliamentary opposition, James II fled the country. The landing of William III and the Glorious Revolution itself was a gigantic effort involving 100 warships and 400 transports carrying 11,000 infantry and 4,000 horses. It was not opposed by the English or Scottish fleets.
The Controller of Treasurer Accounts also called Comptroller of Treasurer Accounts was the civilian officer in the Royal Navy who was a principal member of the Navy Board initially from 1667 to 1679 and then again from 1691 until 1796, he was responsible for inspecting the accounts of the money received by and paid out of the Treasurer of the Navy's department on behalf of the Navy Board. The Deputy Comptroller of the Navy was a principal member of the Navy Board of the Royal Navy who was responsible for chairing the Committee of Correspondence and managing all internal and external communications of the Navy Board from 1793 to 1816 and then again from 1829 to 1832. He was based at the Navy Office.
The Surveyor of Buildings also known as the Department of the Surveyor of Buildings was the civil officer initially a member of the Navy Board then later the Board of Admiralty responsible for superintending, maintaining and improving the British Royal Navy Dockyards, Naval Buildings, and Architectural Works of the Admiralty from 1812 to 1837.
The Naval Works Department was the department of the Inspector-General of Naval Works, Brigadier-General Sir Samuel Bentham, who in 1796 had been given responsibility for modernising and mechanising the Royal Navy dockyards. The Department was established under the direct authority of the Board of Admiralty on 25 March 1796. In 1808 Bentham's job title was changed to Civil Architect and Engineer of the Navy, and he and his department were placed under the oversight of the Navy Board. In 1812 Bentham was dismissed and the department dissolved; most of its responsibilities were taken over by a new Department of the Surveyor of Buildings.
The Victualling Department originally known as the Department of the Comptroller of Victualling and Transport Services or the Victualling Office, also known as the Department of the Director of Victualling was the British Admiralty department responsible for civil administration of Victualling Yards and the storing and supply of Naval Victuals for the Royal Navy from 1832 to 1964.
The Navy Office was the government office responsible for the civil administration of the British Royal Navy from 1576 to 1832. It contained all the members of the Navy Board and various other departments and offices. The day-to-day business of the Navy Office was headed by the Clerk of the Acts from 1660 until 1796. When this position was abolished duties were assumed by separate committees for Accounts, Correspondence, Stores, Transports and Victualling presided over by the Comptroller of the Navy. The Navy Office was one of two government offices that were jointly responsible for directing naval affairs. In 1832 following reforms of the naval service the Navy Office was abolished and its functions and staff taken over by the Admiralty.
The Paymaster of the Marines was established in 1831 following the abolition of Marine Pay Department within the Admiralty that had its own paymaster for the marines. This office holder was part of the Navy Pay Office under the Treasurer of the Navy. The post holder was responsible for processing payments to the Corps of the Royal Marines until the Navy Pay Office was abolished in 1832 as part of reforms of HM Naval Service.
The Master of Naval Ordnance was an English Navy appointment created in 1546 the office holder was one of the Chief Officers of the Admiralty and a member of the Council of the Marine and a member of the Office of Ordnance until the post was abolished in 1589. He was responsible for the supply of naval ordnance for the navy.
The Storekeeper-General of the Navy was initially a senior appointment and principal commissioner of the British Navy Board created in 1829. In 1832 the navy board was abolished and this office holder then became a member of the Board of Admiralty until 1869, when his office was abolished and his responsibilities were assumed by the Third Naval Lord and Controller of the Navy.
