The Kerala Motor Vehicles Department (MVD) is a field department of the Department of Transport, which is one of the administrative departments of the Government of Kerala. The Kerala Motor Vehicles Department is entrusted with the responsibility of providing registration of vehicles in Kerala, issuance of Driving license, issuance of various permits, collection of road taxes, control of vehicular pollution and enforcement of the Motor Vehicles Act and motor vehicles rules. The Kerala MVD functions under the provisions of Section 213 of the Motor Vehicles Act, 1988. The Motor Vehicles Department is headed by the Transport Commissioner, an Indian Police Service officer of the rank of Additional Director General of Police. The Transport Commissioner is assisted by the Additional Transport Commissioner, Joint Transport Commissioners and Deputy Transport Commissioners. The current Transport Commissioner is S. Sreejith IPS. [4]

Government of Kerala has repeatedly intimated multiple legislative members that there are no plans to setup any new RTOs/SRTOs in Kerala unless the financial condition of Kerala improves. [5]

In countries with federal states such as in North America, these agencies are generally administered by subnational entities governments, while in unitary states such as many of those in Europe, DMVs are organized nationally by the central government.

The Ministry of Transportation (MTO) is the provincial ministry of the Government of Ontario that is responsible for transport infrastructure and related law in Ontario, Canada. Motor vehicle registration is the registration of a motor vehicle with a government authority, either compulsory or otherwise. The California Department of Motor Vehicles (DMV) is the state agency that registers motor vehicles and boats and issues driver licenses in the U.S. state of California. It regulates new car dealers, commercial cargo carriers, private driving schools, and private traffic schools. The Motor Vehicles Act is an Act of the Parliament of India which regulates all aspects of road transport vehicles. The Act provides in detail the legislative provisions regarding licensing of drivers/conductors, registration of motor vehicles, control of motor vehicles through permits, special provisions relating to state transport undertakings, traffic regulation, insurance, liability, offences and penalties, etc. For exercising the legislative provisions of the Act, the Government of India made the Central Motor Vehicles Rules 1989.
The Kerala Fire and Rescue Services, often referred to as Kerala Fire Force, is the service department of the Government of Kerala whose function is to fight fires and provide relief measures in times of calamities and disasters in Kerala. It is responsible for the provision of fire protection as well as responding to building collapses, drownings, gas leakage, oil spillage, road and rail accidents, bird and animal rescues, fallen trees and taking appropriate action during natural disasters. The department has now 129 Fire and Rescue stations, a Training Academy and an Institute of Advanced Water Rescue Training Centre consisting of nearly 4800 executive personnel and nearly 200 ministerial staff. The Headquarters of the department is situated at Thiruvananthapuram. "WE SERVE TO SAVE" is the motto of the department.
Jacob Thomas is a retired Indian Police Service officer, writer and researcher. He is popularly known as former Director of Vigilance & Anti-Corruption Bureau (VACB), Government of Kerala, and a recipient of the Police Medal for Meritorious Service as well as the Newsmaker of the Year Award of Malayala Manorama. He retired on May 31, 2020 as the head of Shoranur Metal Industries and spent the last day in office by sleeping on the floor. His 34 year police career attracted several controversies such as undisclosed property of over 50 acres in Tamil Nadu, encroached forest land of 151 acres in the name of his wife in Kodagu, Karnataka among many others.
