PAVA spray is an incapacitant spray similar to pepper spray. It is dispensed from a handheld canister, in a liquid stream. It contains a 0.3% solution of pelargonic acid vanillylamide (PAVA), also called nonivamide, a synthetic capsaicinoid (analogue of capsaicin), in a solvent of aqueous ethanol. The propellant is nitrogen. This solution has been selected because this is the minimum concentration which will fulfill the purpose of the equipment; namely to minimise a person's capacity for resistance, without unnecessarily prolonging their discomfort.
PAVA is significantly more potent than CS gas. [1] The liquid stream is a spray pattern and has a maximum effective range of up to four metres (13 ft). Maximum accuracy, however, will be achieved over a distance of 1.25–2 metres (4.1–6.6 ft). The operating distance is the distance between the canister and the subject's eyes, not the distance between the user and the subject. [1]
PAVA primarily affects the eyes, causing closure and severe pain. The pain to the eyes is reported to be greater than that caused by CS. The effectiveness rate is very high once PAVA gets into the eyes; however, there have been occasions where PAVA and CS have failed to work—especially when the subject is under the influence of alcohol or other drugs. Exposure to fresh moving air will normally result in a significant recovery from the effects of PAVA, within 15–35 minutes. [1]
Pharmacologically, like other capsaicinoids, PAVA works by direct binding to receptors (TRPV1) that normally produce the pain and sensation of heat, as if exposed to scalding heat.
PAVA is used widely as a less lethal, temporary defence tool around the world including in the United Kingdom, [2] India, [3] Switzerland, [4] and others.
PAVA is approved for police and prison service use in the United Kingdom. [5] British police forces had traditionally used CS gas spray, but with the more widespread carriage of tasers, PAVA has now entirely replaced its predecessor due to its non-flammable nature. [6]
There are various treatments to combat the effects of nonivamide. One popular method includes administering a one to one solution of milk of magnesia and water to the eyes. Doctors also recommend not using oils or creams on the skin, and to not wear contact lenses, if one is planning to minimise the effects of nonivamide. [8]
The Scoville scale is a measurement of pungency of chili peppers and other substances, recorded in Scoville heat units (SHU). It is based on the concentration of capsaicinoids, among which capsaicin is the predominant component.
Capsaicin (8-methyl-N-vanillyl-6-nonenamide) is an active component of chili peppers, which are plants belonging to the genus Capsicum. It is a potent irritant for mammals, including humans, and produces a sensation of burning in any tissue with which it comes into contact. Capsaicin and several related amides (capsaicinoids) are produced as secondary metabolites by chili peppers, likely as deterrents against certain mammals and fungi. Pure capsaicin is a hydrophobic, colorless, highly pungent crystalline solid.
Non-lethal weapons, also called nonlethal weapons, less-lethal weapons, less-than-lethal weapons, non-deadly weapons, compliance weapons, or pain-inducing weapons are weapons intended to be less likely to kill a living target than conventional weapons such as knives and firearms with live ammunition. It is often understood that unintended or incidental casualties are risked wherever force is applied, however non-lethal weapons minimise the risk of casualties as much as possible. Non-lethal weapons are used in policing and combat situations to limit the escalation of conflict where employment of lethal force is prohibited or undesirable, where rules of engagement require minimum casualties, or where policy restricts the use of conventional force. However, these weapons occasionally cause serious injuries or death due to allergic reactions, improper use and/or other factors; for this reason the term "less-lethal" has been preferred by some organizations as it describes the risks of death more accurately than the term "non-lethal", which some have argued is a misnomer.
Pepper spray, oleoresin capsicum spray, OC spray, capsaicin spray, or capsicum spray is a lachrymator product containing the compound capsaicin as the active ingredient that irritates the eyes to cause burning and pain sensations, as well as temporary blindness. Its inflammatory effects cause the eyes to close, temporarily taking away vision. This temporary blindness allows officers to more easily restrain subjects and permits people in danger to use pepper spray in self-defense for an opportunity to escape. It also causes temporary discomfort and burning of the lungs which causes shortness of breath. Pepper spray is used as a less lethal weapon in policing, riot control, crowd control, and self-defense, including defense against dogs and bears.
The compound 2-chlorobenzalmalononitrile (also called o-chlorobenzylidene malononitrile; chemical formula: C10H5ClN2), a cyanocarbon, is the defining component of the lachrymatory agent commonly referred to as CS gas, a tear gas which is used as a riot control agent, and is banned for use in warfare due to the 1925 Geneva Protocol.
A TASER is a conducted energy device (CED) primarily used to incapacitate people, allowing them to be approached and handled in an unresisting and thus less-lethal manner. Sold by Axon, formerly TASER International, the TASER fires two small barbed darts intended to puncture the skin and remain attached to the target until removed by the user of the TASER device, at a speed of 55 m/s. Their range extends from 4.5 m (15 ft) for non-Law Enforcement Tasers to 10.5 m (34 ft) for Law Enforcement Tasers. The darts are connected to the main unit by thin laquer insulated copper wire and deliver a modulated electric current designed to disrupt voluntary control of muscles, causing "neuromuscular incapacitation." When successfully used, the target is said to have been "tased". The effects of a taser may only be localized pain or strong involuntary long muscle contractions, based on the mode of use and connectivity of the darts.

An electroshock weapon is an incapacitating weapon. It delivers an electric shock aimed at temporarily disrupting muscle functions and/or inflicting pain, usually without causing significant injury.
CR gas or dibenzoxazepine (chemical name dibenz[b,f][1,4]oxazepine, is an incapacitating agent and a lachrymatory agent. CR was developed by the British Ministry of Defence as a riot control agent in the late 1950s and early 1960s. A report from the Porton Down laboratories described exposure as "like being thrown blindfolded into a bed of stinging nettles", and it earned the nickname "firegas".
In current usage, a riot gun or less-lethal launcher is a type of firearm used to fire "non-lethal" or "less-lethal" ammunition for the purpose of suppressing riots or apprehending suspects with minimal harm or risk. Less-lethal launchers may be special purpose firearms designed for riot control use, or standard firearms, usually shotguns and grenade launchers, adapted for riot control use with appropriate ammunition. The ammunition is most commonly found in 12 gauge shotguns and 37mm or 40 mm grenade launchers.

In addition, it can cause severe eye and respiratory pain, skin irritation, bleeding, and blindness. Common lachrymators both currently and formerly used as tear gas include pepper spray, PAVA spray (nonivamide), CS gas, CR gas, CN gas, bromoacetone, xylyl bromide and Mace.

A use of force continuum is a standard that provides law enforcement officers and civilians with guidelines as to how much force may be used against a resisting subject in a given situation. In some ways, it is similar to the U.S. military's escalation of force (EOF). The purpose of these models is to clarify, both for law enforcement officers and civilians, the complex subject of use of force. They are often central parts of law enforcement agencies' use of force policies. Various criminal justice agencies have developed different models of the continuum, and there is no universal or standard model. Generally, each different agency will have their own use of force policy. Some agencies may separate some of the hand-to-hand based use of force. For example, take-downs and pressure point techniques may be one step before actual strikes and kicks. Also, for some agencies the use of aerosol pepper spray and electronic control devices (TASER) may fall into the same category as take-downs, or the actual strikes.
Bear spray is a specific aerosol spray bear deterrent, whose active ingredients are highly irritant capsaicin and related capsaicinoids, that is used to deter aggressive or charging bears.

Crowd control in Jammu and Kashmir is a public security practice to prevent and manage violent riots. It is enforced by police forces through laws preventing unlawful assembly, as well as using riot control agents such as tear gas, chili grenades, and pellet guns.
