The Southern California freeways are a vast network of interconnected freeways in the megaregion of Southern California, serving a population of 23 million people. The Master Plan of Metropolitan Los Angeles Freeways was adopted by the Regional Planning Commission in 1947 and construction began in the early 1950s. [1] The plan hit opposition and funding limitations in the 1970s, and by 2004, only some 61% of the original planned network had been completed.

History

Origins

Southern California's romance with the automobile owes in large part to resentment of the Southern Pacific Railroad's tight control over the region's commerce in the late 19th and early 20th centuries. During his successful campaign for governor in 1910, anti-Southern Pacific candidate Hiram Johnson traveled the state by car, which was no small feat at that time. In the minds of Southlanders, this associated the automobile with clean, progressive government, in stark contrast to the railroads' control over the corrupt governments of the Midwest and Northeast. While the Southern Pacific-owned Pacific Electric Railway's famous Red Car streetcar lines were the axis of urbanization in Los Angeles during its period of spectacular growth in the 1910s and 1920s, they were unprofitable and increasingly unattractive compared to automobiles. As cars became cheaper and began to fill the region's roads in the 1920s, Pacific Electric lost ridership. Traffic congestion soon threatened to choke off the region's development altogether. At the same time, a number of influential urban planners were advocating the construction of a network of what one widely read book dubbed "Magic Motorways", as the backbone of suburban development. These "greenbelt" advocates called for decentralized, automobile-oriented development as a means of remedying both urban overcrowding and declining rates of home ownership.[ citation needed ]

Traffic congestion was of such great concern by the late 1930s in the Los Angeles metropolitan area that the influential Automobile Club of Southern California engineered an elaborate plan to create an elevated freeway-type "Motorway System," a key aspect of which was the dismantling of the streetcar lines, to be replaced with buses that could run on both local streets and on the new express roads. [2] In the late 1930s, when the freeway system was originally planned locally by Los Angeles city planners, they had intended for light rail tracks to have been installed in the center margin of each freeway (which would presumably have carried Pacific Electric Railway red cars), but this plan was never fully implemented. [3]

Planning and construction

During World War II, transportation bottlenecks on Southern California roads and railways convinced many that if Southern California was to accommodate a large population, it needed a completely new transportation system. The city of Los Angeles favored an upgraded rail transit system focused on its central city. However, the success of the Arroyo Seco Parkway, built between Los Angeles and Pasadena in 1940, convinced many that a freeway system could solve the region's transportation problems. Leaders of surrounding cities, such as Whittier, South Gate, Long Beach, and Pasadena, accordingly called for a web of freeways to connect the whole region, rather than funneling their residents out of their own downtowns and into that of Los Angeles. Pro-freeway sentiments prevailed, and by 1947, a new comprehensive freeway plan for Los Angeles (based largely on the original locally planned 1930s system, but without the light rail tracks in the median strips of the freeways) had been drawn up by the California Department of Public Works (now Caltrans). San Diego soon followed suit, and by the early 1950s, construction had begun on much of the region's freeway system.[ citation needed ]

Freeway names

Southern California residents idiomatically refer to freeways with the definite article, as "the [freeway number]", e.g. "the 5" or "the 10". [18] This use of the article differs from other American dialects, including that of Northern California, but is the same as in the UK (e.g. "Take the M1 to the M25") and other European countries (e.g. "die A1" in German).[ citation needed ] In addition, sections of the southern California freeway system are often referred to by names rather than by the official numbers. For example, the names Santa Monica and San Bernardino are used for segments of the Interstate 10 even though overhead freeway signs installed at interchanges since the 1990s don't display these names, using instead the highway number, direction, and control city. A freeway "name" may refer to portions of two or more differently numbered routes; for example, the Ventura Freeway consists of portions of U.S. Route 101 and State Route 134, and the San Diego Freeway consists of portions of Interstate 5 and the full length of Interstate 405.

When Southern California freeways were built in the 1940s and early 1950s, local common usage was primarily the freeway name preceded by the definite article. [19] It took several decades for Southern California locals to start to also commonly refer to the freeways with the numerical designations, but the usage of the definite article persisted. For example, the San Gabriel River Freeway evolved into "the 605 Freeway" and then shortened to "the 605". [18] [19]

The Southern California area has fewer lane-miles per capita than most large metropolitan areas in the United States, ranking 31st of the top 39. As of 1999, Greater Los Angeles had 0.419 lane-miles per 1,000 people, only slightly more than Greater New York City and fewer than Greater Boston, the Washington Metropolitan Area and the San Francisco Bay Area. (American metros average .613 lane-miles per thousand.) San Diego ranked 17th in the same study, with 0.659 lane-miles per thousand, and the Inland Empire ranked 21st, with 0.626. [20]

State Route 1 (SR 1) is a major north–south state highway that runs along most of the Pacific coastline of the U.S. state of California. At 656 miles (1,056 km), it is the longest state route in California, and the second-longest in the US after Montana Highway 200. SR 1 has several portions designated as either Pacific Coast Highway (PCH), Cabrillo Highway, Shoreline Highway, or Coast Highway. Its southern terminus is at Interstate 5 (I-5) near Dana Point in Orange County and its northern terminus is at U.S. Route 101 (US 101) near Leggett in Mendocino County. SR 1 also at times runs concurrently with US 101, most notably through a 54-mile (87 km) stretch in Ventura and Santa Barbara counties, and across the Golden Gate Bridge.

The San Gabriel River Freeway closely parallels the San Gabriel River for most of its alignment, hence its name, which is one of the few Southern California freeways not named after a city along its route.

State Route 91 (SR 91) is a major east–west state highway in the U.S. state of California that serves several regions of the Greater Los Angeles urban area. A freeway throughout its entire length, it officially runs from Vermont Avenue in Gardena, just west of the junction with the Harbor Freeway, east to Riverside at the junction with the Pomona and Moreno Valley freeways.

State Route 57 (SR 57), also known as the Orange Freeway for most of its length, is a north–south state highway in the Greater Los Angeles Area of the U.S. state of California. It connects the interchange of Interstate 5 (I-5) and SR 22 near downtown Orange, locally known as the Orange Crush, to the Glendora Curve interchange with I-210 and SR 210 in Glendora. The highway provides a route across several spurs of the Peninsular Ranges, linking the Los Angeles Basin with the Pomona Valley and San Gabriel Valley.

The Ventura Freeway is a freeway in southern California, United States, that runs from the Santa Barbara/Ventura county line to Pasadena in Los Angeles County. It is the principal east–west route through Ventura County and in the southern San Fernando Valley in Los Angeles County. From the Santa Barbara County line to its intersection with the Hollywood Freeway in the southeastern San Fernando Valley in Los Angeles, it is signed as U.S. Route 101 (US 101), which was built in the late 1950s and opened on April 5, 1960. The segments from the Santa Barbara County line to Sea Cliff, and from Solimar Beach to Oxnard, are also concurrent with State Route 1 (SR 1), although no signs mention SR 1 there. East of the Hollywood Freeway intersection, the Ventura Freeway is signed as State Route 134 (SR 134), which was built by 1971.

Interstate 215 (I-215) is a 54.5-mile-long (87.7 km) north–south auxiliary Interstate Highway in the Inland Empire region of the San Bernardino–Riverside urban area in Southern California. It has portions designated as the Barstow, Escondido, and Armed Forces Freeways. I-215 is a bypass auxiliary route of I-15, running from Murrieta to northern San Bernardino. While I-215 connects the city centers of both Riverside and San Bernardino, its parent I-15 runs to the west through Corona and Ontario.

<span class="mw-page-title-main">California State Route 60</span> State highway in California

State Route 60 (SR 60) is an east–west state highway in the U.S. state of California. It serves the cities and communities on the eastern side of the Los Angeles metropolitan area and runs along the south side of the San Gabriel Valley. It functions as a bypass route of Interstate 10 (I-10) through the area between the East Los Angeles Interchange in Los Angeles and Beaumont. SR 60 provides a route across several spurs of the Peninsular Ranges, linking the Los Angeles Basin with the Pomona Valley and San Gabriel Valley. The highway also runs concurrently with SR 57 and I-215. Portions of SR 60 are designated as either the Pomona Freeway or the Moreno Valley Freeway.

<span class="mw-page-title-main">California State Route 2</span> State highway in California, United States

State Route 2 (SR 2) is a state highway in the U.S. state of California. It connects the Los Angeles Basin with the San Gabriel Mountains and the Victor Valley in the Mojave Desert. The highway's southwestern end is at the intersection of Centinela Avenue at the Santa Monica-Los Angeles border and its northeastern end is at SR 138 east of Wrightwood. The SR 2 is divided into four segments, and it briefly runs concurrently with U.S. Route 101 (US 101) and Interstate 210 (I-210). The southwestern section of SR 2 runs along a segment of the east–west Santa Monica Boulevard, an old routing of US 66, to US 101 in East Hollywood; the second section runs along segments of both the north–south Alvarado Street and Glendale Boulevard in Echo Park; the third section to I-210 in Glendale is known as the north–south Glendale Freeway; and the northeastern portion from I-210 in La Cañada Flintridge to SR 138 is designated as the Angeles Crest Highway.

The State Scenic Highway System in the U.S. state of California is a list of highways, mainly state highways, that have been designated by the California Department of Transportation (Caltrans) as scenic highways. They are marked by the state flower, a California poppy, inside either a rectangle for state-maintained highways or a pentagon for county highways.

State Route 126 is a state highway in the U.S. state of California that serves Ventura and Los Angeles counties. The route runs from U.S. Route 101 in Ventura to Interstate 5 at the Castaic Junction-Santa Clarita border through the Santa Clara River Valley. The highway is an important connector highway in Ventura County, and serves as an alternate route into the Santa Clarita Valley, and the San Fernando Valley area of Los Angeles and the High Desert of Antelope Valley.

The Foothill Freeway is a freeway in the Los Angeles metropolitan area, California, United States, running from the Sylmar district of Los Angeles east to Redlands. The western segment is signed as Interstate 210 (I-210) from its western end at I-5 to SR 57 in Glendora, while the eastern segment is signed as State Route 210 (SR 210) to its eastern terminus at I-10. Under the California Streets and Highways Code, the entire Foothill Freeway is legally referred to as Route 210.

State Route 71 (SR 71) is a 15-mile (24 km) state highway in the U.S. state of California. Serving Riverside, San Bernardino, and Los Angeles counties, it runs from SR 91 in Corona to the Kellogg Interchange with I-10 and SR 57 on the border of Pomona and San Dimas. The segment from SR 91 to SR 83 in Chino Hills is called the Corona Freeway, formerly the Corona Expressway and before then the Temescal Freeway. U.S. Route 101 (US 101) is a major north–south United States Numbered Highway, stretching from Los Angeles, California, to Tumwater, Washington. The California portion of US 101 is one of the last remaining and longest U.S. Routes still active in the state, and the longest highway of any kind in California. US 101 was also one of the original national routes established in 1926. Significant portions of US 101 between the Los Angeles area and the San Francisco Bay Area follow El Camino Real, the commemorative route connecting the former Alta California's 21 missions.

<span class="mw-page-title-main">Interstate 10 in California</span> Interstate Highway in California

Interstate 10 (I-10) is a transcontinental Interstate Highway in the United States, stretching from Santa Monica, California, to Jacksonville, Florida. The segment of I-10 in California, also known as the Pearl Harbor Memorial Highway, runs east from Santa Monica through Los Angeles, San Bernardino, and Palm Springs before crossing into the state of Arizona. In the Greater Los Angeles area, it is known as the Santa Monica and San Bernardino freeways, linked by a short concurrency on I-5 at the East Los Angeles Interchange. I-10 also has parts designated as the Rosa Parks and Sonny Bono Memorial freeways. Some parts were also formerly designated as the Christopher Columbus Transcontinental Highway. However, the California State Legislature removed this designation following the passage of a bill on August 31, 2022. I-10 is also known colloquially as "the 10" to Southern California residents (See also California English § Freeways).

<span class="mw-page-title-main">Interstate 15 in California</span> North–south Interstate and state highway in the U.S. state of California

Route 15, consisting of the contiguous segments of State Route 15 (SR 15) and Interstate 15 (I-15), is a major north–south state highway and Interstate Highway in the U.S. state of California, connecting San Bernardino, Riverside, and San Diego Counties. The route consists of the southernmost 289.24 miles (465.49 km) of I-15, which extends north through Nevada, Arizona, Utah, Idaho, and Montana to the Canada–US border. It is a major thoroughfare for traffic between San Diego and the Inland Empire, as well as between Southern California, Las Vegas, Nevada, and the Intermountain West.

Interstate 5 (I-5) is a major north–south route of the Interstate Highway System in the United States, stretching from the Mexican border at the San Ysidro crossing to the Canadian border near Blaine, Washington. The segment of I-5 in California runs 796.77 miles (1,282.28 km) across the length of the state from San Ysidro to the Oregon state line south of the Medford-Ashland metropolitan area. It is the longest interstate in California, and accounts for more than half of I-5's total length.

Greater Los Angeles has a complex multimodal transportation infrastructure, which serves as a regional, national and international hub for passenger and freight traffic. The transportation system of Greater Los Angeles includes the United States' largest port complex, seven commuter rail lines, Amtrak service, a subway system within the city of Los Angeles, and numerous highways. Los Angeles is integrated into the Interstate Highway System by Interstate 5, Interstate 10, and Interstate 15, along with numerous auxiliary highways and state routes. Bus service is also included locally within the area by numerous local government agencies. Subways and light commuter rail lines are present within Los Angeles proper, allowing mass transportation within the city. Commuter railroads are run by Metrolink. Amtrak has numerous railroad lines that connect Los Angeles to the rest of the country.

<span class="mw-page-title-main">Transportation in the Inland Empire</span>

Many of the existing freeways in Southern California's Inland Empire were completed in the late 1970s. The only exception is the segment of the Foothill Freeway, State Route 210 between San Dimas and San Bernardino, completed in July 2007. In general, most of the higher paying jobs are located in Los Angeles and Orange County. Thus, workers must commute daily up to two hours in each direction on the existing network. As the population increases, traffic congestion is also projected to increase. In 2007, Forbes magazine ranked the area first in its list of America's most unhealthy commutes, beating every other major metropolitan area in the country, as Inland area drivers breathe the unhealthiest air and have the highest rate of fatal auto accidents per capita.
