Steel Winds (or Steel Winds I & Steel Winds II) is a wind energy project located on the coast of Lake Erie in Lackawanna, New York, just south of the City of Buffalo in Erie County. Its first phase was operational in 2007 and the second phase came online in 2012, for a combined production capacity of 35 MW. [1] The unique project was built on part of the brownfield of a former Bethlehem Steel plant. By using much of the existing infrastructure of roads and transmission lines, it could reduce project costs. It is one of the largest urban wind farms in the world and uses turbines manufactured in Iowa.
According to the U.S. Department of Energy, wind farms are producing the fastest-growing energy source in the world. American wind farms generated an estimated 35,000 megawatts (MW) of wind energy in 2009, just over two percent of the U.S. electricity supply, powering the equivalent of nearly 10 million homes. [2] Prior to this project, studies for solar power options at the site were extensively studied. [3]
The Steel Winds project has been developed on 30 acres (12 ha) of the 1,600-acre (650 ha) brownfield remaining from the former Bethlehem Steel Plant. This facility, declining since 1983 and ending its coke production in 2001, [4] is being returned to productive use under the New York Department of Environmental Conservation Brownfield Cleanup Program. [5] EPA had completed sufficient cleanup of the Super Fund site by early 2006 to allow the next phase of the project to proceed under state supervision. [4]
A 2002 change in environmental laws gave the city and developers immunity from the costs of remediating the site. Such associated costs had earlier stymied redevelopment of the planned 1,600-acre site for public use under the state's brownfield cleanup program. [6] Brownfields are the remains of accumulated low-level toxic waste, which developed around factory operations. They were left when industry restructured, and factories were abandoned. [4]
Norman Polanski, then mayor of Lackawanna, New York and a former worker at Bethlehem Steel, has supported this project. He believes it can help attract industry to the area, as well as tourism. The city and state are studying the possibility of manufacturing turbine equipment locally to revive local industry and reduce costs of future projects in New York.
The wind farm is designed to produce 35-MW of electricity, enough to power 16,000 homes in New York. Power is being sold into the NYS ISO grid for sale to retail customers. This is one of the largest urban wind power developments in the world, and its wind turbines are harnessing the power of the steady winds that blow from Lake Erie. [7]
The project is owned by First Wind, which will be selling energy, capacity and RECs to energy retailer Constellation NewEnergy through 2009. The project was built by Tennessee Valley Infrastructure Group, of Chattanooga, Tennessee. It is operated by First Wind. [8] Operation and maintenance services will be provided by Clipper Windpower, the manufacturer of the turbines, for the first five years. [9]
As the project uses the old steel mill's roads and off-site transmission lines, it required little construction of new infrastructure, often the most expensive part of an industrial project. The initial phase of the project cost an estimated $40 million. A 2012 expansion added $25 million to $30 million to the project's overall price tag. [10]
Construction was divided into two phases. Phase I called for the installation of 8 turbines by 2007, while phase II called for the installation of an additional 6 turbines by 2012.
The turbine components for phase I were manufactured in 2006 at Clipper's facility in Cedar Rapids, Iowa. They were shipped overland to the project site in early 2007, constructed, and placed online in April 2007. This marked the first commercial deployment of the 2.5 MW (3,400 hp) Liberty Series turbines. [11] Full commercial operations started June 5, 2007, with a capacity of 20 MW. [12]
The second phase of the project became active on January 27, 2012. [10] This phase completed the 14-turbine project, adding 15 MW, for a cumulative 35 MW of power. [1]
In community action, First Wind has used the Steel Winds project to raise awareness and funds for research into breast cancer. For five years, one of the turbines was illuminated by a pink light for National Breast Cancer Awareness Month, which is in the month of October. [13]
The project consists of 14 Clipper Windpower 2.5-MW Liberty series wind turbines, which represents the latest technology in the largest commercially viable form. [14]
Clipper patented its Quantum Distributed Generation Drivetrain ("DGEN-Q") and the use of four unique permanent magnet generators. Grid integration is achieved through power factor regulation technology with ride-through capability. The 2.5 MW Liberty turbine installation can be accomplished with a crane sized for standard commercial 1.5 MW units. [15]
Lackawanna is a city in Erie County, New York, United States, just south of the city of Buffalo in western New York State. The population was 19,949 at the 2020 census. It is one of the fastest-growing cities in New York, growing in population by 10% from 2010 to 2020. It is part of the Buffalo-Niagara Falls metropolitan area. The city of Lackawanna is in the western part of Erie County.
A wind farm or wind park, also called a wind power station or wind power plant, is a group of wind turbines in the same location used to produce electricity. Wind farms vary in size from a small number of turbines to several hundred wind turbines covering an extensive area. Wind farms can be either onshore or offshore.

Clipper Windpower is a wind turbine manufacturing company founded in 2001 by James G.P. Dehlsen. It designed one of the largest wind turbines in the United States, manufactured in Cedar Rapids, Iowa. It was working collaboratively with the National Renewable Energy Laboratory.
The 2.5 MW Liberty Wind Turbine was the largest wind turbine manufactured in the United States when it was first installed in 2007. It was developed through a partnership with U.S. Department of Energy and its National Renewable Energy Laboratory for Clipper Windpower.
The U.S. state of Oregon has large wind energy resources. Many projects have been completed, most of them in rural Eastern Oregon and near the Columbia River Gorge. Wind power accounted for 12.1% of the electricity generated in Oregon in 2016.
A floating wind turbine is an offshore wind turbine mounted on a floating structure that allows the turbine to generate electricity in water depths where fixed-foundation turbines are not feasible. Floating wind farms have the potential to significantly increase the sea area available for offshore wind farms, especially in countries with limited shallow waters, such as Spain, Portugal, Japan, France and the United States' West Coast. Locating wind farms further offshore can also reduce visual pollution, provide better accommodation for fishing and shipping lanes, and reach stronger and more consistent winds.
The Titan Wind Project is 25MW wind farm which had a proposed expansion to 5,050 MW, formerly known as Rolling Thunder, based in South Dakota. The project developers, Clipper Windpower and BP Alternative Energy, expected to build Titan in several phases and, when completed, it would have been one of the largest wind farms in the world.
The Sherbino Mesa Wind Farm is located in Pecos County in west Texas. The first 150 megawatts (MW) of the project, which has a potential capacity of 750 MW, is in operation. Phase I utilizes 50 Vestas V-90 Mk.5 wind turbine generators, each with a rated capacity of 3 MW. BP will operate phase I of the project.
Wyoming has one of the highest wind power potentials of any state in the United States. In 2019, Wyoming had wind powered electricity generating capacity of 1,589 MW, which produced 9.85% of its electric generation, with an additional 3,753 MW under construction. However, the wind generation in that year was Wyoming's third-lowest in the 2010s. By 2020, wind capacity increased to 2738 MW and 8448 gigawatt-hours of electricity were produced from wind in 2021, more than double 2019 production. Additional wind capacity and needed transmission lines are under construction or planned, despite political headwinds from Wyoming's strong coal and oil sectors.
New York has 2,192 MW of installed wind power capacity as of 2022. Most of New York's wind power is located in upstate New York as onshore wind farms. New York has set a goal of developing 9,000 MW of offshore installed wind power capacity by 2035 that will power an estimated 6 million homes. As of October 2022, New York has five offshore wind farms in development with approximately 4,300 MW installed capacity.
As of May 2024, wind power in the Netherlands has an installed capacity of 11,611 MW, 40.9% of which is based offshore. In 2022, the wind turbines provided the country with 18.37% of its electricity demand during the year. Windmills have historically played a major part in the Netherlands by providing an alternative to water driven mills.
In 2016, Arizona had 268 megawatts (MW) of wind powered electricity generating capacity, producing 0.5% of in-state generated electricity.

The Criterion Wind Project is a wind farm located on Backbone Mountain east of Oakland, Maryland, United States. The project has a rated capacity of 70 MW and uses 28 Liberty Wind Turbines manufactured by Clipper Windpower. Each of the wind turbines is about 415 feet tall. The Criterion Wind Project is owned by Criterion Power Partners, LLC, which is a subisiary of Exelon, and interconnected with the transmission system of the Potomac Edison Company. Electricity and renewable energy credits from the project are sold to the Old Dominion Electric Cooperative under a 20-year supply contract.

Wind power in Michigan is a developing industry. The industrial base from the automotive industry has led to a number of companies producing wind turbine parts in the state. The development of wind farms in the state, however, has lagged behind. In January 2021, there were a total of 1,481 wind turbines in the state with a nameplate capacity of 2,549 MW. The nameplate total exceeded 2,000 MW when Pine River came online in March 2019. Wind provided 4.2% of the state's electricity in 2016.
Soma Wind Farm is an onshore wind power plant in Soma in Manisa Province in the northwestern Aegean Region of Turkey. Built in two phases and consisting of 119 wind turbines with an installed output power of 140 MW in total, it is one of Turkey's largest wind farms.
The state of South Dakota is a leader in the U.S. in wind power generation with over 30% of the state's electricity generation coming from wind in 2017. In 2016, South Dakota had 583 turbines with a total capacity of 977 megawatts (MW) of wind generation capacity. In 2019, the capacity increased to 1525 MW.
The Massachusetts Military Reservation Wind Project is located in Barnstable County, Massachusetts on the Massachusetts Military Reservation (MMR), also known as the Joint Base Cape Cod. This Wind Project currently consists of one wind turbine, built in 2009, and two others recently completed in 2011. The first turbine was a Fuhrländer 1500/77 wind turbine with an 80-meter (260 ft) tower and a 77-meter (253 ft) rotor diameter. The two completed in 2011 were General Electric wind turbines. Each of these GE 1.5-77 wind turbines outputs 1.5 MW of power on top of an 80-meter (260 ft) tall tower. Therefore, the total net capacity for the MMR Wind project is approximately 4.5 MW. Clearance may soon become available to build more turbines.. The contracting company hired to build all three of the turbines is called ECC Corporate, and the plant code and utility ID of the facility are 57253 and 56619, respectively.
