The 2023 Bloomington, Minnesota municipal election was held on November 7, 2025. Seven city council seats were up for election, in addition to the mayorship. Also on the ballot were three questions regarding use of tax funds to fund local infrastructure projects. It was the second election to use ranked-choice voting in the city, and voters ranked up to three candidates per city council office by preference. [1]

Incumbent mayor Tim Busse is seeking re-election to a second term and has been in office since 2019. [2] In that election, he garnered 55.74% of the popular vote.

City Council

Due to redistricting and an at-large special election, all six seats on the Bloomington City Council are up for election, including both at-large seats and all four district seats. [10]

At-large

One of two at-large seats on the Bloomington City Council, this seat has been held by Jenna Carter since 2020. Carter is seeking an additional four-year term. [11]

At-large (Special Election)

Incumbent Chao Moua had been appointed to the seat in 2023 after his predecessor, Nathan Coulter, was elected to the Minnesota State House of Representatives. He was now seeking election in his own right. [17]
