List of municipalities of Finland

This is a list of municipalities in Finland. There are a total of 309 municipalities, of which 114 have both a Finnish and a Swedish name.^[1] These municipalities are listed by the name in the local majority language, with the name in the other national language provided in parentheses. Finnish is the majority language in 99 of those 114 municipalities, while Swedish is the majority language in 15 of them. The four municipalities that are wholly or partly within the Sami native region have their names also given in the local Sami languages.^{[note 1]}

The Sámi are the traditionally Sámi-speaking Indigenous peoples inhabiting the region of Sápmi, which today encompasses large northern parts of Norway, Sweden, Finland, and of the Kola Peninsula in Russia. The region of Sápmi was formerly known as Lapland, and the Sámi have historically been known in English as Lapps or Laplanders, but these terms are regarded as offensive by the Sámi, who prefer their own endonym, e.g. Northern Sámi Sápmi. Their traditional languages are the Sámi languages, which are classified as a branch of the Uralic language family.

Sápmi is the cultural region traditionally inhabited by the Sámi people. Sápmi includes the northern parts of Fennoscandia, also known as the "Cap of the North".

Norrbotten County is the northernmost county or län of Sweden. It is also the largest county by land area, almost a quarter of Sweden's total area. It shares borders with Västerbotten County to the southwest, the Gulf of Bothnia to the southeast, the counties of Nordland and Troms in Norway to the northwest, and Lapland Province in Finland to the northeast.

Rovaniemi is a city in Finland and the regional capital of Lapland. It is located near the Arctic Circle in the northern interior of the country. The population of Rovaniemi is approximately 65,000, while the sub-region has a population of approximately 69,000. It is the 17th most populous municipality in Finland, and the 12th most populous urban area in the country.

Finland is divided into 19 regions which are governed by regional councils that serve as forums of cooperation for the municipalities of each region. The councils are composed of delegates from the municipal councils. The main tasks of regional councils are regional planning, the development of enterprises, and education. Between 2004 and 2012, the regional council of Kainuu was elected via popular elections as part of an experimental regional administration.

The municipalities represent the local level of administration in Finland and act as the fundamental, self-governing administrative units of the country. The entire country is incorporated into municipalities and legally, all municipalities are equal, although certain municipalities are called cities or towns. Municipalities have the right to levy a flat percentual income tax, which is between 16 and 22 percent, and they provide two thirds of public services. Municipalities control many community services, such as schools, health care and the water supply, and local streets. They do not maintain highways, set laws or keep police forces, which are responsibilities of the central government.

Lapland is the largest and northernmost region of Finland. The 21 municipalities in the region cooperate in a Regional Council. Lapland borders the region of North Ostrobothnia in the south. It also borders the Gulf of Bothnia, Norrbotten County in Sweden, Finnmark County and Troms County in Norway, and Murmansk Oblast and the Republic of Karelia in Russia. Topography varies from vast mires and forests of the South to fells in the North. The Arctic Circle crosses Lapland, so polar phenomena such as the midnight sun and polar night can be viewed in Lapland.

Enontekiö is a municipality in the Finnish part of Lapland with approx. 1,800 inhabitants. It is situated in the outermost northwest of the country and occupies a large and very sparsely populated area of about 8,400 square kilometres (3,200 sq mi) between the Swedish and Norwegian border. Finland's highest point, the Halti fell, with a height of 1,324 metres (4,344 ft) above the mean sea level, is situated in the north of Enontekiö. The municipality shares borders with regions of Sweden and Norway that encompass the Scandinavian Mountains. The administrative centre of Enontekiö is the village of Hetta. About one fifth of the community's population are Sami people. Enontekiö's main industries are tourism and reindeer husbandry.

Tornio is a city and municipality in Lapland, Finland. The city forms a cross-border twin city together with Haparanda on the Swedish side. The municipality covers an area of 1,348.83 square kilometres (520.79 sq mi), of which 161.59 km² (62.39 sq mi) is water. The population density is 17.68 inhabitants per square kilometre (45.8/sq mi), with a total population of 21,018.

Inari Sámi is a Sámi language spoken by the Inari Sámi of Finland. It has approximately 300 speakers, the majority of whom are middle-aged or older and live in the municipality of Inari. According to the Sámi Parliament of Finland, 269 persons used Inari Sámi as their first language. It is the only Sámi language that is spoken exclusively in Finland. The language is classified as being seriously endangered, as few children learn it; however, more and more children are learning it in language nests. In 2018, Inari Sámi had about 400 speakers; due to revival efforts, the number had increased.

Inari is Finland's largest municipality by area, with four official languages, more than any other in the country. Its major sources of income are tourism, service industry, and cold climate testing. With the Siida museum in the village of Inari, it is a center of Sami culture, widely known as the "capital of Sámi culture".

Sodankylä is a municipality of Finland. It is located in the region of Lapland, and lies at the northern end of Highway 5 (E63) and along Highway 4 (E75). The Kitinen River flows near the center of Sodankylä. Its neighbouring municipalities are Inari, Kemijärvi, Kittilä, Pelkosenniemi, Rovaniemi, and Savukoski. The municipality has two official languages: Finnish and Northern Sami.

Lapland, also known by its Swedish name Lappland, is a province in northernmost Sweden. It borders Jämtland, Ångermanland, Västerbotten, Norrbotten, Norway and Finland. Nearly a quarter of Sweden's land area is in Lappland.

The Sámi homeland of Finland is the northernmost part of the Lappi (Lapland) administrative region in Finland, home of approximately half of Finland's Sámi population. The area is defined in and protected by the Finnish constitution to be autonomous on issues relating to the Sámi culture and language.

The toponyms of Finland result mainly from the legacy left by three linguistic heritages: the Finnish language, the Swedish language and Sami languages. Finland’s place names range from those of unknown or unrecognizable origins to more clearly derivable onomastics. There are both national and international recommendations on how to use the bilingual country's place names in texts written in different languages. In Finland, the Research Institute for the Languages of Finland and the National Land Survey of Finland are jointly responsible for the standardization of place names.

Sámi languages, in English also rendered as Sami and Saami, are a group of Uralic languages spoken by the Indigenous Sámi people in Northern Europe. There are, depending on the nature and terms of division, ten or more Sami languages. Several spellings have been used for the Sámi languages, including Sámi, Sami, Saami, Saame, Sámic, Samic and Saamic, as well as the exonyms Lappish and Lappic. The last two, along with the term Lapp, are now often considered pejorative.
