On December 23, the Joint Typhoon Warning Center (JTWC) began monitoring a tropical disturbance that had developed about 657 km (409 mi) to the east of Palau. [1] Around that time, the system was located in an area of moderate vertical wind shear and warm 28–30 °C (82.4–86 °F) sea-surface temperatures. [1] The disturbance slowly intensified and the JTWC issued a tropical cyclone formation alert at about 09:00 UTC on December 24. [2] At that time, the convection, or thunderstorm activity, around the system's low-level circulation center was rather sheared. Dvorak estimates were around T1.5 at the time, signalling that the system had 1-minute sustained winds of 45 km/h (30 mph). [3] This prompted the JTWC to upgrade the disturbance to a tropical depression, with the system receiving the designation 35W. [4] By 21:00 UTC of the same day, visible satellite imagery showed shallow rain banding (which is a cloud structure that is associated with an area of rain and thunderstorms) wrapping into a tight, but exposed center, with poorly organized convection. [5] The Japan Meteorological Agency (JMA) declared the system to be a weak tropical depression at around 06:00 UTC of December 25. [6] Around the same time, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) had reported that the depression had entered their area of responsibility and assigned the local name Usman. [7]

The JMA began issuing advisories on 12:00 UTC of December 25, when they considered that the tropical depression had 10-minute sustained winds of 55 km/h (35 mph). [8] With Usman's ragged center, the system remained disorganized, as wind shear was becoming displaced to the northwest. [9] By 03:00 UTC on December 26, satellite imagery depicted that the system had multiple, minor circulation centers revolving around its original center. The storm's structure became somewhat disorganized due to the lack of convection, being blown off by the southeasterly wind shear. [10] The system maintained its intensity until the next day, when satellite imagery showed a broad circulation with excellent outflow along with extensive deep convection flaring near its center. At this point, both the JMA and the JTWC predicted that the system would intensify into a tropical storm within the next 24 hours. [11] [12] Thereafter, convection had increased around the system, and the system's center became much more organized. [13] At 00:00 UTC on December 28, the JTWC reported that the system's 1-minute sustained winds to 55 km/h (35 mph). [14] A cold cold cover began obscuring the system's elongated center, thereafter. [15] On December 29, the system's central cold cover began to dissipate, and the JTWC had stated that the system began weakening and deteriorating. [16] Tropical Depression Usman made landfall in Borongan, Eastern Samar on 06:00 UTC of the same day, as the PAGASA downgraded the system to a low-pressure area. [17] The JMA stated that the system was located in an area of increasing wind shear. [18] Several hours later, both the JMA and the JTWC issued their final advisory on the system. [19] [20]

Preparations and impact

On December 27, as Tropical Depression Usman inches closer to the eastern portion of the Philippines, the PAGASA raised a Tropical Cyclone Warning Signal #1 over much of the Bicol region and the Eastern Visayas region, with some even extending as north as Quezon province and as west as Cebu. [21] Local officials advised residents at that time to take precautionary measures in areas of low-lying and mountainous areas, especially those living near river channels. [22] The PAGASA also warned on sea travel, either to fishermen or those with small sea crafts, are risky in the seaboards of Southern Luzon, Central Luzon and the Surigao provinces due to rough seas combined with the northeast monsoon. [21] [23] Heavy rains that could trigger landslides and flashfloods were expected in the areas under the alert signals. [21] Roughly 1,000 passengers later became stranded in Bacolod after sea travel was suspended. [24] The region of Western Visayas, which includes the island of Palawan, was raised a TCWS #1 on December 28, [25] as 851 passengers were stranded in that region alone. [26] On 5 p.m. local time, the NDRRMC raised the "blue alert" status in much of the Western Visayas region, meaning that 50 percent of the RDRRMC personnel are on standby for emergencies and it is the second highest alert level. [26] Moreover, the number of passengers stranded from the cause of suspended sea travel rose to 13,000, [25] where 6,000 of them were from the Bicol Region. [27] In the city of Tacloban, their mayor ordered to suspend work in government offices and their local officials have set up 71 evacuation centers ready for displaced families. [28]

Following the landfall and the deterioration of the tropical depression, widespread flooding and landslides were reported in many areas. Six towns in Masbate saw 61 families, or 259 individuals forced to evacuate their homes due to extreme flooding. [29] Local officials in the area also lifted the temporary ban for sea travel on the morning of December 29 to allow the remaining stranded passengers to travel. [29] This was the same in the Bicol Region were 3,900 people were evacuated. In Northern Samar, the heavy rained caused flooding to as high as 2–7 ft (0.6–2.1 m). [30] In Bicol, 473.1 mm (18.6 in) of rain was recorded for the two days of December 28 and 29. [31] Strong winds and heavy rain from Usman caused the shutdown of some power plants, which led to power outages in some areas In Albay, Catanduanes and Eastern Visayas. [30] On December 30, a state of calamity was raised in the provinces of Camarines Sur, Camarines Norte and Sorsogon, along with the municipality of Polangui in Albay. [32] [33] Eight other municipalities in Oriental Mindoro were also raised a state of calamity by local officials on the next day. [32]

Throughout the country, a total of 238,127 families were affected by Usman. About 36,574 houses were either partially or totally damaged. [34] A total of 156 people have died from the storm, with 105 people being injured. 26 people have remained missing. An estimated cost of damages were toppled to ₱5.41 billion (US$103 million), where ₱1.95 billion (US$37.1 million) were to be part of agricultural damages and ₱3.46 billion (US$65.9 million) were to be part of infrastructure damages. [34]

Aftermath and retirement

In January 2019, Mahar Lagmay, a disaster scientist, claimed that the high death toll by the system was caused by the PAGASA issuing incorrect and misleading forecasts for Tropical Depression Usman. [35] [36] The PAGASA then responded to the scientist's statement regarding this claim, and stated that Lagmay had used the "hour rainfall intensity" classification instead of the "24-hour accumulated rainfall" classification, where it has been used commonly in their tropical cyclone bulletins. [35] Local officials also criticised the PAGASA due to the fact how their residents became confused and complacent when Usman was downgraded to a low-pressure area, which also meant the PAGASA lifting any storm signals. [35] The PAGASA later addressed and confirmed this, however they explained that the storm signals are distinct from the amount of rainfall accumulated, as the signals described more of the expected winds in the area. [35] They also added that they did release a weather advisory on the low-pressure area (that was once Usman) on December 29 regarding that "moderate to heavy rains will continue over Bicol Region in the next 24 hours." [35]

Because the system caused damages of over ₱1 billion, the PAGASA retired the name Usman and it never be used again as a typhoon name within the Philippine Area of Responsibity (PAR), despite it being used for the first time in their naming lists. In March 2019, the PAGASA revised their lists and replaced the name with Umberto for the 2022 season. [37]

Typhoon Kujira, known in the Philippines as Typhoon Dante, was first reported by the Joint Typhoon Warning Center (JTWC) on April 28. It was the fourth depression and the first typhoon of the season. The disturbance dissipated later that day however it regenerated early on April 30 within the southern islands of Luzon. It was then designated as a Tropical Depression during the next morning by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and the Japan Meteorological Agency (JMA), with PAGASA assigning the name Dante to the depression. However the JTWC did not designate the system as a depression until early on May 2 which was after the depression had made landfall on the Philippines. Later that day Dante was upgraded to a Tropical Storm and was named as Kujira by the JMA. The cyclone started to rapidly intensify becoming a typhoon early on May 4, and then reaching its peak winds of 155 km/h (100 mph) (10-min), 215 km/h (135 mph) (1-min) later that day after a small clear eye had developed.

The 2015 Pacific typhoon season was a slightly above average season that produced 27 tropical storms, 18 typhoons, and nine super typhoons. The season ran throughout 2015, though most tropical cyclones typically develop between May and November. The season's first named storm, Mekkhala, developed on January 15, while the season's last named storm, Melor, dissipated on December 17. The season saw at least one named tropical system forming in each of every month, the first time since 1965. Similar to the previous season, this season saw a high number of super typhoons. Accumulated cyclone energy (ACE) during 2015 was extremely high, the third highest since 1970, and the 2015 ACE has been attributed in part to anthropogenic warming.

The 2020 Pacific typhoon season was the first with below-average tropical cyclone activity since 2017, with 23 named storms, 10 of which became typhoons and only 2 became super typhoons. This low activity was a consequence of La Niña that persisted from the summer of the year. It had the fifth-latest start in the basin on record, slightly behind 1973, and was the first to start that late since 2016. The first half of the season was unusually inactive, with only four systems, two named storms and one typhoon at the end of July. Additionally, the JTWC recorded no tropical cyclone development in the month of July, the first such occurrence since reliable records began. The season's first named tropical cyclone, Vongfong, developed on May 8, while the season's last named tropical cyclone, Krovanh, dissipated on December 24. However, the season's last system was an unnamed tropical depression which dissipated on December 29.

Severe Tropical Storm Rumbia, known in the Philippines as Tropical Storm Gorio, was a tropical cyclone that brought widespread flooding in areas of the Philippines and China late June and early July 2013. The sixth internationally named storm of the season, Rumbia formed from a broad area of low pressure situated in the southern Philippine Sea on June 27. Steadily organizing, the initial tropical depression moved towards the northwest as the result of a nearby subtropical ridge. On June 28, the disturbance strengthened to tropical storm strength, and subsequently made its first landfall on Eastern Samar in the Philippines early the following day. Rumbia spent roughly a day moving across the archipelago before emerging into the South China Sea. Over open waters, Rumbia resumed strengthening, and reached its peak intensity with winds of 95 km/h (50 mph) on July 1, ranking it as a severe tropical storm. The tropical cyclone weakened slightly before moving ashore the Leizhou Peninsula late that day. Due to land interaction, Rumbia quickly weakened into a low pressure area on July 2 and eventually dissipated soon afterwards.

Typhoon Hagupit, known in the Philippines as Super Typhoon Ruby, was the second most intense tropical cyclone in 2014. Hagupit particularly impacted the Philippines in early December while gradually weakening, killing 18 people and causing $114 million of damage in the country. Prior to making landfall, Hagupit was considered the worst threat to the Philippines in 2014, but it was significantly smaller than 2013's Typhoon Haiyan.

Typhoon Nock-ten, known in the Philippines as Super Typhoon Nina, was the strongest Christmas Day tropical cyclone worldwide in terms of 1-minute sustained winds. Forming as a tropical depression southeast of Yap and strengthening into the twenty-sixth tropical storm of the annual typhoon season on December 21, 2016, Nock-ten intensified into the thirteenth typhoon of the season on December 23. Soon afterwards, the system underwent explosive intensification and became a Category 5-equivalent super typhoon early on December 25. Nock-ten weakened shortly afterwards before making eight landfalls over the Philippines. The typhoon weakened rapidly due to the landfalls as it entered the South China Sea on December 26, turned southwest, and ultimately dissipated on December 28 due to the winter monsoon.

Tropical Storm Haikui, known in the Philippines as Tropical Storm Salome, was a weak tropical cyclone that affected the Philippine archipelagos of Luzon and Visayas. Forming as the twenty-fourth named storm of the 2017 typhoon season, Haikui developed as a tropical depression to the east of Samar on November 9. Traversing some Philippine islands, the system gradually intensified into a named tropical storm by November 10. In that same day, Haikui emerged to the South China Sea.

Tropical Storm Kai-tak, known in the Philippines as Tropical Storm Urduja, was a late-season tropical cyclone that affected Visayas during December 2017. Forming as the twenty-sixth named storm of the 2017 Pacific typhoon season, Kai-tak formed as a tropical depression near Palau on December 11. Slowly intensifying, the system became a tropical storm on December 14. Due to its slow motion, Kai-tak made landfall in Samar on December 16, and traversed the Philippine islands. Kai-tak later moved in a west-southwestward direction until it dissipated on December 23 near Malaysia.

The 2021 Pacific typhoon season was the second consecutive to have below-average tropical cyclone activity, with twenty-two named storms, and was the least active since 2011. Nine became typhoons, and five of those intensified into super typhoons. This low activity was caused by a strong La Niña that had persisted from the previous year. The season's first named storm, Dujuan, developed on February 16, while the last named storm, Rai, dissipated on December 21. The season's first typhoon, Surigae, reached typhoon status on April 16. It became the first super typhoon of the year on the next day, also becoming the strongest tropical cyclone in 2021. Surigae was also the most powerful tropical cyclone on record in the Northern Hemisphere for the month of April. Tropical Storm Sanba, known in the Philippines as Tropical Storm Basyang, was a weak tropical cyclone that affected southern and central parts of the Philippines in mid-February 2018. Sanba developed as a tropical depression in the open Pacific Ocean on February 8. The system moved generally westward while slowly developing, finally attaining tropical storm status on February 11. Soon after, wind shear caused the system to lose organization and remain as a minimal tropical storm through February 11 and 12. During this time, Sanba moved westwards then west-northwestwards, making landfall over northeastern Mindanao on February 13. The system weakened into a tropical depression before making another landfall in southeastern Negros later that day. After traversing the Philippine Islands, Sanba failed to reorganize significantly in the Sulu Sea and dissipated two days later west of Palawan.

<span class="mw-page-title-main">Typhoon Vongfong (2020)</span> Pacific typhoon in 2020

Typhoon Vongfong, known in the Philippines as Typhoon Ambo, was a strong tropical cyclone that impacted the Philippines in May 2020. Beginning as a tropical depression on May 10 east of Mindanao, Vongfong was the first storm of the 2020 Pacific typhoon season. It gradually organized as it took a slow northward course, strengthening into a tropical storm on May 12 and curving west thereafter. The next day, Vongfong entered a period of rapid intensification, becoming a typhoon and attaining 10-minute maximum sustained winds of 150 km/h (93 mph). The storm made landfall at this intensity near San Policarpo, Eastern Samar, at 04:15 UTC on May 14. The system tracked across Visayas and Luzon, making a total of seven landfalls. Persistent land interaction weakened Vongfong, leading to its degeneration into a tropical depression over the Luzon Strait on May 17.

Tropical Depression Josie was a weak tropical system that impacted the Philippine archipelago of Luzon in July 2018, bringing widespread flooding. The tropical depression was classified in the South China Sea on July 20, and steadily moved eastward while gradually intensifying. The storm reached its peak intensity of 1-minute sustained winds of 65 km/h while nearing the northern tip of the Ilocos Region. By July 22, the system moved northward and rapidly weakened. The system was last noted on July 23 to the northeast of Taiwan.

<span class="mw-page-title-main">Tropical Storm Usagi (2018)</span> Western Pacific severe tropical storm in 2018

Severe Tropical Storm Usagi, known in the Philippines as Tropical Storm Samuel, was a tropical cyclone that affected the Philippines and Southern Vietnam in late November 2018, causing severe damage around the Visayas region and Ho Chi Minh City. The storm formed from a disturbance in the Central Pacific basin on November 3, but did not develop into a tropical storm until almost three weeks later, on November 13. Usagi underwent rapid intensification and peaked in intensity before making its final landfall on Vũng Tàu, Bà Rịa–Vũng Tàu province as a weakening tropical storm on November 25. While never considered as a typhoon by the Japan Meteorological Agency (JMA), the Joint Typhoon Warning Center (JTWC) assessed its intensity to be equivalent to Category 2 status on the Saffir–Simpson scale. Usagi caused one death and ₱52.2 million (US$992,000) in damages in the Philippines, most of which came from agriculture. Usagi caused 3 deaths and ₫925 billion in damages in Vietnam.

<span class="mw-page-title-main">Tropical Storm Barijat</span> Pacific tropical storm in 2018

Tropical Storm Barijat, known in the Philippines as Tropical Storm Neneng, was a weak tropical storm that caused flooding in the far northern regions of the Philippines and Southern China. The thirty-third tropical depression and twenty-third tropical storm of the 2018 Pacific typhoon season, it was first noted as an area of convection in the South China Sea on September 6. On September 8, it was upgraded to a tropical depression, and by September 11, it intensified into a tropical storm, with the Japan Meteorological Agency (JMA) giving it the name Barijat. Barijat peaked in intensity 6 hours later, with 10-min winds of 40 knots and 1-min winds of 45 knots. Barijat continued westward, and on November 12 at 00:30 UTC, it made landfall over Zhanjiang, quickly dissipating afterwards.

<span class="mw-page-title-main">Typhoon Surigae</span> Pacific typhoon in 2021

Typhoon Surigae, known in the Philippines as Super Typhoon Bising, was the strongest Northern Hemisphere tropical cyclone to form before the month of May, one of the most intense tropical cyclones on record and the strongest tropical cyclone worldwide in 2021. The second named storm, first typhoon and the first super typhoon of the 2021 Pacific typhoon season, Surigae originated from a low-pressure area south of the Micronesian island of Woleai that organized into a tropical depression on April 12. At 18:00 UTC that day, it strengthened to a tropical storm and was named Surigae by the JMA. The formation of an eye and increasing winds prompted the JMA to upgrade the system to a severe tropical storm on April 13. The storm proceeded to gradually strengthen, and late on April 15, Surigae became a typhoon. Very favorable environmental conditions then allowed Surigae to rapidly intensify; on the next day Surigae became a super typhoon, and by April 17, the storm reached its peak intensity, with 10-minute sustained winds of 220 km/h (140 mph), 1-minute sustained winds of 315 km/h (196 mph), and a minimum pressure of 895 hPa (26.4 inHg). This made it the strongest pre-May typhoon on record. Afterward, weakening outflow and an eyewall replacement cycle caused Surigae to gradually weaken as its track shifted north-northwestward in the Philippine Sea. Surigae became an annular tropical cyclone on April 19, following the eyewall replacement cycle, and restrengthened slightly. On April 22, the storm began to rapidly weaken as it accelerated northwestward into unfavorable conditions, transitioning into a subtropical storm the next day. The subtropical system subsequently underwent extratropical transition, which it completed by April 24. Afterward, Surigae's extratropical remnant accelerated northeastward. On April 27, Surigae explosively intensified into a bomb cyclone near the Aleutian Islands, attaining hurricane-force winds. Afterward, the system gradually weakened as it turned eastward, slowing down in the process, before crossing the International Date Line on April 30 and fully dissipating on May 2.

<span class="mw-page-title-main">Tropical Storm Conson (2021)</span> Pacific severe tropical storm in 2021

Severe Tropical Storm Conson, known in the Philippines as Typhoon Jolina, was a strong tropical cyclone that impacted the central Philippines and Vietnam during the 2021 Pacific typhoon season. Being the thirteenth named storm of the said event, Conson originated as a low-pressure area first monitored approximately 500 km (310 mi) west of Guam. It formed as a tropical depression over the Pacific Ocean on September 5, 2021. As it formed within the Philippine Area of Responsibility, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) named the storm Jolina. Over the next day, it intensified into a tropical storm and was named Conson by the Japan Meteorological Agency (JMA). As the storm neared Samar Island, it intensified into a severe tropical storm, and later into a typhoon according to the PAGASA prior to its first landfall in Eastern Samar. The storm retained its strength as it crossed Visayas and later Calabarzon before weakening over Manila Bay prior to its final landfall in Bataan. It subsequently emerged into the South China Sea where it struggled to reintensify further. It then weakened into a tropical depression just offshore of Vietnam before moving ashore near Da Nang. It then rapidly weakened before dissipating on September 13.
